What the Business PRF Template Is and when it's used

The Business PRF Template (purchase requisition form) is a standardized document used to request procurement of goods or services within an organization. It captures requester details, department budget codes, vendor information, item descriptions, quantities, unit costs, and required approvals. Organizations use the PRF to ensure spending aligns with internal controls, triggers review by procurement and finance, and creates a clear audit trail for downstream purchase orders, contracts, and payment workflows. The template can be adapted for one-off purchases, recurring orders, or capital expenditures and is commonly integrated into approval systems.

Why a structured PRF matters for control and traceability

A clear Business PRF Template standardizes requests, reduces approval delays, and creates a consistent record for audit and budget tracking. Well-designed fields reduce follow-up questions and help compliance with procurement policies.

Why a structured PRF matters for control and traceability

Who typically completes or approves a PRF

The PRF is used across functions to start a purchase: requesters submit details and approvers validate budget, necessity, and vendor compliance before procurement converts the request into a purchase order.

  • Department Requesters — Individual contributors or managers who identify a need and enter item details, cost estimates, and desired delivery dates.
  • Procurement Teams — Procurement specialists verify vendor terms, obtain quotes, and confirm sourcing policies and preferred supplier status.
  • Finance Approvers — Budget owners or controllers who check account codes, confirm available funds, and sign off for payment authorization.

Role-based routing reduces errors and ensures each PRF moves through the correct approval chain before any commitments are made.

Typical signatory roles

Procurement Manager

Responsible for sourcing and supplier selection. Reviews vendor contracts, confirms competitive bids, ensures procurement policy compliance, and coordinates delivery terms and lead times.

Finance Director

Authorizes budget and payment. Verifies account coding, approves capital expenditure thresholds, and confirms funds availability before requisition converts to a purchase order.

How to complete and route a PRF — step by step

Follow these steps in order to submit a PRF that moves smoothly through procurement and finance reviews.

  • 01
Fill Request: Complete requester, department, vendor, item, and cost fields.
  • 02
Attach Quotes: Upload vendor quotes, contracts, or budget approvals as required.
  • 03
Submit for Approval: Route to procurement and finance approvers in sequence.
  • 04
Convert to PO: Procurement issues purchase order after final authorization.

Typical digital workflow settings for an online PRF

Configure these workflow elements when building an electronic PRF to automate routing, approvals, and records retention.

Field Configuration
Approval Order Sequential routing by role or dollar threshold
Conditional Fields Show vendor details only when 'External Supplier' selected
Attachment Requirement Require supplier quote or SOW for amounts over threshold
Retention Rule Auto-archive signed PRFs to records system

Where a PRF goes after you submit it

Understanding routing helps requesters provide the right information at each handoff and speeds procurement cycles.

  • Procurement Intake: Procurement reviews specs, pricing, and vendor compliance.
  • Finance Review: Finance confirms budget and account coding.
  • Executive Approval: Senior sign-off for high-value or capital requests.
  • Purchase Order: Procurement issues PO and notifies vendor.

Technical considerations for eSubmitting a PRF

Choose a platform that supports PDF and DOCX templates, conditional fields, and an auditable signing workflow for PRFs.

  • File formats: PDF and Word DOCX are commonly supported
  • Integrations: ERP and storage connectors reduce manual entry
  • Authentication: Email, SMS code, or stronger methods available

Typical timelines and processing expectations

Expect processing times to vary by request complexity, dollar value, and whether competitive bids are required. Set requester expectations clearly.

Low-value requests:

2–5 business days for procurement and finance checks

Competitive bids:

7–21 business days depending on sourcing rules

PO issuance:

1–3 business days after final approval

Expedited processing:

Same-day or 24-hour options with manager approval

Record retention:

Archive signed PRF immediately after PO issuance

Key milestones from request to purchase

Track these numbered milestones to monitor progress and identify bottlenecks in the PRF lifecycle.

01

Request Submitted

Initial data entry and attachment upload complete.

02

Procurement Review

Scope, vendor eligibility, and sourcing options evaluated.

03

Finance Approval

Budget confirmation and account coding verified.

04

PO Issued

Purchase order created and vendor notified.

Common mistakes that slow PRF processing

  • Incomplete vendor details cause supplier onboarding delays.
  • Missing attachments (quotes, contracts) trigger repeated requests.
  • Incorrect cost center codes require journal corrections.
  • No approval sequencing leads to unauthorized purchases.

Risks and compliance problems from incorrect PRFs

Budget Overruns: Uncontrolled spend exposure
Payment Delays: Late vendor payments
Audit Findings: Internal control exceptions
Contract Misalignment: Terms mismatch with PO
Regulatory Risk: Sector-specific compliance gaps
Tax Reporting: Incorrect vendor TIN affects 1099

Essential sections to include in a professional PRF

A complete PRF groups requester information, procurement details, cost estimates, vendor data, required approvals, and attachments so reviewers can act without follow-up.

Requester Details

Full name, department, phone, and email to contact the originator for clarifications or follow-ups.

Budget Information

Cost center code, budget holder name, and account coding to ensure accurate ledger posting.

Vendor Data

Vendor legal name, address, TIN/EIN, and preferred payment terms for procurement and AP setup.

Itemization

Line-by-line descriptions, quantities, unit prices, and expected delivery dates for precise ordering.

Approvals

Designated signatory blocks with dollar-threshold routing rules and signature dates for auditability.

Attachments

Quotes, SOWs, contracts, and certifications required to support sourcing decisions and vendor selection.

Exporting, storage, and supporting documents

Plan how the signed PRF is saved and what supporting files to include so purchasing and accounts payable can act without additional requests.

Export Formats

Save signed PRFs as PDF/A for long-term archival and PDF or DOCX for internal editing.

Supporting Docs

Attach supplier quotes, contracts, compliance certificates, and internal approvals to the PRF record.

Storage Location

Store in ERP, contract repository, or cloud storage with access controls and versioning.

Indexing

Index by PO number, vendor, date, and cost center for easy retrieval and audits.

Differences between a PRF and related document types

Compare the PRF to purchase orders, invoices, and contracts to avoid role confusion and ensure correct document flow.

Document type Purpose When created
PRF requesting purchase before po
Purchase Order vendor commitment after approval
Invoice payment request after delivery
Contract terms and obligations when long-term

Practical tips for accurate and fast PRF processing

Apply these checks before submission to reduce back-and-forth and speed procurement cycles.

Verify vendor identity
Confirm vendor legal name, tax ID, and payment details before submitting the PRF to avoid onboarding delays and incorrect 1099 reporting.
Attach supporting documents
Include quotes, SOWs, or approvals required by policy; missing attachments are the most common cause of rejection or delayed approval.
Use conditional fields
Enable conditional visibility for high-value requests so approvers see relevant attachments and justification without extra clicks.
Standardize account codes
Maintain an up-to-date cost center list in the PRF template to reduce coding errors and manual corrections in finance.

Real-world examples of PRF improvements

These brief case arcs show how organizations improved procurement speed and compliance by standardizing PRFs and digital workflows.

The interface is simple and easy-to-use for our team; more importantly, it is just as easy for our customers.

  • PRF standardization reduced time-to-approval by eliminating repeated clarifications.
  • As a result, request turnaround shortened, procurement could aggregate volume discounts faster, and teams experienced fewer invoice disputes.

Fertility Centers of Illinois (Founder John Butler)

The airSlate SignNow team has been exceptional, responsive, the API has been great.

  • They automated routing and signature capture for supplier contracts tied to PRFs.
  • This reduced manual processing, improved recordkeeping for audits, and allowed staff to focus on vendor performance rather than paperwork.
