What the Business Services RTS Is and when it’s used

The Business Services RTS is a standardized request template organizations use to specify, authorize, and track outsourced or internal business services. It captures scope of work, deliverables, pricing, timelines, and approval authority so engagements can be reviewed, budgeted, and executed consistently. The form supports attachments for statements of work, purchase order references, and compliance notes and is commonly combined with a purchase order or master services agreement so obligations, payment terms, and acceptance criteria are unambiguous.

Why a clear RTS matters for projects and compliance

A formal RTS reduces ambiguity about vendor obligations, creates an auditable record for procurement and legal teams, and helps ensure timely delivery and payment. When signed and retained properly it supports contract enforcement, internal approvals, and regulatory recordkeeping obligations.

Why a clear RTS matters for projects and compliance

Who prepares and who approves a Business Services RTS

Typical requestors and approvers are drawn from procurement, finance, and operational teams depending on contract value and complexity.

  • Procurement teams and category managers responsible for vendor selection and contract terms; they prepare SOWs and compare quotes.
  • Finance and accounts payable for budget approvals, PO matching, and payment terms validation (Net 30, Net 60, etc.).
  • Business unit managers or project owners who define scope, acceptance criteria, and operational milestones.

Final approval is usually required from an authorized signer defined in delegation rules; record retention follows corporate policy and legal requirements.

Step-by-step: complete and approve a Business Services RTS

Follow these sequential steps to prepare, review, and finalize the RTS so it can be executed and retained correctly.

  • 01
Draft request: Populate fields, attach SOWs, and list estimated cost.
  • 02
Routing: Send to procurement and finance for review and validation.
  • 03
Approval: Authorized signer confirms scope and budget.
  • 04
Record: Save executed copy to contract repository and accounting system.

End-to-end flow for an RTS from request to payment

A clear workflow ensures each party knows responsibilities and where the document lives during each stage of execution.

  • Create: Requestor completes RTS fields and attaches documents.
  • Review: Procurement and legal check terms and compliance.
  • Sign: Authorized parties sign, digitally or physically.
  • Close: Accepted deliverables trigger invoice and payment.

Typical online configuration for RTS approval routing

Common workflow settings help automate routing, approvals, and notifications when you complete the RTS online.

Field Configuration
Approval threshold Amount-based routing
Notification Email and in-app alerts
Escalation Auto-escalate after X days
Record linking Attach PO and invoice reference

Sharing, signing, and file-format considerations

Use platforms that support common file types and integrate with procurement and accounting systems to reduce manual transfer errors.

  • Supported formats: PDF, DOCX, XLSX
  • Common integrations: ERP, CRM, cloud storage
  • Authentication options: Email, SMS, or stronger KBA

Ensure the chosen platform meets your IT and compliance requirements and retains a complete audit trail for each signed RTS.

Sample requestor and approver profiles

Procurement Manager

Oversees vendor selection and ensures RTS aligns with procurement policy. Reviews SOW, verifies insurance and certificates of insurance, and confirms delegation limits before escalating to legal or finance for higher-value contracts.

Small Business Owner

Uses the RTS to request third-party services quickly and to document scope and payment terms. Ensures the signature is by an authorized officer to avoid payment or tax reporting issues.

Essential Parts of a professional Business Services RTS

A complete RTS clarifies what will be done, who is responsible, and how performance and payment are measured to reduce disputes and speed execution.

Scope of Work

Defines tasks, milestones, and acceptance criteria so both parties understand deliverables and avoid scope creep during performance.

Deliverables

Itemizes outputs, formats, and delivery dates for each milestone, enabling objective acceptance testing and payment triggers.

Pricing

Specifies fixed fees, rates, or unit pricing and describes invoicing requirements and allowable expenses for transparency.

Timeline

Lists start and completion dates, interim milestones, and remedies for missed deadlines to manage expectations and scheduling.

Service Levels

Includes SLAs, performance metrics, and remedies or credits for underperformance when applicable to operational services.

Signatures

Identifies authorized signers, dates of execution, and any witness or notarization requirements for enforceability.

Common mistakes that delay RTS processing

  • Incomplete vendor legal name or TIN causing payment or tax-reporting hold-ups and possible backup withholding.
  • Vague service descriptions that lead to scope disputes and additional change orders after work begins.
  • Missing approval or authorization from an identified delegated signer, which prevents enforceability and payment.
  • Attachments not referenced in the RTS, leading to confusion over which exhibits control pricing or deliverables.

Risks and potential consequences of an incorrect RTS

Contract Breach: Liability exposure
Payment Delays: Supplier disputes and late fees
Tax Issues: Incorrect reporting or withholding
Regulatory Noncompliance: Fines or corrective orders
Data Breach: PII/PHI exposure risks
Invalid Signature: Enforceability challenged

Commonly 5–10 business days for quotes or scheduling

Internal review:

Procurement and finance typically 3–7 business days

Invoice submission:

Real-world examples showing how organizations use an RTS

Two brief customer examples illustrate different use cases: vendor onboarding for recurring services and mobile-first execution for property-related workflows.

Optica Ventures

Optica used an RTS to standardize vendor onboarding and approvals, shortening procurement cycles by reducing back-and-forth questions.

  • The interface made it easy for internal teams to attach SOWs and approvals quickly.
  • As COO Brian Fitzgibbons noted, the simplified process helped both staff and customers complete necessary documentation with fewer delays.

Martin Properties

Martin Properties used an RTS combined with mobile signing for on-site service orders and property maintenance tasks.

  • Mobile execution allowed faster acceptance of work orders.
  • Founder Tim Martin reported the approach enabled efficient online processing and consistent compliance across remote sites.
