What a Business Recommendation Report Is and When It’s Used

A Business Recommendation Report is a formal, written assessment that presents an analysis of an issue or opportunity and a clear recommended course of action for decision makers. Typical components include an executive summary, background, analysis of options, financial and operational impact, risk assessment, and a concise recommendation with supporting evidence and appendices. Organizations use these reports to document rationale for procurement choices, strategic investments, vendor selection, or policy changes. A well-prepared report improves transparency, supports board or procurement review, and becomes part of the permanent record for audit and compliance purposes.

Why a Clear Recommendation Report Matters

A concise report turns informal advice into a documented decision record the organization can rely on for approvals, audits, and future reference.

Why a Clear Recommendation Report Matters

Who Prepares and Reviews These Reports

The report is typically prepared by analysts, project leads, or procurement teams and reviewed by managers or boards prior to approval.

  • Project managers and business analysts responsible for scope, cost and feasibility assessment.
  • Procurement and vendor management teams evaluating supplier selection and contract terms.
  • Finance, legal, and executive reviewers who approve budgetary or strategic decisions.

Accurate authorship and timely circulation ensure the recommendation can be validated and relied upon during procurement, finance, or regulatory reviews.

Essential Sections to Include in a Professional Report

A standardized structure helps readers find critical information quickly and supports consistent review across projects.

Executive Summary

One-page summary stating the recommendation, key benefits, estimated costs, and top risks so decision makers can act quickly.

Background

Context, objectives, scope, and any prior decisions or constraints that shaped the analysis and alternatives considered.

Analysis

Comparative assessment of options using quantitative and qualitative criteria, including assumptions and data sources referenced.

Financial Impact

Projected costs, savings, ROI, payback period, and sensitivity analysis with underlying calculations and key drivers explained.
