What the CFPB Compliance Book Is and Why It Exists

A CFPB Compliance Book is a centralized compilation of policies, procedures, records and evidence that a financial services organization maintains to demonstrate adherence to consumer financial protection requirements. It typically includes fair lending reviews, consumer complaint handling procedures, servicing policies, training logs, ownership of consumer disclosures, and audit trails for transactions and communications. Designed for internal review and external regulatory inspection, the Compliance Book organizes material so teams can show consistent policies, recent updates, and retention status for items regulators commonly request.

Why a Compliance Book Matters for CFPB Readiness

A well-constructed CFPB Compliance Book reduces response times for exams, provides a clear audit trail for consumer-facing actions, and documents the controls that mitigate fair lending, disclosure, and servicing risks under ESIGN and UETA frameworks.

Why a Compliance Book Matters for CFPB Readiness

Who Prepares and Relies on the Compliance Book

Teams that create and use the Compliance Book vary across functions but share accountability for consumer compliance.

  • Compliance officers and risk teams typically compile policies, run periodic reviews, and manage exam responses.
  • Operations and servicing managers maintain process maps, exception logs, and evidence of policy execution for day-to-day operations.
  • Legal counsel and internal audit review high-risk documents, provide legal interpretation, and prepare materials for regulators.

A clear ownership model and defined reviewer roles help keep the book current and defensible during inquiries or examinations.

Core Components to Include in a Professional Compliance Book

Structure the book so each section contains the governing policy, the operating procedure, evidence of training, version history, and a concise index to support rapid examiner review.

Policies

High-level written policies that define organizational expectations for disclosure, fair lending, servicing, collections, and consumer communication; include approval dates and version control metadata.

Procedures

Step-by-step operating procedures that implement policy requirements, including responsibilities, escalation paths, and exception handling to show how policy is applied operationally.

Training Records

Completed training logs and materials tied to specific roles, with dates and attendee lists to demonstrate that employees received required instruction on compliance topics.

Complaint Log

A searchable complaint register with complaint details, assigned handler, corrective actions, closure date, and metrics used to identify systemic issues.

Audit Trail

Immutable records showing who accessed or changed a document, timestamps, and retention metadata; used to demonstrate chain of custody and evidence of compliance activity.

Document Index

A master table of contents with document titles, owners, version dates, retention codes, and quick links or file locations to speed examiner navigation.

How to Assemble or Update the CFPB Compliance Book

Follow a repeatable sequence to gather documents, validate ownership, and publish an indexed, searchable file set.

  • 03

Where to File, Send, and Archive Compliance Materials

  • Regulatory Submissions: Files prepared for exams or requests are exported as PDFs with audit metadata.
  • Internal Distribution: Share with reviewers and stakeholders via controlled access links.
  • Long-Term Archive: Move superseded records to a secure archive with retention metadata.

Standardize Naming and Metadata
Use consistent titles, version numbers, retention codes, and searchable tags to make retrieval fast and reduce the risk of missing evidence.
Enable Immutable Audit Trails
Use systems that record timestamps, IP addresses, and user actions to show who approved and when; this is essential for regulatory scrutiny.
Test Exam Scenarios
Run periodic internal mock examinations to validate that the book contains required items and that staff can access and export the materials under time constraints.
