Overview of the Business Review Process

The Business Review Process is a structured internal procedure used to evaluate projects, proposals, vendor relationships, or policy changes before approval. It consolidates background materials, financial and risk analyses, stakeholder feedback, and formal recommendations into a single review packet, documents reviewer comments, and establishes next steps. Typical outputs include a decision memo, scorecards, action items, and an audit trail of approvals. Organizations use this process to ensure consistency, evidence-based decisions, and a clear record for compliance, audits, and future reference.

Why a Consistent Review Process Matters

A consistent Business Review Process reduces decision risk, creates a reliable audit trail, and speeds approvals by standardizing required inputs and reviewer roles. It improves accountability and helps align decisions with strategic and regulatory requirements.

Why a Consistent Review Process Matters

Who Typically Participates in a Business Review

The Business Review Process brings together stakeholders from finance, legal, operations, and the sponsor team to evaluate proposals and record approvals.

  • Sponsors and Project Leads — Provide proposal context, objectives, and financial assumptions for reviewer evaluation.
  • Finance and Risk Teams — Validate budgets, assumptions, and risk mitigations before recommending approval or revision.
  • Legal and Compliance — Review contractual terms, regulatory implications, and required controls for approval.

Clear role definitions reduce repetition, speed review cycles, and ensure that the review packet contains all items required for an informed decision.

Typical Signatories and Their Roles

Lead Reviewer

The Lead Reviewer coordinates submissions, consolidates comments, and issues the final review memo. They confirm that required attachments, cost estimates, and compliance checks are present and that reviewer deadlines are met.

Approving Officer

The Approving Officer holds final signatory authority for the category of spend or contract. They assess risk, accept recommended mitigations, and record the decision in the official approval log with date and rationale.

Step-by-Step: Completing a Business Review Packet

Follow this sequence to prepare and route a Business Review Packet efficiently and consistently.

  • 01
Prepare Materials: Gather proposal, budget, contracts, and supporting analysis.
  • 02
Populate Template: Fill the standardized review form and attach exhibits.
  • 03
Assign Reviewers: Identify reviewers and set due dates for comments.
  • 04
Record Decision: Document approval, conditions, and next steps.

Configuring an Online Review Workflow

Set up a repeatable online workflow to route documents, collect signatures, and retain an auditable record.

Where to Send the Completed Review Packet

Follow the routing rules and storage guidelines below so approvals are recorded in the correct system and retained per policy.

  • Corporate Repository: Upload final documents to the enterprise document management system.
  • Finance Approval: Send budget items to finance for final cost verification.
  • Legal Archive: Store executed agreements and redlines with legal counsel.
  • Audit Log: Ensure the audit trail is preserved for compliance reviews.

Digital Signing, Authentication, and Integrations

Choose a platform that supports secure e-signatures, robust audit trails, and integrations with your records systems.

  • Formats Supported: PDF, DOCX, and HTML
  • Integrations: Salesforce, NetSuite, Google Workspace
  • Authentication Options: Email, SMS, SSO, KBA

Integrations and authentication reduce manual handoffs and preserve chain-of-custody for approvals and regulatory review.

Core Elements of a Professional Business Review

A robust review process includes standardized templates, defined reviewer roles, objective scoring, version control, transparent decision records, and retention rules.

Standard Template

A single template ensures all submissions include scope, budget, risk assessment, and required attachments, reducing review variability and missing information.

Reviewer Roles

Clear role definitions (sponsor, technical reviewer, finance, legal) speed cycles and avoid ambiguous responsibilities during approval rounds.

Scoring Criteria

Objective scoring matrices weight strategic fit, cost, risk, and compliance to provide a defensible recommendation to approvers.

Version Control

Maintain locked template versions and a change log to ensure reviewers refer to the same iteration throughout the process.

Audit Trail

Capture timestamps, signer identity, IP addresses, and action history to support compliance and post-decision review.

Retention Policy

Defined retention and disposal rules ensure records meet legal and industry-specific retention requirements for audits.

Key Milestones in the Review Cycle

Use a milestones view to track submission, review, approval, and implementation with clear owner and due dates.

01

Submission Deadline

Proposal submitted and packet complete.

02

Review Window

Designated reviewers provide comments within set timeframe.

03

Approval Decision

Approving officer records final decision and conditions.

04

Post-Approval Actions

Execute contracts, update budgets, and track deliverables.

Typical Timing and Processing Expectations

Set standard deadlines to manage expectations and measure cycle time for continuous improvement.

Initial Submission Window:

Three business days before scheduled review meeting.

Reviewer Response Time:

Five business days for primary reviewers.

Escalation Deadline:

Two business days for unresolved compliance issues.

Final Sign-off Target:

Seven business days from submission in standard workflows.

Contract Execution:

Within five business days after approval.

Common Mistakes to Avoid

  • Submitting incomplete packets without required attachments, which delays reviews and causes rework across multiple teams.
  • Undefined reviewer roles leading to duplicated comments, missed reviews, and unclear accountability for final decisions.
  • Failing to use version control, which creates confusion when reviewers comment on different document drafts during the same cycle.
  • Relying on insecure signing methods or missing an audit trail, which undermines legal enforceability and complicates audits.

Consequences of an Incorrect or Incomplete Review

Contract Risk: Invalid terms may expose organization to liability.
Financial Loss: Unvetted costs can result in budget overruns.
Regulatory Risk: Noncompliance can trigger enforcement actions.
Audit Findings: Incomplete records increase audit remediation.
Operational Delay: Missing approvals halt project start.
Reputation Damage: Public missteps may harm stakeholder trust.
