What the Business RFTA Document Is and what it records

The Business RFTA Document (Request for Time Allocation) is a standardized business form used to request, record, and approve allocation of employee or contractor time to specific projects, cost centers, or client engagements. It captures requester details, project codes, dates and hours, justification, budget impacts, and approval sign-offs. Organizations use it to track labor costs, support billing, maintain audit trails, and meet internal control requirements. The document can be executed on paper or electronically; when signed electronically, compliance with ESIGN (15 U.S.C. ch. 96) and applicable state UETA statutes supports legal enforceability and record retention.

Why a standardized RFTA matters for budgeting and audits

Using a Business RFTA Document standardizes time allocation requests, improves transparency for budgeting and billing, and creates an auditable record for internal controls and compliance. It reduces misallocation risk and simplifies approvals while supporting legal documentation requirements.

Why a standardized RFTA matters for budgeting and audits

Typical roles that prepare, approve, and rely on the form

Typical requesters and approvers include finance managers, project managers, and department heads responsible for budgets, resource allocation, and client billing.

  • Finance and accounting teams — validate rates, apply cost centers, and approve billable hours.
  • Project managers — assign tasks, estimate effort, and reconcile time against deliverables.
  • HR and operations — track utilization, support payroll, and manage contractor engagements.

Small businesses and enterprise teams adopt the form to enforce consistent approval workflows and audit readiness.

Core sections every professional Business RFTA should include

Essential sections that should appear on a Business RFTA Document ensure consistent approvals, budget alignment, and a clear audit trail for labor and project accounting.

Header

Include requester name, department, contact information, date submitted, and unique request ID so approvers can quickly identify the request and link it to payroll, billing, or project management systems during review.

Project Code

Specify project or client code, task identifier, and cost center; accurate coding prevents misallocated charges and supports correct client invoicing and internal financial reporting.

Time Entry

Record start and end dates, total hours, overtime details, and date ranges; use MM/DD/YYYY format for dates to avoid ambiguity in cross-jurisdictional recordkeeping and billing reconciliation.

Justification

Provide concise business reason for the allocation, expected deliverables, and any client billing implications; tie justification to project milestones or contract line items for auditability.

Approvals

Include fields for required approver names, titles, approval type (electronic signature or initial), date of approval, and optional comment field for reviewer notes and exceptions.

Attachments

Attach supporting documents such as timesheets, project budgets, vendor agreements, or change orders; label each attachment clearly and record attachment version and upload date for traceability.

Step-by-step: completing and routing an RFTA

Follow these steps to complete and route a Business RFTA Document for approval and recordkeeping.

  • 01
Prepare Request: Fill requester, project code, dates, and hours.
  • 02
Attach Support: Include timesheets and budget evidence.
  • 03
Submit for Approval: Send to listed approvers with required routing.
  • 04
Record and Archive: Store signed copy in records with retention tags.

Typical electronic workflow for submission and signing

Common electronic workflow for submitting, signing, and storing a Business RFTA Document across finance and project systems.

  • Upload Document: Sender uploads PDF or DOCX to the signing platform.
  • Place Fields: Add signature, date, and conditional fields.
  • Assign Signers: Enter emails and set signing order if needed.
  • Complete Audit Trail: System records timestamps, IP, and signer actions.

Recommended electronic workflow settings

Recommended workflow settings to configure electronic completion, approvals, and retention for the Business RFTA Document.

Field Configuration
Signer Authentication Email link; SMS OTP for higher assurance
Signing Order Sequential routing with conditional branching
Field Types Signature, initial, date, numeric and conditional fields

Platform and integration considerations

Verify platform compatibility, authentication options, and integration endpoints before routing Business RFTA Documents electronically across internal systems.

  • File formats: PDF and DOCX supported
  • Integrations: Salesforce, NetSuite, Microsoft 365 integrations
  • Authentication: Email, SMS OTP, SSO

Timing to consider when submitting and approving

Key timing considerations for submission, approval turnarounds, and record retention for Business RFTA Documents in corporate and client billing cycles.

