What the Business PJR Template Is and when it’s used

The Business PJR Template is a standardized project/job request form used by organizations to capture scope, resources, timelines, approvals, and cost estimates needed to start or change a commercial work item. It centralizes requester details, project description, priority, deliverables, budget lines, and required sign-offs so operations, procurement, IT, or facilities teams can evaluate and route requests consistently. The template is intended for internal use or for controlled external vendor intake where clear, auditable records and versioning are required to track approvals and cost commitments.

Why a structured Business PJR Template matters

A consistent PJR template reduces ambiguity, speeds review, and creates an auditable record of approvals and obligations. It clarifies responsibilities, ties requests to budgets, and helps downstream teams triage scope, timeline, and resource allocation with fewer follow-ups.

Why a structured Business PJR Template matters

Who typically completes and approves a Business PJR

The Business PJR is completed by requesters and routed to reviewers based on department and project type.

  • Requesting employee or project owner who defines the need and provides initial scope, budget, and deadline.
  • Department manager or budget holder who approves cost and prioritization before procurement or execution.
  • Operations, IT, procurement, or external vendor intake teams that estimate resources and finalize scheduling.

Roles and routing rules vary by organization; define signatory limits and escalation points in your internal policy.

Core sections included in a professional Business PJR Template

A complete Business PJR groups metadata, scope, budget, schedule, approvals, and attachments so reviewers can act without repeated clarifications.

Header

Request ID, department, date submitted, and priority tag. These fields enable tracking, reporting, and linkage to project management systems.

Requester Details

Full name, role, contact info, and cost center. Accurate contact and cost allocation avoid delayed approvals and incorrect budget charges.

Scope Summary

Concise description of work, acceptance criteria, and deliverables. Clear scope limits change orders and clarifies vendor requirements.

Schedule

Requested start and end dates, milestones, and critical deadlines. Dates drive resource planning and vendor lead-time assessments.

Budget

Estimated cost lines, funding source, and approval limits. Itemized budgets reduce disputes and support audit trails for spend authorization.

Approvals & Attachments

Signature blocks, approver names, and supporting documents (quotes, specs). Attachments preserve the documents reviewers used when approving.

Step-by-step process to submit a Business PJR

Follow these steps to complete, route, and record a Business PJR so it meets review and audit requirements.

  • 03
Route for approval: Send to budget holder and technical reviewers.
  • 04

How to configure an online approval workflow

Set up routing rules and fields so approvals, notifications, and storage are automated and auditable.

Archive Location Save PDF to secure cloud folder

Where to send the completed Business PJR

A signed PJR is routed to reviewers, stored for audit, and attached to project records or purchase orders as needed.

  • Primary Approver: Budget holder or department head receives the approval request.
  • Technical Review: Operations or IT provides scope validation and resource estimates.
  • Procurement: Procurement validates vendor selection and issues purchase orders.
  • Archive: Final PDF stored in records retention system.

Digital delivery and eSubmission considerations

Choose a platform that supports secure uploads, audit logs, and the authentication level your organization requires.

  • File formats: PDF, DOCX supported
  • Authentication: Email, SMS, or SSO
  • Integrations: Connects to ERP and cloud storage

Ensure the selected solution provides an immutable audit trail and meets any industry compliance needs before accepting electronic signatures.

Typical timelines and processing expectations

Timelines depend on review complexity and funding thresholds; list standard SLA targets so requesters set realistic dates.

Initial review SLA:

2–5 business days for basic requests

Technical estimate:

5–10 business days for scoped assessments

Procurement processing:

7–21 business days depending on vendor complexity

High-priority requests:

Expedited within 24–72 hours when approved

Change requests:

Re-evaluation adds time proportional to scope

Key milestones in the PJR lifecycle

Track these numbered stages from submission to delivery to manage expectations and handoffs.

01

Submission

Requester files complete PJR and attachments.

02

Approval

Budget and technical approvers sign off.

03

Procurement/Procure

Common mistakes that slow approvals

  • Incomplete scope descriptions that require clarifying questions and multiple review cycles, delaying start dates.
  • Missing cost center or incorrect budgeting details that block finance from approving expenditures.
  • Attachments omitted or submitted in unreadable formats, forcing requesters to resend documents manually.
  • Incorrect approver listed or outdated signatory limits that return the request for re-routing.

Risks and potential consequences of errors

Project Delays: Missed deadlines and downstream schedule impacts
Budget Overruns: Unapproved spend and reconciliation problems
Contractual Exposure: Unclear scope can lead to breach claims
Audit Findings: Insufficient records may generate compliance issues
Vendor Disputes: Scope ambiguity increases change order disputes
Operational Risk: Resource misallocation and productivity loss
