What a Business Request File Is and When It’s Used

A Business Request File is a structured document used to request goods, services, approvals, or budget allocations inside or between organizations. It typically combines a cover page, request details, cost estimates, supporting attachments, and required approvals so reviewers can assess scope, cost, and compliance before authorization. Organizations use a Business Request File to standardize intake, speed decision-making, and create an auditable trail of who requested what, when, and why. The file can be paper or electronic and often becomes part of contract or procurement records once approved.

Why a Standardized Business Request File Matters

A consistent Business Request File reduces review time, lowers the risk of missing information, and supports clear audit trails for procurement and finance. Standardization improves comparability across requests and helps enforce policy and budget controls while creating an evidentiary record for later audits or disputes.

Why a Standardized Business Request File Matters

Typical People and Teams That Handle These Files

Roles vary by organization size; larger enterprises add legal and compliance reviewers while small teams often consolidate these functions.

  • Department Requestors — Prepare the initial file with scope, rationale, and cost estimates for review.
  • Procurement Teams — Validate vendor selection, procurement rules, and contract terms before forwarding.
  • Finance and Budget Approvers — Check available funds, cost centers, and payment terms prior to authorization.

Who Signs and Approves the Request

Requestor — Finance Manager

The requestor compiles details, cost estimates, and supporting attachments, certifies accuracy, and submits for approval. The finance manager must ensure cost center coding and budget availability before sending to approvers.

Approver — Department Head

Department heads or delegated approvers review scope and authorize spending within delegated approval thresholds. Their signature confirms policy compliance and transfers responsibility for delivery oversight.

Core Components of a Professional Business Request File

A complete Business Request File organizes information to make evaluation straightforward: identify parties, explain need, quantify cost, list deliverables, and designate approvers. Each element supports quick decisions and later recordkeeping.

Cover Page

Identifies the request with title, unique request ID, date, and requestor contact information so reviewers immediately know context and how to follow up.

Executive Summary

One-paragraph rationale describing the business need, expected benefits, and alignment to strategic objectives to help decision-makers prioritize requests.

Scope of Work

Clear description of deliverables, milestones, and acceptance criteria so procurement or vendors can price and propose terms accurately.

Cost Breakdown

Line-item estimated costs, tax/tariff assumptions, and payment terms; include one-time and recurring amounts for total cost of ownership clarity.

Supporting Documents

Attach quotes, vendor proposals, technical specs, and compliance certificates that substantiate cost and capability claims.

Approval Block

Designated signature fields, dates, and role titles for reviewers to sign and record authorization, including any conditional approvals.

Step-by-Step: From Draft to Approved Request

Follow these steps to complete, route, and finalize a Business Request File with minimal delays.

  • 01
Prepare: Assemble scope, quotes, and cost estimates into the file before routing.
  • 02
Complete Fields: Fill all required form fields and attach supporting documents.
  • 03
Route for Review: Send to procurement and finance for policy and budget checks.
  • 04
Approve and Archive: Obtain signatures, record approval, and save the executed file in the repository.

Configuring an Online Workflow for Business Requests

When moving the file online, configure fields, routing, and authentication to match internal controls and audit requirements.

Field Configuration
Required Fields Mark Requestor, Date, Cost, and Approver as mandatory to prevent incomplete submissions.
Approval Order Set sequential routing: Requestor -> Procurement -> Finance -> Final Approver.
Authentication Use email verification or SMS code; use stronger methods for high-value requests.
Notifications Enable reminders for pending approvals and alerts for overdue items.

Where to Send and How the File Flows

Define clear submission endpoints and repositories so reviewers know where to find and forward files during each phase.

  • Internal Approver: Send first to the designated department approver for scope and budget validation.
  • Procurement Team: Procurement confirms vendor suitability, terms, and legal requirements.
  • Finance Ledger: Finance records approved requests to cost centers and prepares encumbrance entries.
  • Central Archive: Save executed files in a central repository for auditability and retention compliance.

Technical and Integration Considerations for Digital Files

Ensure your e-submission platform supports the required integrations and file formats for smooth processing.

  • File Formats: Accept PDF, DOCX, and XLSX for attachments and preserve original formatting.
  • Integrations: Connect with Salesforce, NetSuite, or Google Workspace for automated record updates.
  • Authentication: Support email, SMS, or stronger signer verification for higher-value approvals.

Typical Timelines and Expected Processing Windows

Set realistic internal deadlines and communicate expected review times so requestors plan appropriately.

Submission Deadline:

Submit requests at least 10 business days before planned start to allow procurement review.

Initial Review Window:

Procurement typically completes initial vendor checks within 5 business days.

Budget Approval:

Finance review and budget coding may take up to 7 business days.

Vendor Response:

Allow 10–15 business days for vendor proposals and clarifications.

Final Execution:

Execution and archiving commonly occur within 3 business days after final signature.

Key Milestones from Request to Contract

Track these sequential milestones to monitor progress and identify bottlenecks during approval.

01

Request Submitted

Requestor submits completed file and attachments for intake screening.

02

Procurement Review

Procurement assesses vendor options and compliance checkpoints.

03

Budget Approval

Finance confirms funds and assigns ledger codes for approval.

04

Final Signature

Authorized approver signs; file moves to archive and implementation.

Essential Data Elements to Include

Legal Entity: Exact registered name
Request ID: Unique tracking number
Description: Clear request summary
Estimated Amount: USD value to two decimals
Effective Date: MM/DD/YYYY format
Attachments: List of supporting files

Common Mistakes That Slow Approval

  • Missing or inconsistent cost breakdowns force reviewers to request clarifications and delay processing by days or weeks.
  • Incomplete approver fields or incorrect role titles create routing errors and require manual reassignment.
  • Attached quotes without vendor contact details prevent procurement from verifying pricing or lead times.
  • Using informal department names or abbreviations leads to misallocation of expense codes and reconciliation issues.

Risks and Potential Consequences of an Incorrect File

Payment Delays: Vendor payments may be withheld
Contract Errors: Terms may be misapplied
Budget Overruns: Unapproved spending occurs
Audit Findings: Noncompliance flagged in audits
Procurement Rework: Additional review cycles required
Legal Exposure: Disputes over scope or payment
