What the Business Services SF-LLL Is and when it applies

The Business Services SF-LLL is the federal Disclosure of Lobbying Activities form used when an entity applies for or receives federal contracts, grants, loans, or cooperative agreements and must report lobbying relationships. It records whether federal award funds were used to influence agency decisions, identifies paid lobbyists and their employers, and summarizes lobbying activities tied to the award. Agencies and recipients use the SF-LLL to document compliance, support transparent award records, and provide an auditable record for oversight and reviews by awarding officials.

Why accurate SF-LLL reporting matters for award compliance

Completing the Business Services SF-LLL clarifies whether federal award funds finance lobbying, reduces audit and suspension risk, and documents contractor or grantee disclosures required by federal awarding agencies.
