What a Business Scanning Proposal Is and when to use it

A Business Scanning Proposal is a written offer that describes how a vendor will digitize a client’s physical records and documents, including scope, deliverables, schedule, quality controls, indexing and pricing. It typically specifies scanning resolution, OCR and searchable PDF deliverables, chain-of-custody and security measures, storage or transfer options, and acceptance criteria. The proposal frames responsibilities for originals, data privacy requirements, and any third-party integrations or eSignature routing needed to complete downstream workflows.

Why a clear scanning proposal matters for risk and efficiency

A detailed proposal reduces scope ambiguity, sets measurable acceptance criteria, and documents security and retention commitments that affect compliance, auditability, and potential legal admissibility of digitized records.

Why a clear scanning proposal matters for risk and efficiency

Who prepares and receives a Business Scanning Proposal

Typical creators and recipients include records managers and vendors preparing a formal statement of work for corporate or public-sector clients.

  • Records managers and facilities teams—commission proposals and review indexing, retention and access rules before awarding work.
  • Third-party scanning vendors and MSPs—prepare technical scope, pricing, and security controls for client approval.
  • Legal, compliance, and IT stakeholders—verify chain-of-custody, data protection, and integration requirements.

The proposal should be routed to procurement and legal for final approval before work begins; include named contacts and escalation paths.

Essential sections to include in a professional proposal

A comprehensive proposal groups technical, commercial, and legal details so stakeholders can assess quality, cost, and compliance risks before authorizing work.

Scope of Work

Define specific document groups, volumes, project phases, exclusion lists, and any pre-scan preparation such as unstapling or redaction.

Deliverables

List output formats (searchable PDF, TIFF, DOCX), OCR language models, naming conventions, indexing metadata fields, and sample file examples.

Schedule

Provide milestones: mobilization, scanning windows, batch deliveries, client review periods, and final acceptance dates.

Quality Assurance

Describe resolution standards, acceptable error rates, rescans, image enhancement, spot checks and sample acceptance procedures.

Security & Compliance

Specify encryption, access controls, chain-of-custody, background checks, and any industry-specific requirements (HIPAA, FERPA, SOX).

Pricing & Terms

Show unit pricing by page or box, travel or handling fees, payment terms, change-order process, and termination conditions.

Step-by-step workflow to complete and approve a proposal

Follow these steps to prepare, review, and finalize the scanning engagement before any on-site work begins.

  • 01
Draft: Prepare scope, deliverables, pricing and QA terms for review.
  • 02
Internal Review: Legal, IT and compliance verify retention and security terms.
  • 03
Client Review: Send proposal to client contacts for comments and sign-off.
  • 04
Finalize: Incorporate changes, obtain authorized signatures, and schedule mobilization.

Online configuration checklist for a digital proposal

Configure these workflow settings when using an online template to ensure consistent deliveries and automation.

Field Configuration
Scan Resolution 300–600 DPI depending on document type
File Format PDF/A or searchable PDF with embedded OCR
Indexing Fields Client Name | Project ID | Box Number
Delivery Method Secure SFTP, cloud folder, or managed transfer

Where to send deliverables and how they are routed

Define the destination systems and transfer methods so recipients know where search-ready files will appear after scanning and QA.

  • Client Portal: Upload searchable PDFs to the client document management system.
  • eSignature Routing: Send documents to signing platform if signature or approval is needed.
  • Long-term Archive: Transfer validated files to archival storage with retention metadata.
  • Notification: Notify named contacts and provide delivery manifest.

Technical integrations and file format expectations

Specify integrations and formats the client expects so automation and handoff are seamless.

  • Formats: PDF, searchable PDF, TIFF, or DOCX
  • Integrations: Salesforce, NetSuite, Google Workspace compatibility
  • APIs: SFTP or REST API for automated transfers

Confirm integration credentials and test transfers before bulk delivery to prevent rework and missed SLAs.

Typical eSignature vendor pricing and feature comparison for scanned deliverables

Compare starting price, trial availability and core features for common eSignature providers used to route scanned documents for approval and signing.

HIPAA Compliant Yes Yes Yes No No

Security and compliance elements to specify in the proposal

Encryption Transit: TLS 1.2/1.3
Encryption Rest: AES-256
HIPAA: BAA required for PHI handling
Audit Trail: Detailed signing history retained
Regulatory: 21 CFR Part 11 readiness
Certifications: SOC 2 Type II and ISO 27001

Common mistakes that delay scanning projects

  • Underestimating preparation: failing to remove staples, labels, or consolidate folders leads to higher per-box labor and schedule slippage.
  • Poor metadata planning: no agreed index fields or naming convention results in inconsistent searchability and costly rework.
  • Ignoring retention & legal holds: scanning without confirming holds or retention rules can lead to noncompliance or litigation discovery problems.
  • Unclear acceptance tests: omitting measurable QA thresholds such as DPI, OCR accuracy or acceptable error rates causes acceptance disputes.

Risks and potential consequences of incorrect or incomplete work

Data Breach: Regulatory fines possible
HIPAA Violation: Civil penalties for PHI exposure
Inadmissible Evidence: Court may reject scanned records
Missing Originals: Operational continuity impact
Delay Penalties: Liquidated damages risk
Contract Disputes: Change-order and payment disputes

Real-world examples illustrating typical outcomes

Two client stories demonstrate how proposals translate into completed projects with measurable compliance and operational benefits.

Martin Properties

The team digitized leases and tenant files to enable remote closings.

  • Project completed with mobile scanning and searchable PDFs.
  • The vendor reported consistent QA and full compliance with record retention requirements, enabling the client to process lease renewals remotely and reduce physical storage needs.

Fertility Centers of Illinois

Medical records were scanned and indexed for patient access.

  • HIPAA controls applied and BAA executed.
  • The project delivered searchable patient records with secure access controls, preserved audit trails, and met the center’s six-year retention policy for medical documentation.

Practical tips to speed approval and avoid rework

Adopt these practical steps to reduce friction, lower cost, and improve acceptance rates for scanning engagements.

Standardize Metadata
Agree on naming conventions and index fields before scanning begins; include sample records in the proposal to validate expectations and avoid mismatches during ingestion.
Pilot Batch
Run a short pilot with representative boxes to validate OCR accuracy, resolutions and delivery methods; use pilot results to refine batch acceptance criteria.
Define QA Process
Specify sampling rates, allowable OCR error thresholds, and a clear rescan workflow to prevent disputes and ensure consistent image quality across the project.
Document Custody
Record chain-of-custody steps—pickup, transport, scanning, and return or destruction—to support legal defensibility and compliance audits.

Typical timelines and processing expectations

Provide realistic milestone dates and time windows so clients can coordinate access, staffing, and downstream processing.

Proposal Turnaround:

3–7 business days for initial estimate and draft

Client Review Period:

7–14 calendar days for comments and approval

On-site Scanning Window:

Schedule per availability; typical projects run 1–8 weeks

Delivery of Searchable Files:

Batches delivered within 48–72 hours after QA

Final Acceptance:
