What the Business Verification Test Plan Covers

A Business Verification Test Plan documents the procedures, data points, and verification steps an organization uses to confirm a legal entity's identity, authority, and eligibility for transaction or onboarding. It defines who performs checks, which data sources are authoritative, the sequence of tests, expected outcomes, escalation paths for discrepancies, and retention of evidence. The plan supports auditable decision-making and reduces risk by standardizing ID checks, beneficial-owner screening, and document authentication across departments handling contracts, payments, onboarding, or regulatory reporting.

Why a Formal Verification Test Plan Matters

A standardized test plan reduces inconsistency, creates an audit-ready evidence trail, and clarifies responsibilities when verifying businesses. It helps detect fraud, supports compliance with ESIGN/UETA requirements for electronic records, and provides defensible documentation for internal and external audits.

Why a Formal Verification Test Plan Matters

Primary Teams that Use this Test Plan

Typical users include compliance officers, onboarding teams, legal counsel, and account operations staff who must verify corporate identity and signing authority before executing agreements.

  • Compliance and KYC teams: run beneficial-owner screening, verify formation documents, and maintain audit logs for regulators and auditors.
  • Sales and account operations: confirm contract authority and billing entities to avoid execution delays and incorrect invoicing.
  • Legal and contracts teams: validate signatory authority, confirm corporate resolutions or POA, and flag exceptions for counsel review.

Use the plan to align cross-functional roles and to ensure consistent, documented outcomes for every verification event.

Step-by-step: Execute a Business Verification Check

Follow a reproducible sequence to reduce errors and to create admissible records for audits or regulatory review.

  • 01
Prepare: Collect entity name, EIN, formation documents, and signer ID before starting verification.
  • 02
Authenticate: Verify identity against government registries and ID documents; capture evidence and timestamps.
  • 03
Authorize: Confirm signatory authority via resolution, bylaws, or power of attorney documentation.
  • 04
Record: Save screenshots, audit trail, and verification notes in the case file with metadata.

Core Components to Include in the Test Plan

A complete plan combines inputs, test procedures, evidence capture, and governance controls to ensure consistency and defensibility.

Identity Sources

Define authoritative data sources such as Secretary of State records, IRS EIN lookup, Dun & Bradstreet, and validated government IDs with retrieval method and acceptable attestations.

Authentication Steps

List steps for matching IDs to records, strength of authentication required (email, SMS OTP, KBA, RON), and circumstances that trigger stronger checks.

Authority Verification

Describe how to confirm signer authority using corporate resolutions, officer lists, bylaws, or notarized powers of attorney and the acceptable evidence types.

Evidence Capture

Specify required artifacts: scanned documents, signed PDFs, capture of signer IP/timestamp, audio/video of remote notarization where used, and storage location.

Escalation Rules

Document when to hold execution, who to notify, and required approvals for exceptions, sanctions screening hits, or conflicting data points.

Audit Controls

Define retention, review cadence, sample audit procedures, and responsible owner for periodic verification quality checks.

Security and Compliance Elements to Record

Encryption: TLS 1.2/1.3 in transit; AES-256 at rest
Audit Trail: Immutable timestamps and action log
Authentication: Email, SMS OTP, KBA, or MFA
HIPAA BAA: BAA required for PHI handling
Access Controls: Role-based permissions and SSO
Export Formats: PDF/A and native DOCX supported

How to Configure the Digital Verification Workflow

Map each step to a platform setting so the process runs consistently and captures required evidence automatically.

Field Configuration
Document Template Preload standard verification checklist and signature fields
Authentication Set default to email OTP; escalate to KBA for high-risk
Evidence Storage Save signed PDF and audit trail to secure repository
Notifications Automate alerts to compliance on exceptions

Where Verification Records Are Submitted and Stored

Define the final destinations for completed verifications and the routing rules for incomplete or exception cases.

  • Signed Records: Store signed PDFs and audit trails in the corporate document repository
  • Case Notes: Attach verification summary to the CRM or onboarding ticket
  • Exceptions: Route failed checks to compliance queue for manual review
  • Retention: Apply retention label based on document type and legal requirements

Digital Signing and Distribution Requirements

Confirm platform capabilities before relying on e-submission: authentication, audit trail, secure storage, and integrations.

  • Integrations: Salesforce, NetSuite, Microsoft 365, Google Workspace supported
  • File Formats: PDF, DOCX, and HTML ingest and export
  • Authentication Modes: Email OTP, SMS, KBA, SSO options

Ensure your chosen platform can record required metadata, interoperate with document repositories, and support legal admissibility under ESIGN and UETA.

Timing: Typical Deadlines and Processing Expectations

Set internal SLAs for each verification stage and note external deadlines that affect document validity or tax reporting.

Initial Verification SLA:

Complete identity and authority checks within 2 business days

Escalation Response:

Compliance must review exceptions within 3 business days

Tax Forms:

Issue corrective 1099s by IRS deadlines to avoid penalties

RON Evidence Retention:

Preserve audio-video for required statutory period

Periodic Recheck:

Re-verify high-risk accounts annually

Common Pitfalls to Avoid

  • Relying on a single unverified data source can produce false positives or miss name changes and DBA registrations.
  • Incomplete evidence capture — missing timestamps, signer IP, or source URL — weakens auditability and may void an electronic signature.
  • Failure to confirm signatory authority (resolution or POA) before contract execution creates legal and payment risk.
  • Not aligning retention labels with regulatory requirements can lead to noncompliance and complications during audits.

Risks and Regulatory Consequences

1099 Penalties: Late or incorrect 1099s — IRC §6721
I-9 Violations: Paperwork fines per 8 CFR §274a.2
HIPAA Violations: HIPAA penalties for improper PHI handling
Contract Risk: Unauthorized signer may render contract voidable
Data Breach: Exposure fines and remediation costs
Reputational Damage: Loss of trust with customers and partners
