What the Business Use MOG Template Is and When It Applies

The Business Use MOG Template is a standardized memorandum designed to document and authorize business use of company resources, services, or restricted systems. It records the parties involved, scope of permitted activities, duration, and any limitations or approval conditions. Organizations use this template to create a clear, auditable record that supports internal governance, operational consistency, and downstream approvals from legal, finance, or compliance teams.

Why a Formal MOG Improves Control and Traceability

A structured MOG reduces ambiguity about permitted use, establishes accountability, and creates a retrievable record for audits and compliance reviews. It helps align operational teams with corporate policy and clarifies who may authorize exceptions or temporary access.

Why a Formal MOG Improves Control and Traceability

Who Commonly Prepares and Signs a Business Use MOG

Typical creators range from operations staff to managers who need formal approval for specific business uses.

  • Operations Managers — Prepare scope, justification, and resource impact for departmental approval.
  • Finance or Procurement — Review costs, budget alignment, and any payment or billing implications.
  • Compliance / Legal — Confirm regulatory limits, privacy implications, and required safeguards for approval.

The completed memo is generally reviewed by legal, finance, or a designated compliance reviewer before distribution.

Who Can Sign and What Their Role Means

Chief Officer

A chief officer (COO, CFO, or CEO) typically has delegated authority to approve business use that affects corporate operations or financial commitments and must confirm budget and risk acceptance in writing.

Legal Counsel

In-house or outside counsel reviews legal and compliance language, recommends protective clauses, and signs to certify that the memorandum meets applicable regulatory and contract requirements.

Essential Sections to Include in a Professional MOG

A robust Business Use MOG includes six core components that create an auditable and enforceable record when completed correctly.

Title and Reference

Clear document title, unique reference or control number, and versioning to ensure traceability across reviews and subsequent edits within business records.

Parties

Full legal names for the requesting business unit, approving authority, and any third parties; include contact details and organizational role for each named party.

Scope of Use

Concise description of authorized activities, purpose, permitted systems or assets, time bounds, and any geographic or user limitations that apply to the authorization.

Duration and Review

Effective date, expiration or review trigger, and conditions for early termination or renewal; specify periodic review cadence if long-term authorization is granted.

Conditions and Safeguards

Operational constraints, data protection requirements, monitoring responsibilities, and remediation steps for policy or compliance breaches tied to the authorized use.

Approvals and Attachments

Signed approval block with role-based signatories, list of attached exhibits (SOWs, budget spreadsheets, vendor quotes) and any certificate of completion or audit evidence references.

Quick Step-by-Step: Fill and Approve a Business Use MOG

Follow these sequential steps to create, review, and finalize the memorandum with clear accountability.

  • 01
Draft: Populate template fields with factual details and attach supporting exhibits.
  • 02
Internal Review: Send to finance and operations for cost and feasibility checks.
  • 03
Legal Review: Obtain counsel input on compliance, privacy, and contract risk.
  • 04
Approval & Record: Collect signatures, record approval, and store the final document in the retention system.

Typical Routing and Approval Flow

A consistent routing flow reduces delays and clarifies who must act at each stage of the MOG lifecycle.

  • Submit Request: Originator submits completed draft to operations or manager.
  • Budget Check: Finance confirms available funds and cost codes.
  • Compliance Sign-off: Legal or compliance provides final risk clearance.
  • Final Authorization: Authorized signer executes and records the memorandum.

Recommended Digital Workflow Settings

  • Incorrect names, titles, or missing signatory authority that force re-execution or invalidate approvals for audits.
  • Failure to attach or reference supporting documents such as budgets, SOWs, or vendor quotes that justify the requested use.
  • Not aligning retention, data access, and privacy controls with legal or regulatory obligations before authorizing the business use.
