What the Business PCR Template Is and when it's used

A Business PCR (Project Change Request) Template is a structured form businesses use to propose, document, and authorize changes to a project’s scope, schedule, budget, or deliverables. The template captures a clear description of the requested change, impact analysis, cost and schedule estimates, supporting attachments, and required approvals. Using a standard PCR template helps preserve a single source of truth for requests, enforces consistent review and sign-off procedures, and produces an auditable record suitable for internal controls, external audits, and post-project reconciliation.

Why a standard Business PCR Template matters

Standardizing change requests reduces misunderstandings, speeds decision-making, and creates a defensible audit trail for approvals and financial adjustments. A formal template also supports version control, consistent cost accounting, and better risk assessment across projects.

Why a standard Business PCR Template matters

Who typically completes and approves a PCR

Several roles commonly prepare, review, and approve Business PCRs depending on organizational structure and project governance.

  • Project managers and coordinators who document the change, impacts, and recommended mitigation.
  • Finance or budget approvers who verify cost estimates and update financial records.
  • Change control board members or senior stakeholders who evaluate risk and authorize implementation.

Assigning clear roles and routing rules up front reduces delays and ensures accountability when changes are processed.

Typical signers and their responsibilities

Project Manager

Prepares the PCR, attaches supporting analysis, proposes schedule and cost impacts, and tracks implementation. Responsible for ensuring the request accurately reflects technical and timeline consequences for the team.

Finance Director

Reviews cost and budget impacts, confirms available funding or change in billing, and signs only after financial validation. Also ensures accounting entries and forecasts are updated post-approval.

Security and compliance features to include

Encryption in transit: TLS 1.2/1.3
Encryption at rest: AES-256
Audit trail: Tamper-evident event log
HIPAA support: BAA available
21 CFR compliance: Supports Part 11 needs
Certifications: SOC 2 Type II, ISO 27001

Risks if a Business PCR is incorrect or incomplete

Unauthorized change: Contract breach risk
Cost overruns: Unapproved spend increases
Schedule slippage: Missed delivery dates
Audit findings: Weak internal controls
Regulatory exposure: Noncompliance fines possible
Reputational harm: Client trust erosion

Common preparation errors to avoid

  • Writing vague change descriptions that omit measurable scope or acceptance criteria, which leads to disputes and rework during implementation.
  • Failing to include a detailed cost breakdown or contingency, causing budget approvals to be delayed or rejected for insufficient information.
  • Not attaching baseline schedules and deliverables for comparison, which makes it difficult to quantify schedule impacts and resource reallocations.
  • Routing approvals to unclear or unauthorized signers, creating approval bottlenecks and invalidating the change under contract governance.

Step-by-step: Completing a Business PCR

Follow these steps to create a complete, approvable PCR that captures intent, impact, and authorization.

  • 01
Prepare request: Enter request ID, summary, and reason for change.
  • 02
Assess impact: Provide cost, schedule, and quality implications.
  • 03
Attach evidence: Include estimates, specs, and relevant correspondence.
  • 04
Route for approval: Send to designated approvers in required order.

How electronic submission and approval typically flow

An eSubmission workflow speeds review and preserves a complete signed record for audit and traceability.

  • Upload document: Save a PDF/DOCX version of the completed PCR.
  • Add fields: Place signature, initials, date, and checkbox fields.
  • Send to approvers: Use sequential or parallel routing per governance.
  • Store signed copy: Capture certificate of completion and metadata.

Essential sections in a professional Business PCR Template

A well-structured PCR template ensures reviewers see consistent information and can make timely, informed decisions.

Change Summary

Concise description of the requested change, what part of the project is affected, and a clear statement of the desired outcome or deliverable modification.

Impact Analysis

Technical and operational implications, including affected systems, dependencies, quality criteria, and any required approvals from third parties or regulators.

Cost Estimate

Line-item cost breakdown, assumptions, contingency allowance, and any changes to billing or contract pricing for accurate financial assessment.

Schedule Impact

Revised milestones, critical path effects, resource changes, and a proposed implementation window with acceptance criteria defined.

Approvals Block

Named approvers, role-based signature fields, dates, and an ordered routing mechanism to ensure authoritative sign-off is captured.

Attachments & Evidence

Supporting documents such as quotes, drawings, baseline schedules, risk assessments, and email threads that substantiate the request.

Operational features that improve PCR processing

Incorporate operational capabilities that reduce friction and improve traceability across the request lifecycle.

Standardized template

A consistent layout with required fields reduces back-and-forth, ensures comparable reviews, and simplifies data extraction for reporting and audit.

Version control

Track each submission and amendment with unique IDs and timestamps to prevent parallel conflicting approvals and to maintain a clear change history.

eSignature-ready

Built-in signature and date fields allow secure electronic signing, timestamps, and certificates of completion for chain-of-custody evidence.

Attachment support

Allow PDF, DOCX, and spreadsheet attachments and require critical supporting files to be attached before routing for approval.

Practical tips for accurate and efficient PCRs

Adopt clear rules and checks to reduce rework and speed approvals.

Assign unique identifiers
Use a consistent numbering convention for PCRs and link each to the project code and baseline version so reviewers can cross-reference changes quickly and reliably.
Require baseline comparisons
Include the original scope and schedule excerpts to show exactly how deliverables shift, preventing ambiguity during acceptance and reducing disputes.
Mandate financial detail
Require an itemized cost estimate and approval from finance for any PCR with monetary impact to ensure accurate budgeting and invoicing adjustments.
Set processing SLAs
Define maximum review and approval windows (for example, 5 business days for initial review) and enforce escalation paths to avoid project delays.

Typical timing expectations for PCR processing

Define clear timeline targets to keep changes moving without blocking project execution.

Submission timing:

Submit a PCR as soon as the change is identified, ideally before work begins.

Initial review:

Target response within 3–5 business days for low-impact requests.

Final approval:

Complete approvals within 10 business days for standard requests unless escalation is required.

Implementation window:

Begin implementation only after all required approvals and any contract adjustments are executed.

Record retention:

Retain the signed PCR and attachments per corporate retention schedule and legal requirements.

Key milestones from request to implementation

Track these numbered milestones as discrete stages in the PCR lifecycle so stakeholders know expected transitions.

01

1. Request Submitted

PCR created and supporting documents attached; ID assigned.

02

2. Impact Review

Technical and financial assessments completed by responsible teams.

03

3. Decision Made

Approvers accept, reject, or request revisions; decision recorded.

04

4. Implementation Tracked

Work begins only after approvals; progress logged against updated schedule.

Configuring an electronic PCR workflow

Map configuration settings to your approval policy and compliance needs before going live.

Field Configuration
Notification method Email with optional SMS reminders
Authentication Email link by default; SMS code optional
Signature order Sequential routing with designated approvers
Retention policy Automatic archival after approval, retain per schedule

Technical considerations for eSubmission and signatures

Ensure your eSignature and workflow platform supports required file formats, signer authentication, and audit logging for compliance and traceability.

  • File formats: PDF, DOCX, XLSX supported
  • Integrations: CRM, ERP, and cloud storage integrations
  • Authentication options: Email link, SMS code, or advanced methods

How a Business PCR compares with a contract change order

The PCR template is often a project-level instrument, while a contract change order amends contractual terms; use the appropriate form based on legal effect needed.
