What the Business Services MCS150 is and when it applies

The Business Services MCS150 (commonly referred to as the MCS-150 Motor Carrier Identification Report) is the registration/update form used to maintain a carrier's USDOT record with the Federal Motor Carrier Safety Administration (FMCSA). Carriers use it to report business name and address, contact information, operating classification (interstate vs. intrastate), cargo types, and annual mileage. The form establishes and updates the carrier's public safety profile and is required for active motor carriers operating commercial motor vehicles in interstate commerce.

Why accurate MCS150 filing matters for your operations

Keeping the MCS150 current preserves an accurate USDOT registration, supports correct safety ratings, and prevents administrative penalties for noncompliance.

Why accurate MCS150 filing matters for your operations

Who completes the Business Services MCS150

Typical filers include the carrier's compliance officer, owner-operators, and administrative staff responsible for federal registration.

  • Owner-operators and small fleets: File and update USDOT contact and operations details.
  • Fleet compliance officers: Maintain mileage, cargo class, and insurance contact accuracy.
  • Third-party service providers: Prepare submissions on behalf of carriers under written authorization.

Local agents, third-party compliance providers, and fleet managers may prepare or review the MCS150 but the carrier retains ultimate responsibility for accuracy.

Core components included in a complete MCS150

A complete MCS150 consolidates company identity, operating details, mileage and cargo data, and authorized contact information to create a valid USDOT record for FMCSA.

Company Identity

Legal business name and DBA details must match IRS and state registration records to avoid mismatched filings and verification delays.

USDOT / MC Numbers

Enter existing USDOT and MC numbers exactly as issued; incorrect digits can attach updates to the wrong carrier record and affect safety data.

Mailing and Physical Address

Provide a street address (not solely a P.O. box) for the principal place of business and an operational contact for inspections and legal notices.

Operation Classification

Indicate interstate vs. intrastate operations, for-hire vs. private, and for-hire passenger vs. cargo classifications that affect regulatory obligations.

Cargo and Hazmat Details

Specify types of cargo hauled and whether the carrier transports hazardous materials — this determines applicable safety rules and endorsements.

Annual Mileage

Report total miles driven for the previous year and projected miles; mileage data influences inspection prioritization and safety measurement.

Follow these sequential steps to collect information, complete the form, and retain submission evidence.

Gather documents: Collect USDOT, insurance, and company registration details.
  • 02
Complete fields: Enter accurate business, operation, and mileage data.
  • 03
Submit to FMCSA: Use FMCSA's online portal, mail, or authorized eSubmission service.
  • 04
Save confirmation: Keep the confirmation number and timestamp for records.

Configuring an online workflow for MCS150 filing

When using a digital workflow, configure authentication, auto-fill options, and routing to match your compliance processes.

Field Configuration
Authentication Email link or SMS code for signer verification
Auto-fill Use CSV/template import or Magic fields for repeated carriers
Date fields Enforce MM/DD/YYYY format and automatic timestamps
Routing order Set sequential approval for preparer and compliance officer

Where to file and how submissions are routed

The MCS150 may be submitted directly to FMCSA or via authorized third-party services that transmit the data to the FMCSA registration system.

  • FMCSA Online Portal: Direct submission and immediate confirmation.
  • Mail Submission: Paper filing accepted; processing takes longer.
  • Authorized Service Provider: Third-party prepares and transmits records to FMCSA.
  • eSignature Platform: Use compliant eSign tools that preserve audit trails.

Technical considerations for digital completion and eSubmission

Verify file types, signer authentication, and retention capabilities before performing an electronic submission.

  • Accepted file types: PDF, DOCX, or exported PDF/A
  • Authentication options: Email link, SMS code, or multi-factor
  • Integrations: CRM and storage connectors (Salesforce, NetSuite)

Key timing rules and update windows for the MCS150

Timely updates keep USDOT records accurate; observe both scheduled and event-driven filing obligations to remain compliant.

Biennial update:

Submit MCS150 every 24 months as required by FMCSA

Change-of-information:

Update within 30 days of a material business change

Sale or transfer:

Report ownership changes immediately to FMCSA

Retain confirmation:

Keep submission acknowledgment for audits and inspections

Late filings:

Late or missing updates may trigger investigations

Common mistakes to avoid when preparing the MCS150

  • Entering an incorrect USDOT or MC number that links the update to the wrong carrier record and complicates corrections.
  • Using a P.O. box for the principal place of business instead of a physical address required for inspection routing.
  • Reporting estimated or rounded mileage without supporting logs, which can prompt FMCSA verification requests.
  • Failing to save the FMCSA confirmation number and timestamp after submission, losing proof of timely filing.

Penalties and enforcement risks for incorrect or missing filings

Civil penalties: Fines and registration suspension
Inspection impacts: Higher inspection frequency and roadside holds
Insurance consequences: Policy disputes or coverage denials
Data mismatches: Incorrect safety scores and public records
Audit exposure: Requests for supporting documentation
Operational delays: Credentialing or permitting holds
