What a Business Work Comp Proposal Is

A Business Work Comp Proposal is a written offer prepared by an employer, insurance broker, or agent that outlines proposed workers' compensation coverage terms, estimated premiums, payroll exposures, class codes, and loss history. It typically summarizes requested policy limits, effective dates, proposed endorsements, and any risk-control recommendations. The document serves as the basis for underwriting, premium quotes, and negotiation between the insured and insurer. Well-prepared proposals speed underwriting review, reduce follow-up questions, and create a clear record of the exposures and assumptions used to calculate premium estimates.

Why a Clear Proposal Matters

A concise Business Work Comp Proposal clarifies payroll basis, classification of employees, and prior loss history so underwriters can produce accurate premiums and avoid misclassifications.

Why a Clear Proposal Matters

Who Prepares and Reviews These Proposals

Employers, brokers, risk managers, and insurance underwriters each play specific roles in preparing or evaluating a Business Work Comp Proposal.

  • Employers and HR teams: Provide payroll, job descriptions, and loss runs for accurate exposure reporting.
  • Insurance brokers: Compile proposal components, present options, and negotiate terms with carriers.
  • Underwriters and carriers: Review exposures, validate classification codes, and issue binding quotes or additional requirements.

Clear role definitions reduce back-and-forth and ensure required documents and signatures are provided on time for underwriting and audit purposes.

Core Sections Every Professional Proposal Should Include

A Business Work Comp Proposal should be structured so reviewers can find key underwriting inputs quickly. Present summary data first, then attach detailed exhibits such as payroll breakdowns and loss runs.

Executive Summary

One-page overview of the risk, proposed limits, estimated premium, main exclusions, and recommended next steps for underwriting and client review.

Coverage Summary

List the carrier name, policy period, limits, deductibles, endorsements, and any state-specific variations in coverage or statutory benefits.

Payroll & Exposure

Itemize payroll by class code, employee type, subcontractor treatment, and the payroll basis used to calculate estimated premium.

Loss History

Attach five years of loss runs plus a table summarizing claim counts, total incurred, indemnity, and medical amounts by year.

Risk Controls

Describe safety programs, return-to-work processes, drug testing, and other loss-control measures that can affect underwriting terms.

Assumptions

List underwriting assumptions such as estimated payroll growth, classification decisions, and exclusions to prevent later disputes.

Essential Data Elements to Provide

Employer FEIN: Federal EIN for tax and risk linkage
NAICS/Classification: Primary industry or class code
Payroll Basis: Payroll period and basis used
Loss Runs: Five years of claims data
Policy Dates: Requested effective and expiration dates
Primary Contact: Name, phone, and email

Step-by-Step: Preparing a Business Work Comp Proposal

Follow these sequential steps to assemble a complete proposal that underwriters can act on without repeated clarifications.

  • 01
Gather Payroll: Collect last 12 months and projected annual payroll by class
  • 02
Collect Loss Runs: Request five years of carrier loss runs and attach PDFs
  • 03
Draft Coverage: State limits, deductible, endorsements, and proposal assumptions
  • 04
Sign & Submit: Authorized signatory signs; submit to broker or carrier portal

How to Configure an Online Proposal Workflow

Set up an online workflow so users can complete, sign, and route proposals electronically with audit trails and attachments.

Field Configuration
Form Template Pre-fill company fields and attach loss run placeholder
Signer Order Broker then employer then carrier underwriter
Authentication Email + SMS code or stronger KBA for high-value submissions
Notifications Auto-notify parties on signature or missing attachments

Digital Submission and Platform Needs

Choose a platform that supports secure uploads, audit trails, and configurable signer authentication to meet insurer requirements.

  • File Formats: PDF, DOCX, XLSX supported
  • Integrations: Salesforce, NetSuite, Microsoft 365 integration
  • Authentication: Email, SMS, or advanced auth options

Where to Send a Completed Proposal

Routing depends on whether a broker or carrier originated the request; include attachments and signed authorization when required.

  • Broker Submission: Upload to broker portal or email broker contact
  • Carrier Underwriting: Submit via carrier portal with required attachments
  • Regulatory Filings: Send only when state rules require filings or notices
  • Client Records: Store executed copy in employer risk folder

Common Timelines and Deadlines to Track

Track proposal, audit, and claim-reporting deadlines to avoid underwriting delays or potential premium adjustments.

Proposal Submission Window:

Submit prior to policy renewal to secure terms

Loss Run Requests:

Allow 5–10 business days to obtain official loss runs

Policy Audit:

Carrier conducts audit within 6–12 months post-policy

Claim Reporting:

Report workplace injuries immediately per carrier rules

Underwriter Response:

Expect initial quote within 7–21 business days

Key Milestones from Request to Binding

Track these sequential milestones to manage approvals and ensure the proposal progresses toward binding efficiently.

01

Request Received

Broker or employer submits proposal details and attachments

02

Underwriting Review

Carrier evaluates exposures, classification, and loss history

03

Quote Issued

Carrier provides premium estimate and conditions

04

Binding

Signed acceptance and payment secure policy issuance

Common Mistakes That Delay Underwriting

  • Incomplete payroll breakdowns: omitting subcontractors or overtime skews premium calculations and prompts an underwriting audit.
  • Missing or inconsistent loss runs: discrepancies between claims summaries and official loss runs lead underwriters to request additional validation.
  • Incorrect classification codes: using the wrong class code can cause premium adjustments and surprise audit charges after binding.
  • Unsigned or improperly authorized proposals: signatures without proper authority or missing dates prevent carriers from binding coverage promptly.

Risks and Potential Consequences of Errors

Coverage Gaps: Undisclosed exposures reduce coverage
Premium Audits: Back charges if payroll or classes were wrong
Claim Denial: Misstatements can lead to denials
Underwriting Rescission: Carrier may rescind for material misrepresentation
Regulatory Fines: State penalties for noncompliance
Reputation Damage: Broker or employer credibility harmed
