What the Business Strategy CAF Is and when organizations use it

The Business Strategy CAF (Change Authorization/Approval Form) is a structured internal document used to propose, document, and obtain formal approval for strategic initiatives, resource allocations, or significant process changes. It centralizes the initiative summary, objectives, financial impact, risks, key performance indicators, and an approval matrix so stakeholders can review consistently. Organizations use the CAF to create an auditable decision record, align cross-functional sponsors, and trigger implementation tasks when approvals complete. Digital completion and e-signature integration streamline routing, version control, and retention of the signed record for compliance and audit purposes.

Why a formal Business Strategy CAF matters for governance

A formal CAF creates a single source of truth for strategy decisions, improves accountability across sponsors and approvers, and documents the rationale that supports budget and resource allocations. It reduces ambiguity, preserves audit evidence, and supports consistent post-implementation review.

Why a formal Business Strategy CAF matters for governance

Typical users and teams involved with a Business Strategy CAF

Use the CAF to ensure each initiative has documented sponsors, reviewers, and a clear approval trail.

  • Strategy and Portfolio Managers responsible for submitting and tracking initiatives, ensuring alignment with corporate objectives and KPIs.
  • Finance and Budget Owners who validate cost estimates, ROI assumptions, and funding availability during review cycles.
  • Executive Sponsors and C-suite approvers who review risk, priority, and strategic fit before formally signing off.

Who can sign and approve a Business Strategy CAF

Strategy Lead

Director-level or above who drafts the initiative, provides strategic rationale, and coordinates cross-functional input. They track metrics and act as the primary contact during review and implementation, ensuring alignment with enterprise objectives.

Finance Signatory

Vice President or Finance Manager who verifies budget impact, confirms funding source, and certifies financial assumptions. Their signature ties the initiative to approved spend and to internal controls for expenditures.

Essential components to include in a professional Business Strategy CAF

A complete CAF balances strategic context with operational detail so reviewers can evaluate trade-offs quickly and consistently.

Executive Summary

One- to two-paragraph summary that states the initiative purpose, expected outcomes, primary sponsor, and why it matters to corporate strategy. Keep it concise for executive review.

Objectives & KPIs

Clear, measurable objectives and the KPIs that will demonstrate success. Include baseline metrics, targets, reporting cadence, and ownership for each KPI.

Financial Impact

Projected costs, one-time and recurring budget items, revenue impact, and a summary ROI calculation. Note any contingent assumptions and sensitivity limits.

Risk Assessment

Material risks, likelihood and impact ratings, mitigation plans, and escalation triggers so approvers can judge risk tolerance.

Resource & Timeline

High-level resource plan, key milestones, dependencies, and an estimated implementation timeline tied to budget periods and staffing needs.

Approval Matrix

List of required approvers by role and order, signature fields, and any delegated authority thresholds for expedited approvals.

Step-by-step: completing and routing a Business Strategy CAF

This sequence describes a typical CAF lifecycle from preparation to final storage and handoff.

  • 01
Draft: Populate fields, attach supporting exhibits, and run internal spell/format review.
  • 02
Finance Review: Finance validates budget numbers and ROI assumptions, then adds comments or approval.
  • 03
Executive Approval: Required approvers review, sign electronically or in person, and record decisions.
  • 04
Record & Handoff: Store final signed CAF in records system and trigger implementation tasks.

How to configure a digital review workflow for the CAF

Define field-level behavior and routing rules so the CAF moves automatically through reviewers with clear conditions.

Field Configuration
Approval Order Sequential routing by role with optional parallel reviewers
Conditional Fields Show budget details only when cost > $50,000
Notifications Email and in-app alerts for pending actions
Retention Tag Auto-assign record class for storage and retention policy

Typical digital CAF signing flow

A compact overview of sender and signer actions when using an e-signature platform to complete the CAF.

  • Upload CAF: Sender uploads template and inserts signature/date fields.
  • Add Signers: Assign roles and decide review order and authentication level.
  • Signer Authentication: Signers confirm identity via email link or stronger methods.
  • Final Certificate: Platform issues completed PDF with audit trail and timestamps.

Technical considerations for eSubmission and integration

Validate platform compatibility with IT security policy, SSO, and any regulatory requirements before deployment.

  • Authentication Options: Email, SMS code, or stronger multi-factor methods.
  • Storage Formats: PDF/A or PDF with embedded audit certificates.
  • Integrations: Connect to Salesforce, NetSuite, Microsoft 365, and cloud storage.

Security and compliance controls to request from an eSignature provider

Transport Encryption: TLS 1.2/1.3
Data at Rest: AES-256 encryption
Certifications: SOC 2 Type II
Regulatory Support: HIPAA (BAA available)
Audit Trail: Comprehensive timestamps and IP logging
21 CFR Support: 21 CFR Part 11 compliant options

Common pitfalls when preparing a Business Strategy CAF

  • Unclear objectives or KPIs that force repeated clarifications and extend review cycles, slowing approvals and implementation.
  • Incomplete financial documentation or unsupported assumptions that require finance rework and may delay funding approvals.
  • Missing approver authority or outdated approval matrix that leads to signatures lacking delegated authority, creating compliance issues.
  • Failure to attach required exhibits, such as legal memos or vendor quotes, resulting in conditional approvals or rework.

Risks and potential consequences of incorrect or incomplete CAFs

Contract Invalidity: Risk of unenforceable commitment
Budget Overrun: Unapproved spend exposure
Regulatory Penalty: Compliance fines possible
Operational Delay: Project start dates slip
Data Liability: Breach increases legal exposure
Reputational Risk: Stakeholder trust diminished

Typical timing expectations for review and approval cycles

Set clear deadlines in the CAF to prevent stalled reviews and to align approval windows with budget cycles.

Submission Window:

Submit CAF at least 10 business days before scheduled review

Finance Review:

Allow 5–7 business days for financial validation

Executive Decision:

Expect a 3–10 business day decision window based on approver availability

Implementation Start:

Begin after signed CAF and budget release

Retention Start:

Retention period begins on effective date

Key milestones from proposal to execution
