What the Business PAFP Document Is and When It Applies

The Business PAFP Document is a standardized business form used to authorize and document payments, financial approvals, and related fiduciary actions on behalf of a company. It records the parties, scope of authority, payment instructions, effective dates, and any limits or conditions on delegated authority. Organizations use it to create an auditable trail for internal controls, vendor payments, payroll disbursements, or third-party payment agents, and to reduce disputes about who may approve or originate transfers.

Why a Clear PAFP Document Matters for Governance

A well-drafted Business PAFP Document clarifies approval authority, reduces payment errors, supports audits, and documents consent for electronic processing under ESIGN (15 U.S.C. ch. 96) and UETA where applicable.

Why a Clear PAFP Document Matters for Governance

Typical Roles That Complete or Rely on This Document

The Business PAFP Document is completed by personnel who control or authorize payments and by third parties who execute them.

  • Finance teams and controllers who set limits, routing, and dual-approval rules for disbursements.
  • C-suite executives and board officers who delegate signing authority or payment thresholds.
  • Vendors, payroll providers, or payment processors who require written authorization to act on behalf of the business.

Use by these groups establishes accountability, supports internal controls, and creates a reproducible record for audit and compliance purposes.

Timing and Deadlines to Watch When Issuing PAFP Authorizations

Certain time constraints affect tax withholding, vendor payment cycles, and payroll runs; plan signings to meet these operational deadlines.

Payroll Cutoff:

Confirm payroll schedule to ensure new authorizations apply to the intended pay period

Vendor Payment Cycle:

Allow 3–5 business days for bank transfers and ACH processing

Tax Reporting:

Ensure TIN accuracy to avoid backup withholding (24% rate if missing)

Notary/RON Scheduling:

Book notary or RON session in advance; session fees and audiovisual recording time apply

Internal Review:

Allow sufficient time for legal and compliance review before execution
