What a Business Services Shared Service Agreement Covers

The Business Services Shared Service Agreement is a written contract that documents the allocation, delivery, and billing of centralized administrative services provided by one business unit or entity to others within the same organization or affiliated companies. Typical services include HR administration, procurement, IT support, finance and payroll, and facilities management. The agreement defines service scope, performance standards, pricing or cost-allocation methods, reporting and governance, liability limits, termination rights, and dispute resolution. It helps standardize expectations across departments and supports consistent billing, auditability, and regulatory compliance.

Why a Clear Agreement Matters for Internal Services

Use this agreement to set measurable service levels, clarify cost allocation, and reduce interdepartmental disputes. Establishing explicit responsibilities and pricing terms improves budget visibility, simplifies audits, and creates a consistent framework for internal billing and regulatory compliance across business units.

  • Business unit leaders seeking clear cost allocation and measurable service-level commitments.
  • Internal audit, compliance, and accounting teams that require documented processes and billing records.

Other stakeholders include internal audit, compliance, and business-unit managers who rely on consistent records for reporting and financial reconciliation.
