What the Business Services TS-ES028 Is

The Business Services TS-ES028 is a standardized administrative template used by organizations to document vendor engagements, scope of work, deliverables, payment terms, and authorized approvals within business services workflows. It consolidates contact, billing, and schedule details into a single record, and when completed electronically should include audit-trail metadata, signer attribution, and retention instructions to support admissibility and compliance with relevant regulations.

Why a Consistent TS-ES028 Matters

Standardizing service agreements on TS-ES028 reduces processing errors, shortens approval cycles, and creates auditable records for procurement and finance. Proper completion helps meet retention obligations and supports enforceability of electronic signatures under the ESIGN Act (15 U.S.C. §7001) and applicable state UETA statutes.

Why a Consistent TS-ES028 Matters

Who Typically Prepares and Signs This Form

Procurement, operations, legal, and accounts-payable teams use the TS-ES028 to record services, approvals, and billing information across projects and vendors.

  • Procurement managers who compare proposals, approve services, and track contract scope changes.
  • Operations teams schedule deliverables, manage SOW updates, and monitor timelines for fulfillment.
  • Accounts-payable personnel validate invoices against agreed terms and prepare payments on schedule.

Smaller businesses and third-party vendors also complete the form when requesting approvals or to establish billing and contact details for onboarding.

Core Sections to Include in a Professional TS-ES028

A professional TS-ES028 includes clearly labeled sections for parties, scope, deliverables, financial terms, approvals, and retention instructions to ensure consistent processing and audit readiness.

Parties

List full legal names, business entity types, contact details, and billing addresses for all parties. Include employer identification numbers or vendor IDs when available to align with accounting and compliance systems.

Scope

Describe services in specific terms: tasks, deliverables, milestones, and boundaries. Avoid vague phrases; reference attached statements of work or exhibits where detailed schedules or acceptance criteria apply.

Deliverables

Specify exact deliverables, formats, delivery methods, and acceptance testing processes. State delivery dates and penalties for missed milestones to reduce disputes and facilitate invoice verification.

Payment Terms

State compensation amounts, billing intervals, invoice submission instructions, payment due dates, late fees, and whether taxes or reimbursements are included. Identify remittance address and preferred payment methods.

Approvals

Name authorized approvers and include signature blocks with titles and dates. Record digital approval order for multi-step workflows and require role-based authorization for contract changes.

Retention

Specify retention period for the executed record, backup location, and disposal procedure. Include applicable legal basis, such as IRS or HIPAA retention requirements, when financial or health data is present.

How to Configure an Online TS-ES028 Workflow

Configure the online workflow to assign roles, set authentication methods, apply conditional fields, and automate routing and reminders.

Field Name and Workflow Configuration Details Configuration instructions for this field
Signer Role Assignment and Routing Order Assign signer role and signing order; allow guest signers.
Authentication Method and Strength Settings Choose email, SMS code, or knowledge-based authentication.
Conditional Fields and Visibility Rules Set visibility rules based on role or prior responses.
Notifications, Reminders, and Completion Alerts Enable email reminders and completion notifications to approvers.

Typical eSubmission and Routing Flow

Typical routing for eSubmission and filing of the TS-ES028 includes preparer, approver, finance, and record storage steps.

  • Upload: Sender uploads PDF or DOCX and tags fields.
  • Assign: Add signer emails, set signing order, and roles.
  • Authenticate: Require email link, SMS code, or stronger ID verification.
  • Archive: Save final PDF with audit trail and access controls.

Platform and Integration Considerations

  • Formats: PDF, DOCX, and Excel supported.
  • Authentication: Email, SMS, KBA, or SSO.
  • Integrations: Salesforce, NetSuite, Google Workspace supported.

Timing, Deadlines, and Processing Expectations

Key timing expectations and common deadlines related to TS-ES028 processing, approvals, invoicing, and record retention for compliance purposes.

Request, Submission, and Initial Review Deadline:

Submit completed form by internal deadline to avoid payment delays.

Approvals, Sign-off and Change Window:

Allow sufficient time for multi-step approvals before invoice due date.

Invoice Submission and Reconciliation Timeline:

Invoice within agreed billing cycle to prevent late fees.

Retention Period Start and End Dates:

Retain executed record per the stated retention period and legal basis.

Audit, Access and Retrieval Period:

Allow time to produce records for audits or regulatory requests.

Common Mistakes to Avoid

  • Incomplete party names or missing tax IDs that lead to payment delays and backup withholding by payers; verify names against W-9 or vendor registration records.
  • Vague scope descriptions using terms like 'work as needed' that create disputes over deliverables and acceptance criteria; attach detailed SOW exhibits instead.
  • Incorrect dates or inconsistent timeline entries that invalidate milestone payments or trigger contract default clauses; use MM/DD/YYYY format consistently.
  • Failing to capture signature metadata, authentication method, and audit trail which can weaken enforceability in disputes or during audits.

Penalties and Risks from Incorrect Forms

Payment Delays: Unpaid invoices and late interest charges.
Tax Reporting Errors: Backup withholding or IRS notices.
Contract Noncompliance: Breach claims and remediation costs.
Audit Findings: Penalties or required record production.
HIPAA Exposure: Fines if PHI handled improperly.
Termination Risk: Contract cancellation and liability.

Practical Use Cases

Two concise examples show how organizations use TS-ES028 to improve onboarding, change control, and invoice processing.

Vendor Onboarding

A mid-sized services firm replaced paper vendor onboarding with TS-ES028 to capture scope, billing, and approval metadata in a single record.

  • Resulted in faster approvals and fewer errors.
  • The consolidated record simplified invoice reconciliation, reduced duplicate vendors, created consistent audit trails for procurement and finance during quarterly reviews, and archived signed PDFs with metadata for compliance.

Contract Change Control

A construction contractor used TS-ES028 to log change orders and authorizations tied to project milestones, ensuring clarity on scope adjustments.

  • Formalized change approvals across stakeholders and reduced informal approvals.
  • Change history attached to each order reduced dispute time, improved lien waiver processing, provided clear payment triggers for accounts-payable and project managers, and preserved a defensible audit trail.

Practical Tips to Improve Accuracy and Speed

Adopting a few best practices reduces errors, speeds approvals, and strengthens the legal defensibility of TS-ES028 records.

Standardize field names, formats, and validation rules
Apply consistent field labels, enforce formats (MM/DD/YYYY, two-letter state codes), and use validation to prevent incomplete entries. This reduces manual corrections, prevents tax-reporting mismatches, and simplifies automated reconciliation with accounting systems.
Require role-based approvals and audit trails
Define approver roles and strict signing order for changes. Capture timestamp, IP address, authentication method, and a signed certificate of completion. These measures support admissibility under ESIGN and UETA and simplify responses to internal or regulator audits.
Attach SOWs, exhibits, and acceptance criteria
Link or attach detailed statements of work and acceptance tests rather than relying on brief scope text. Clear exhibits prevent scope creep, make deliverable assessment objective, and speed invoice approvals against milestone-based payment terms.
Retain encrypted records with documented retention
Store executed documents in a secure repository with AES-256 at-rest encryption and TLS in transit. Document retention periods, enable legal holds, and ensure role-based access to meet HIPAA, IRS, or industry-specific regulatory requirements.
