What the Business Website RFP Template Covers

A Business Website RFP Template is a structured solicitation used by organizations to request proposals from web design and development vendors. It standardizes project scope, technical requirements, compliance needs, timeline expectations, budget ranges, and evaluation criteria so responses are comparable. The template typically includes background, deliverables (design, CMS, integrations, hosting, security), mandatory qualifications, submission instructions, and scoring rubrics to support an objective vendor selection process.

Why a Standardized RFP Template Helps Your Project

Using a consistent Business Website RFP Template reduces ambiguity, speeds vendor assessment, and improves the quality of proposals by telling vendors exactly what you need and how you will evaluate responses.

Why a Standardized RFP Template Helps Your Project

Who Typically Prepares and Responds to a Website RFP

Organizations preparing an RFP usually include procurement, IT, marketing, and legal stakeholders to capture technical, brand, and contractual requirements.

  • Chief Marketing Officer — sets branding, content, and user-experience requirements for vendor submissions.
  • Head of IT or CIO — specifies hosting, integrations, security, and maintenance expectations for technical evaluation.
  • Procurement or Vendor Manager — manages timelines, scoring criteria, and contractual terms for fair vendor selection.

On the vendor side, agencies, development firms, and platform providers use the template to confirm fit, estimate costs, and submit a compliant proposal.

Essential Sections to Include in the RFP Template

A comprehensive Business Website RFP Template groups information into clear sections so vendors can respond efficiently and evaluators can score consistently.

Project Overview

Provide business goals, current site summary, target audience, and high-level scope to orient respondents and reduce irrelevant proposals.

Technical Requirements

List CMS preferences, accessibility standards (WCAG), integrations (CRM, analytics), hosting expectations, and supported file formats.

Design and UX

Specify brand guidelines, responsive design needs, templates, sample page types, and any required UX research deliverables.

Security and Compliance

State required security controls, encryption standards, data handling rules, and any regulatory needs (HIPAA, FERPA) for hosted or transmitted data.

Budget and Timeline

Include budget range or pricing model expectations, project milestones, and final delivery date or award window.

Evaluation Criteria

Define scoring weights, required attachments, vendor qualifications, references, and submission format to enable objective comparison.

Security and Compliance Checklist for the RFP

In-transit Encryption: TLS 1.2/1.3
At-rest Encryption: AES-256
Compliance Certifications: SOC 2 Type II
Healthcare Compliance: HIPAA (BAA required)
eSignature Laws: ESIGN and UETA
Accessibility Standard: WCAG 2.0 Level AA

Step-by-Step: Preparing and Issuing the Website RFP

Follow these sequential steps to prepare a complete RFP, share it with vendors, and evaluate proposals in a controlled way.

  • 01
Assemble Team: Identify stakeholders and assign roles for scope, scoring, and legal review.
  • 02
Define Scope: Document required pages, integrations, security, and deliverables with measurable acceptance criteria.
  • 03
Publish RFP: Issue the RFP to targeted vendors, public portals, or an approved bidder list per procurement rules.
  • 04
Evaluate Proposals: Score responses against the rubric, check references, and shortlist vendors for interviews.

Digital Workflow Settings for Managing RFP Responses

Configure a digital workflow to collect, track, and archive proposals efficiently and to preserve audit trails for procurement records.

Field Configuration
Document Format Accept PDF and DOCX; require a single combined PDF for final submission
Template Fields Use required checkboxes for attachments and signature fields for authorized signatories
Routing Order Set sequential approvals for procurement, IT review, and legal sign-off
Authentication Enable email plus SMS code or enterprise SSO for vendor portal access

Overview: How Electronic RFP Submission Works

A typical eRFP flow reduces manual handling and preserves a complete audit trail from issuance through award.

  • Issue RFP: Publish document and allow vendors to request clarifications online.
  • Receive Proposals: Vendors upload submissions to secure portal by the stated due date.
  • Review and Score: Reviewers access submissions, score via rubric, and record comments.
  • Award and Archive: Notify selected vendor, finalize contract signatures, and store records securely.

Technical Requirements for eSubmission and Signing

Specify the platform capabilities vendors must support for electronic submission and signature verification.

  • File Formats: PDF, DOCX, and XLSX accepted; signed PDFs required for final contracts
  • Integrations: Should support integrations with systems like Salesforce, NetSuite, or Google Workspace
  • Authentication Options: Email link, SMS code, or enterprise SSO for signer verification

Require an audit trail capturing timestamps, signer identity, and IP addresses; retain submission records per procurement retention policy.

Typical RFP Calendar and Key Dates

Provide clear deadlines so vendors can plan resources and so your procurement team can manage evaluation windows effectively.

RFP Issue Date:

Day zero: vendors receive the RFP and access materials

Questions Deadline:

Typically 7–14 days after issue; collect vendor Q&A for a single addendum

Proposal Due Date:

Fixed date and time (include time zone); often 2–6 weeks after issue

Evaluation Period:

1–3 weeks for scoring, reference checks, and shortlist interviews

Award Notification:

Announce selected vendor and begin contract negotiations within the stated window

Common Pitfalls When Preparing a Website RFP

  • Unclear scope leads vendors to submit widely divergent technical approaches and budgets, increasing evaluation time and risking incompatible solutions.
  • Missing evaluation rubric or weights creates subjective scoring, which can produce protests or poor vendor selection outcomes for public procurement.
  • Unrealistic timelines cause vendors to inflate prices or decline to bid, reducing competitive pressure and driving higher costs.
  • Overly prescriptive technical mandates can exclude capable vendors and stifle creative solutions that better meet user experience objectives.

Consequences of an Incomplete or Incorrect RFP

Project Delay: Schedule slippage
Higher Cost: Budget overruns
Noncompliant Proposals: Rejection of responses
Contract Risk: Ambiguous obligations
Procurement Protest: Vendor disputes
Data Exposure: Security incidents

eSignature Vendor Pricing and Feature Snapshot for RFP Workflows

Common eSignature providers vary by pricing model and compliance features; include a vendor eSignature requirement in the RFP to ensure compatibility with your security and volume needs.

Practical Tips for a Clear, Competitive RFP

Adopt these practices to improve vendor responses, streamline evaluation, and reduce procurement risk.

Define measurable acceptance criteria
List specific deliverables, performance metrics, and acceptance tests so vendors propose solutions that meet your expectations and evaluators can score objectively.
Use a consistent submission template
Mandate a standard response format and required attachments to simplify comparison, reduce missing information, and speed evaluation timelines.
Weight evaluation criteria openly
Publish scoring weights for price, technical approach, security, and references to reduce bias and make vendor selection defensible in procurement audits.
Plan for onboarding and maintenance
Ask for transition plans, ongoing support tiers, and training deliverables to capture total cost of ownership and avoid gaps after launch.

Real-World Examples of RFP Use in Vendor Selection

Illustrative examples show how organizations use an RFP template to standardize vendor selection and reduce procurement friction.

Tech Data — Enterprise Selection

Tech Data used an RFP to centralize web platform requirements and compare integrator proposals

  • Shortlisted three vendors based on integration readiness
  • Final selection reduced time-to-launch and improved alignment with enterprise systems, per internal procurement metrics.

Optica Ventures — Small Portfolio

A small portfolio operator issued an RFP to replace aging sites with a single multisite build

  • Required CMS, analytics, and tenant listing integration
  • The standardized responses made it easy to compare pricing and timelines and select a vendor that met both budget and functionality goals.
