What the Business PQP Document Is and When It's Used

The Business PQP Document is a formal plan that documents quality procedures, roles, controls, metrics, and change management for a business process or project. It centralizes responsibilities, acceptance criteria, monitoring methods, and escalation paths so teams and auditors can verify consistent execution. Organizations use it to confirm process design, demonstrate regulatory readiness, and record approvals across departments. When executed correctly it supports internal governance, supplier oversight, and evidence for external audits while remaining compatible with electronic signature laws such as the ESIGN Act (15 U.S.C. §7001) and state UETA frameworks.

Why the Business PQP Document Matters for Risk and Quality

A clear PQP reduces operational risk, clarifies accountability, and creates an auditable record of standards and approvals. It streamlines reviews and supports compliance with industry rules, internal audits, and contractual requirements.

Why the Business PQP Document Matters for Risk and Quality

Typical Teams and Roles That Create or Sign a PQP

The Business PQP Document is often prepared and reviewed by cross-functional teams to ensure coverage of quality, legal, and operational perspectives.

  • Quality and Compliance Leads: Drafts standards, defines metrics, and oversees monitoring plans for audit readiness.
  • Project Managers and PMO: Integrates PQP deliverables into project schedules and assigns process owners.
  • Legal and Contracts Teams: Reviews governing clauses, approval authority, and any regulatory disclosures.

Final signatories typically include the document owner, business unit head, and a compliance or legal approver to bind the plan to organizational responsibilities.

Core Sections to Include in a Business PQP Document

A professional PQP groups essential material into discrete sections so reviewers can quickly locate controls, responsibilities, and acceptance criteria.

Purpose

Concise statement of objectives and the process or project scope covered by the PQP, including measurable quality goals and intended outcomes.

Scope

Lists in-scope activities, excluded items, affected systems, and boundaries so readers understand applicability and limitations.

Roles & Responsibilities

Names owners, approvers, reviewers, and escalation points with clear decision authority and contact conventions for operational issues.

Procedures

Step-by-step operational procedures, acceptance criteria, and references to standard operating procedures or work instructions.

Monitoring & Metrics

Defines KPIs, sampling methods, reporting cadence, thresholds for corrective action, and root-cause analysis expectations.

Change Control

Records versioning rules, approval flows for revisions, impact assessment requirements, and archival procedures for superseded versions.

Step-by-Step: Completing and Approving the PQP

Follow a standard sequence to draft, validate, approve, and publish the PQP so it becomes an official governance artifact.

  • 01
Gather Inputs: Collect SOPs, contracts, and regulatory checklists needed for accurate content.
  • 02
Draft Content: Populate fields and procedures, then add measurable acceptance criteria and references.
  • 03
Review Cycle: Route to stakeholders for technical, legal, and compliance review using tracked comments.
  • 04
Sign and Publish: Obtain required approvals, record signatures, publish the approved version, and notify stakeholders.

Typical Routing and eSubmission Flow for a PQP

A consistent electronic workflow reduces friction and provides an auditable trail from draft to execution.

  • Upload: Sender uploads the PQP to a document platform and places required fields.
  • Configure Signers: Set routing order, assign signer roles, and choose authentication strength.
  • Sign: Each signer receives an invite, authenticates, reviews, and adds an electronic signature.
  • Archive: Signed copies and audit trails are stored with version metadata for retention.

Recommended Workflow Configuration Settings

Configure your PQP workflow with consistent settings so each release follows the same verification and archival rules.

Field Configuration
Routing Order Sequential signers with explicit role-based order
Authentication Email link plus optional SMS code for higher assurance
Expiration Set 30–90 day expiry for signing links depending on process urgency
Archive Location Designated records folder with version naming convention

Technical and Integration Requirements for eSubmission

Choose a platform that supports secure storage, audit trails, and the file formats your organization uses.

  • File Formats: PDF, DOCX, and PDF/A supported
  • Integrations: CRM, ERP, and cloud storage connectors
  • Authentication Options: Email, SMS code, and SSO

Ensure the chosen platform supports retention exports, role-based access controls, and the compliance frameworks your industry requires.

Security and Compliance Controls to Specify in the PQP

Encryption in Transit: TLS 1.2/1.3
Encryption at Rest: AES-256
Certifications: SOC 2 Type II, ISO 27001
Healthcare Compliance: HIPAA with BAA

Key Risks and Consequences of an Incorrect PQP

Contract Liability: Disputes if deliverables lack agreed acceptance criteria
Operational Failures: Process breakdowns from unclear responsibilities
Audit Findings: Negative audit results and remediation costs
Data Breach Exposure: Increased liability when controls are missing
Invalid Signatures: Execution defects if signature requirements not met

Common Timelines and Review Deadlines for a PQP

Establish and publish standard deadlines so stakeholders know when reviews, approvals, and refresh cycles occur.

Initial Review Period:

Typically 10–15 business days for cross-functional review

Approval Window:

Sign-off expected within 5 business days after final reviewer approval

Annual Review:

Conduct full PQP review at least once per year
