What a Business Request for Tender Is and when to use it

A Business Request for Tender (RFT) is a formal procurement document that invites suppliers to submit competitive proposals to supply goods or services. It sets the scope, technical specifications, contract terms, submission requirements, and evaluation criteria so bids can be compared objectively. Organizations use RFTs for capital projects, ongoing services, or one-off purchases where clear, auditable selection procedures are required to ensure fairness, transparency, and traceability in vendor selection.

Why a clear, structured RFT matters

A properly drafted RFT reduces ambiguity, shortens evaluation cycles, and protects procurement outcomes with documented criteria. It supports competitive pricing, consistent supplier evaluation, and defensible award decisions. Where electronic processes are used, ensure they meet federal e-signature frameworks such as the ESIGN Act (15 U.S.C. ch. 96) and applicable state UETA provisions to preserve enforceability.

Why a clear, structured RFT matters

Typical users and teams that prepare an RFT

Procurement, contracts, and project teams commonly prepare and issue RFTs; legal and finance often review before publication.

  • Procurement teams and buyers responsible for sourcing and bid evaluation.
  • Contract managers and legal counsel who set terms and compliance checks.
  • Project managers or facilities teams specifying technical deliverables and timelines.

Outsourced procurement advisors and consultants may draft or manage RFTs for organizations without in-house procurement capability.

Essential sections every professional RFT should include

A robust RFT groups information so suppliers can respond consistently and evaluators can score bids objectively. Each section should be concise, unambiguous, and referenced in the scoring matrix.

Invitation

Scope, project overview, and objectives stated clearly so bidders understand the opportunity and fit.

Specifications

Technical and performance requirements, deliverables, acceptance criteria, and any mandatory certifications or standards.

Submission Rules

Format, required attachments, numbering, file types, and how to address questions during the clarification period.

Evaluation

Scoring methodology, weightings, mandatory pass/fail requirements, and decision timelines so bidders know how offers are judged.

Commercials

Pricing schedule, currency, payment terms, penalties, and any cost breakdown templates required from bidders.

Contract Terms

Standard contract clauses, warranty, indemnity, confidentiality, and conditions for award and execution.

Core information fields to include

Tender Reference: Unique RFT identifier
Issue Date: MM/DD/YYYY format
Closing Date: Submission cut-off time
Contact Person: Name and procurement email
Scope Summary: Brief project description
Submission Method: eSubmission or physical mail

Step-by-step: publish an RFT and collect bids

Follow a consistent sequence to publish an RFT, manage supplier queries, receive compliant responses, and complete evaluations to award the contract.

  • 01
Draft RFT: Define scope, specs, price templates, and evaluation criteria.
  • 02
Publish & Invite: Issue the RFT to prequalified suppliers or public portal channels.
  • 03
Receive Responses: Acknowledge submissions and check for compliance with mandatory items.
  • 04
Evaluate & Award: Score bids per matrix and document the award decision.

Configuring an online RFT workflow

Set clear workflow settings for access, submission formats, notifications, and retention before publishing to reduce rejects and delays.

Field Configuration
Access Control Limit edit rights; provide view-only links for non-evaluators
Submission Format Require PDF submissions and a structured price schedule
Notifications Automate email confirmations and deadline reminders
Authentication Use email or SMS verification for submitters

Where to send or file completed tender responses

Specify a single, authoritative submission channel and list alternatives for proof of delivery. Clearly state the timestamping rule for the closing moment.

  • Procurement Portal: Upload packages to the official portal by closing time
  • Procurement Email: Send to the stated procurement inbox with required attachments
  • Physical Mail: Deliver sealed envelopes to the procurement office when allowed
  • Secure eSubmission: Submit via an approved eSignature or document-exchange platform

Technical delivery and file-format requirements

Define supported file types, maximum sizes, and accepted authentication methods to prevent format-based rejections.

  • File Formats: PDF, DOCX accepted
  • Max File Size: State limit in MB
  • Authentication: Email verification or SMS code

Communicate these requirements prominently in the RFT and on the submission screen so bidders can prepare compliant packages.

Key dates to include in the RFT timeline

A clear timetable prevents disputes — include deadlines for clarification, submission, evaluation, and award notification.

Issue Date:

Date RFT published and Q&A window opens

Question Deadline:

Final date for supplier clarification requests

Submission Closing:

Exact date and time for final proposal delivery

Evaluation Period:

Window during which bids will be scored and checked

Award Notice:

Date when the preferred supplier is notified

Common mistakes that cause bid disqualification

  • Providing incomplete price schedules or failing to follow the mandated pricing template results in automatic non-compliance and rejection.
  • Submitting after the stated closing time or using an unapproved submission channel typically leads to disqualification without further review.
  • Omitting mandatory certifications, proof of insurance, or required references will often disqualify an otherwise acceptable bid.
  • Using ambiguous or conditional pricing (e.g., 'price upon request') prevents apples-to-apples comparison and may lead to exclusion.

Consequences of errors in RFT preparation or response

Bid Rejection: Non-compliant bids rejected
Contract Delay: Award postponed for clarification
Legal Challenge: Procurement process disputed
Financial Loss: Costs for reissue or remediation
Reputational Risk: Supplier confidence reduced
Regulatory Review: Public procurement audits possible

Practical tips to improve accuracy and reduce procurement friction

Apply consistent standards and controls during RFT preparation and response evaluation to minimize disputes and speed decision-making.

Write clear scope and requirements
Spell out deliverables, acceptance tests, and exclusions in measurable terms so bidders provide comparable solutions; ambiguous requirements create evaluation disputes and rework that delay award.
Standardize submission packages
Provide a single template for pricing and attachments and require the same file formats. This reduces manual normalization work during evaluation and lowers the chance of non-compliance.
Use structured evaluation matrices
Set weightings and mandatory pass/fail items up front. Record scores and rationales to create an auditable trail that supports commercial decisions and defense against bid protests.
Authenticate critical approvals
Require authorized signatory details and authenticated eSubmission for final contract documents. Verification of authority reduces award delays and the risk of invalid execution.
