What a Business Proposal for Power BI is and when to use it

A Business Proposal for Power BI is a formal document that outlines objectives, scope, deliverables, timeline, pricing, data requirements, security controls, and acceptance criteria for a Power BI implementation or analytics engagement. It frames technical work (dashboards, data modeling, data integration) in business terms — expected outcomes, success metrics, and roles. The proposal serves as the basis for client approval, procurement, and contracting; it can be appended to a master services agreement or used as a standalone engagement proposal when no prior contract exists.

Why a clear Power BI proposal matters

A well-structured proposal reduces scope ambiguity, aligns stakeholders, and documents responsibilities and data handling requirements. It clarifies assumptions about source systems, access, licensing, and post-delivery support, which helps prevent disputes and schedule slips. Including data security and compliance elements (HIPAA, FERPA, or finance-specific rules) protects both parties when sensitive data is involved.

Why a clear Power BI proposal matters

Who prepares and reviews these proposals

Typical preparers include analytics leads, solution architects, and project managers; reviewers are business sponsors, IT security, and procurement.

  • Business sponsor: evaluates ROI, prioritizes dashboard KPIs, and approves budget and schedule.
  • IT/security team: verifies data access, encryption, and compliance requirements for source systems.
  • Procurement/legal: reviews pricing, terms, and contracting restraints before signature.

Collaboration among these roles shortens approval cycles and ensures the proposal is implementable and compliant with organizational rules.

Who signs and their typical roles

Project Sponsor — VP/Director

The project sponsor is the executive who authorizes budget and scope. They confirm business priorities, accept high-level deliverables, and sign to commit funding and resources on behalf of the organization.

Authorized Signer — Procurement

Procurement or an authorized officer executes the agreement for legal and financial commitments. This signer confirms that contract terms follow purchasing rules and that payment terms are acceptable.

Required proposal fields and key data elements

Client legal name: Full registered business name

Technical requirements for eSubmission and signatures

Ensure the signing platform supports your authentication and retention needs before sending the proposal.

  • Document formats: PDF, DOCX, or Excel
  • Integrations: CRM and storage systems
  • Security: TLS and AES encryption

Confirm the solution can produce an audit trail, export signed documents, and meet any contractual recordkeeping or compliance obligations.

Typical online signing flow for a proposal

This sequence shows the sender-to-signer steps for secure eSignature and record capture.

  • Upload document: Prepare and upload final proposal file.
  • Place fields: Add signature, date, and initials fields.
  • Send to signers: Specify signer emails and order.
  • Capture audit trail: System records timestamps and actions.

Essential content to include in a professional Power BI proposal

Organize the proposal into clear sections so stakeholders can find scope, cost, schedule, and compliance information quickly.

Executive summary

Concise statement of business objectives, target KPIs, expected business value, and a one-paragraph summary of recommended deliverables and timeline.

Deliverables

Detail each dashboard, dataset, report, and environment to be delivered, including acceptance criteria and any sample visuals or prototypes.

Scope & exclusions

Define what is included and explicitly list exclusions to prevent misunderstandings about data cleanup, source system changes, or training.

Project plan

Provide milestones, resource assumptions, dependencies, and a high-level timeline with durations for discovery, build, test, and deployment phases.

Pricing model

Specify fixed fees or estimated hours with rates, payment schedule, and terms for change orders or out-of-scope work.

Security & compliance

State data handling, encryption, authentication, and any regulatory constraints (for example HIPAA or FERPA) plus responsibility for provisioning access.

Common mistakes to avoid when preparing a proposal

  • Underestimating data preparation effort, which often leads to scope changes and schedule overruns during integration and testing.
  • Failing to specify acceptance criteria or sign-off process, which causes disputes about what constitutes 'complete' deliverables.
  • Not documenting who supplies credentials and data extracts, creating delays when source system owners are not identified early.
  • Omitting compliance or privacy obligations for sensitive data, risking regulatory exposure or contract rework.

Risks and potential consequences of errors in the proposal

Contract disputes: Delay or litigation risk
Scope creep: Unplanned cost increases
Data breaches: Regulatory fines possible
Billing issues: Invoice disputes and payment delays
Scheduling delays: Missed launch or reporting dates
Noncompliance: Contract termination risk

Timelines commonly referenced in proposals
