What the Business Selection and Approval document is

The Business Selection and Approval is a formal procurement and governance record used to evaluate, document, and authorize selection of a vendor, supplier, partner, or internal business option. It captures proposer details, evaluation criteria, scoring, conflict-of-interest disclosures, required supporting documents, and signatory approvals. Organizations use this form to create an auditable decision trail that demonstrates consistent evaluation, budget authorization, and compliance with internal policies and external regulations.

Why this document matters for compliance and accountability

A clear Business Selection and Approval form reduces procurement risk, enforces approval hierarchies, and preserves documented rationale. It supports internal controls, audit readiness, and legal defensibility when award decisions are questioned or audited.

Why this document matters for compliance and accountability

Primary users and stakeholders

Typical users include procurement officers, department heads, legal reviewers, finance approvers, and vendor managers who participate in vendor selection or internal business approvals.

  • Procurement teams: prepare comparisons, apply procurement policies, and maintain vendor lists during selection.
  • Finance and budget holders: verify funding, total cost of ownership, and approval thresholds for award.
  • Legal and compliance: review contractual terms, conflict-of-interest disclosures, and regulatory constraints before final approval.

The completed form becomes part of the procurement record and is shared with auditors, contract administrators, and records custodians for retention.

Step-by-step: completing the Business Selection and Approval

Follow these sequential steps to prepare a complete, auditable approval package.

  • 01
Gather documentation: Collect proposals, W-9, certificates of insurance, and references.
  • 02
Apply evaluation criteria: Score each proposal against published weights.
  • 03
Prepare summary: Create a concise award rationale and cost comparison.
  • 04
Obtain approvals: Have signatories sign in the required order and date fields.

Where to send the completed form and how it moves

The completed approval package typically follows a routing workflow from procurement to finance, legal, and final executive approval before execution.

  • Procurement intake: Submit form and attachments to procurement mailbox or system.
  • Internal review: Procurement and technical teams verify compliance and scoring.
  • Legal & finance: Contracts and budget owners review terms and funding.
  • Final sign-off: Authorized executive signs and date-stamps approval.

Digital submission and system integration considerations

Choose a platform that supports audit trails, conditional fields, and integrations with your existing systems.

  • Integrations: Supports Salesforce, NetSuite, Microsoft 365, Google Workspace
  • File formats: Accepts PDF, DOCX, and XLSX
  • Authentication: Email, SMS code, or advanced signer verification

Configuring an online approval workflow

Set key workflow options before sending: define signer order, authentication, and notifications to match internal policy.

Field Configuration
Signature Type Electronic signature with audit trail
Authentication Email + optional SMS code or KBA
Bulk Send Enable for repeated award requests
Notifications Auto reminders and completion notices

Typical timelines and processing expectations

Establish internal deadlines for proposal submission, evaluation, and final approval to avoid procurement delays.

Proposal submission window:

Commonly 10–30 calendar days depending on complexity.

Evaluation period:

Allow 3–10 business days for technical and scoring review.

Legal review:

Expect 3–7 business days for standard contract terms review.

Final approval:

Executive or budget approval typically 1–5 business days.

Contract execution:

Signing and distribution within 1–3 business days after approval.

Common mistakes to avoid

  • Incomplete attachments: missing W-9, insurance certificate, or references often halt processing and cause rework.
  • Unclear scoring: inconsistent or undocumented evaluation weights create audit risk and vendor disputes.
  • Unauthorized signatures: missing required approver signatures can render an award invalid or noncompliant.
  • Inaccurate vendor details: incorrect EIN, legal name, or address can trigger payment delays and tax reporting issues.

Key risks and potential consequences

Contract voidance: May occur if approvals exceed thresholds.
Financial exposure: Incorrect approvals risk unauthorized spend.
Audit findings: Weak documentation can produce negative audit results.
Tax reporting issues: Wrong TINs can trigger backup withholding.
Regulatory noncompliance: Sector rules may impose fines or remediation.
Reputational harm: Procurement disputes can damage vendor relations.

Essential data elements and security considerations

Legal Entity: EIN or company name
Financials: Price, payment terms
Certifications: Insurance and compliance docs
References: Client or project contacts
Evaluation Scores: Numeric category scores
Signature Audit: Timestamp, IP, auth method
