What the Business Use Case A-3 Template Is

The Business Use Case A-3 Template is a structured business document that captures a proposed solution, stakeholders, success criteria, assumptions, and implementation steps for a specific project or process change. It standardizes requirements and impacts to support decision-making, approvals, and downstream planning across teams and vendors. The template is designed for reuse across projects, enabling consistent comparisons of alternatives, traceable requirements, and an auditable record of the business rationale that supports procurement, budgeting, or governance reviews.

Why a Consistent A-3 Template Matters

Using a standard Business Use Case A-3 Template reduces ambiguity, speeds stakeholder alignment, and creates a single source of truth that supports approvals, budgeting, and vendor evaluation.

Why a Consistent A-3 Template Matters

Who Typically Prepares and Reviews This Template

The completed A-3 often circulates to cross-functional approvers before final sign-off and archive.

  • Project sponsors and department heads who authorize budget and scope decisions.
  • Product or program managers who translate the use case into requirements and timelines.
  • Procurement, legal, or finance reviewers who verify cost, compliance, and contract implications.

Step-by-Step: Completing the A-3 Template

Follow these sequential steps to prepare a complete and review-ready Business Use Case A-3.

  • 01
Gather Inputs: Assemble requirements, cost estimates, and stakeholder contacts.
  • 02
Draft Content: Populate title, objectives, scope, and assumptions.
  • 03
Validate Numbers: Confirm cost, timeline, and resource availability.
  • 04
Route for Approval: Send to listed approvers and capture signatures.

Configuring an Electronic Workflow for the A-3

Map the document fields to a digital workflow to automate routing, reminders, and signature collection.

Field Configuration
Approval Order Sequential signer order with role-based assignments
Authentication Email + optional SMS code or KBA for higher assurance
Notifications Automated reminders at defined intervals
Retention Tag Attach retention category and expiration date

Where to Send or File the Completed A-3

Decide routing destinations based on approval rules, recordkeeping policy, and integration endpoints.

  • Approvals Folder: Company document repository or contract management system
  • Finance: Attach to budget request or P.O. workflow
  • Procurement: Add to vendor evaluation package
  • Archive: Retain final PDF and audit trail in records store

Technical Delivery Options and Integrations

Ensure the chosen tool provides tamper-evident storage, exportable audit trails, and any required compliance addenda.

  • Integrations: Salesforce, NetSuite, Microsoft 365, Box compatibility
  • File Formats: PDF and DOCX import/export supported
  • Authentication: Email, SMS, and SSO options

Essential Components to Include in a Professional A-3

A complete Business Use Case A-3 should document objectives, scope, cost, benefits, risks, and an actionable implementation plan for transparent decision-making.

Executive Summary

One-paragraph rationale summarizing problem, recommended solution, and expected business impact to aid rapid executive review.

Scope & Deliverables

Clear list of included and excluded items, deliverables, and acceptance criteria to prevent scope creep during execution.

Cost Estimate

Line-item cost breakdown including one-time and recurring expenses, assumptions for pricing, and contingency amounts.

Benefits & Metrics

Quantified benefits with baseline metrics and target improvements to support ROI calculations and post-implementation validation.

Risk & Mitigation

Top risks, likelihood, impact, and specific mitigation steps assigned to owners to reduce approval friction.

Implementation Plan

High-level timeline, milestones, resource assignments, and dependencies that link to formal project plans.

Security and Compliance Items to Note

Encryption: TLS 1.2/1.3 in transit
Data At Rest: AES-256 encryption
Audit Trail: Timestamps and IP logging
HIPAA: BAA required for PHI
21 CFR Part 11: Supported for regulated records
SOC 2: SOC 2 Type II certification

Common Preparation Mistakes to Avoid

  • Leaving objectives vague or unmeasured, which delays approval because stakeholders cannot quantify expected returns.
  • Omitting assumptions or constraints, causing downstream disputes when external conditions shift and baseline expectations differ.
  • Using inconsistent cost categories across use cases, which prevents apples-to-apples comparison in portfolio prioritization.
  • Failing to capture approval intent or signature metadata, creating audit questions and longer compliance reviews later.

Consequences of Inaccurate or Incomplete Submissions

Budget Delays: Approval hold-ups and missed funding windows
Contract Risk: Unclear scope that leads to disputes
Regulatory Exposure: Noncompliance with data rules
Tax Penalties: Incorrect reporting may trigger IRC §6721
Employment Records: I-9 errors may prompt fines (8 CFR §274a.2)
HIPAA Violations: Improper PHI handling breaches 45 CFR §164.530(j)
