What the Business Services RAF Is and When it’s Used

The Business Services RAF is a formal request for authorization used by organizations to approve external or internal services, purchases, or engagements. It captures requestor details, a description of the services or work, cost estimates or budget codes, requested timeline, and the approvals required to proceed. The RAF provides a standardized record of intent and approval decisions, creates an audit trail for procurement and compliance, and serves as the controlling document when onboarding vendors, initiating projects, or releasing funds. It is commonly integrated with procurement, finance, and contract management workflows.

Why a Structured RAF Matters for Business Controls

A well‑designed Business Services RAF reduces ambiguity, speeds decision making, and creates a permanent record of authorization. Standard fields and signatory order help ensure budget alignment, risk review, and compliance checks occur before work begins, lowering audit findings and preventing unauthorized spending.

Why a Structured RAF Matters for Business Controls

Who Typically Prepares and Reviews a Business Services RAF

The RAF is used across functions that request, approve, or manage services: procurement, finance, operations, IT, and program leadership. Use role-based fields to route requests automatically and capture approvals in order.

  • Procurement teams assessing vendor selection and contract terms for service engagements.
  • Finance controllers checking budgets, cost centers, and payment authorization.
  • IT or operations owners verifying scope, SLAs, and security requirements before acceptance.

Assign clear approver roles and escalation paths in the RAF to avoid delays and to ensure final signatory authority is recorded.

Essential Sections to Include in a Professional RAF

Include consistent sections so reviewers can evaluate requests quickly. Each item below is a recommended component of an auditable, decision-ready RAF.

Request Summary

Concise description of requested services, deliverables, and business purpose to ensure reviewers understand scope without needing attachments.

Budget Details

Line-item cost estimate, GL account or cost center, and funding source so finance can validate availability and payment method.

Risk & Compliance

Security, privacy, or regulatory considerations, including whether HIPAA, PCI, or other controls apply and required approvals.

Timeline & Milestones

Requested start and end dates, key milestones, and any calendar constraints that affect vendor onboarding or payment timing.

Approvals and Roles

Named approvers, substitute approvers, and required signatory order to prevent bypassing necessary reviews.

Attachments

Supporting documents such as SOWs, vendor quotes, insurance certificates, or vendor W-9s referenced and attached for auditability.

Required Data Elements for Recordkeeping and Security

Requestor Name: Full legal name
Organization: Legal entity
Service Description: Brief scope
Cost Center: GL or budget code
Signatures: Signed and dated
Audit Trail: Timestamps and IP

Step-by-Step: Completing a Business Services RAF

Follow these core steps to prepare a complete RAF and shorten approval cycles while maintaining compliance.

  • 01
Draft Request: Describe services, deliverables, and timeline clearly.
  • 02
Attach Quotes: Include vendor proposals and supporting documents.
  • 03
Assign Approvers: Select reviewers and set signing order.
  • 04
Execute: Collect signatures and store the final RAF.

Configuring an Online RAF Workflow

A consistent digital workflow reduces manual routing and creates reproducible audit trails that clarify who approved what and when.

Field Configuration
Approval Order Set sequential approvers or parallel reviewers based on amount thresholds.
Conditional Routing Route higher‑value requests to finance or legal automatically.
Document Attachments Require vendor quote and W-9 uploads before routing.
Reminders and Escalations Auto-reminders and escalation timers for overdue approvals.

Where to Send or File the Completed RAF

Define a single system of record and submission path so all completed RAFs are accessible to procurement, finance, and audit functions.

  • Procurement Repository: Store final RAF and attachments in a secure procurement folder.
  • Finance Upload: Send approved RAFs to accounts payable for payment setup.
  • Contract Management: Forward to contract system if a service agreement is required.
  • Audit Archive: Retain an immutable copy for compliance review.

Distribution Channels and eSubmission Options

Determine how RAFs will be shared and signed: email invitations, secure links, or embedded portals each have different authentication and access characteristics.

  • Email Invite: Simple link-based signing
  • Signing Link: Reusable or single-use URL
  • Embedded Form: Hosted in a secure portal

Match distribution method to document sensitivity: require stronger authentication or RON for high-risk approvals and preserve audit logs for each channel.

Typical Timelines and Internal Deadlines for RAF Processing

Set expectations for each stage so requesters and approvers understand SLAs and avoid bottlenecks.

Submission Window:

Submit requests at least 10 business days prior to desired start.

Initial Review:

Procurement review within 3–5 business days.

Finance Approval:

Budget validation within 2–4 business days after review.

Final Signature:

Execution within 1–2 business days of final approval.

Vendor Onboarding:

Complete setup typically 5–10 business days post‑execution.

Common Mistakes When Preparing a Business Services RAF

  • Incomplete cost details or missing cost center cause finance rejections and delay approval cycles by multiple days.
  • Unclear scope or deliverables leads to revisits, changing approval needs, and potential scope creep during vendor onboarding.
  • Incorrect or missing attachments—quotes, W-9s, or insurance—often trigger procurement holds for verification.
  • Undefined approver order or absent delegated approvers causes stalled requests when primary approvers are unavailable.

Risks and Consequences of an Incorrect or Missing RAF

Unauthorized Spend: Contracting without approval risks reimbursement denial
Audit Findings: Weak documentation increases audit findings and compliance exposure
Procurement Delay: Missing information causes vendor onboarding delays
Payment Holds: Incomplete RAFs can prevent invoice processing
Contract Disputes: Ambiguous scope leads to disputes over deliverables
Regulatory Risk: Failing HIPAA or PCI checks may trigger enforcement

How to Update or Amend an Approved RAF

Follow a controlled amendment workflow to preserve the audit trail and show why changes were made after initial approval.

01

Initiate Amendment:

Record reason and proposed changes in the amendment request field.
02

Attach Rationale:

Provide supporting documents such as revised quotes or change orders.
03

Route for Approval:

Send amendment to the original approvers or designated substitutes.
04

Collect Signatures:

Require signatures and timestamps on the amendment for acceptance.
05

Archive Versions:

Keep original and amended RAFs together for auditability.
06

Notify Stakeholders:

Send notification of amendment approval to requestor and vendor.