Internal Submission Deadline:

Typically submit at least 3 business days before billing cutoff.

Approver Response Time:

Allow 48–72 hours for approver review in typical workflows.

Escalation:

Auto-escalate after missed SLA to next approver.

Retention Start:

Retention begins on approval date or effective date.

Audit Access Window:

Maintain accessible records for first two years, archived thereafter.

Common risks and potential consequences of errors

Incorrect Coding: Misbilled client charges
Missing Approval: Noncompliance and payroll hold
Late Submission: Delayed billing and cashflow impact
Tax Consequences: Backup withholding risk, 24%
Audit Findings: Weak traceability increases audit risk
Invalid Signatures: Improper auth can render approval unenforceable

Frequent preparation errors to avoid

  • Omitting project or client code forces manual reconciliation and increases likelihood of misallocated charges and delayed invoicing.
  • Entering inconsistent date formats across submissions creates ambiguity for audit timelines and may violate internal retention policies or cross-state requirements.
  • Using initials instead of full legal names undermines attribution and can trigger identity verification or tax reporting delays.
  • Failing to attach supporting timesheets or contracts often causes approvals to be returned and extends processing by multiple business days.

Two real-world examples of RFTA use

These case snapshots show how organizations use a standardized RFTA to speed approvals and improve traceability.

Martin Properties

Martin Properties implemented an electronic RFTA to replace paper approval forms across leasing and maintenance projects, consolidating requests centrally.

  • Approvals dropped from days to hours.
  • The company reported consistent audit trails, faster billing reconciliation, and fewer errors when allocating staff time to property projects; central records reduced dispute resolution times and improved internal budget visibility across properties.

Xerox

Xerox integrated RFTA forms into NetSuite workflows to align time entries with billing codes and streamline month-end close.

  • Reduced reconciliation workload by centralizing entries.
  • Automated mapping of project codes reduced manual corrections and improved invoice accuracy; the NetSuite integration ensured each approved RFTA propagated to accounting, shortening close cycles and preserving an auditable history for client billing disputes.

Representative profiles who interact with the form

Finance Manager

As primary approver, reviews project codes, validates budget impact, and ensures charges are posted to the correct cost centers. They reconcile RFTA entries with accounting records and serve as first-line reviewer for audit inquiries and month-end close reconciliation tasks.

Project Manager

Initiates requests, estimates hours, and attaches supporting schedules. They monitor allocated resources against milestones, communicate approvals to teams, and update RFTA entries when scope changes occur to preserve accurate project status and ensure correct client billing.

Practical practices to minimize errors and speed approvals

Practical steps to keep Business RFTA Documents accurate, auditable, and easy to process.

Standardize field formats and codes
Enforce MM/DD/YYYY dates, project codes from the chart of accounts, and hours in decimal format. Use dropdowns or picklists on electronic forms to eliminate free-text variations and reduce reconciliation time.
Require supporting attachments for approval
Mandate attached timesheets, purchase estimates, or change orders for approvals. Scanned documents should be searchable PDFs; label attachments consistently and include version metadata so reviewers can verify context and speed audits.
Define approver hierarchy and SLAs
Document approval order and expected response times. Configure automatic reminders and escalation rules for missed SLAs. Align authority levels with budget thresholds to prevent unauthorized approvals and ensure segregation of duties.
Preserve detailed audit trails and backups
Capture signer identity, IP, timestamps, field changes, and attachment history. Maintain immutable copies in an encrypted archive with access logs and regular exports to content management systems for long-term compliance.

Typical security and compliance controls to require

Encryption in Transit: TLS 1.2 / 1.3
Encryption at Rest: AES-256
Compliance Standards: SOC 2 Type II, ISO 27001
Healthcare Compliance: HIPAA-ready with BAA
Regulatory Support: ESIGN and UETA compliant
Accessibility: WCAG 2.0 Level AA
