What the Client Authorization PAF Form Is and When It Applies

The Client Authorization PAF Form (PAF) is a written authorization used to grant a third party limited authority to act on behalf of a client for specified transactions, payments, or data releases. Typical uses include payment authorizations, release of account information, recurring payment setup, and delegated administrative tasks. The form identifies parties, scope of authority, effective and expiration dates, and any financial limits or conditions. When used electronically, the PAF must meet federal and state eSignature requirements to be enforceable, and it often requires identity verification for higher-risk actions.

Why a Clear Client Authorization PAF Form Matters

A precise PAF reduces disputes, clarifies responsibilities, and documents client consent for third-party actions. Well-structured PAFs limit operational risk and create a verifiable record of authority.

Why a Clear Client Authorization PAF Form Matters

Who Typically Completes the Client Authorization PAF Form

The PAF is completed by clients who need to authorize another individual or organization to perform payment, information access, or administrative tasks on their behalf.

  • Individual clients authorizing recurring payments, refunds, or refunds by a named agent.
  • Business owners delegating billing, account management, or invoice approval to an employee or vendor.
  • Financial or legal representatives seeking documented client instructions before accessing sensitive accounts.

Organizations use PAFs to comply with recordkeeping standards and to ensure clear internal routing and approval when third parties act for clients.

Core Elements to Include in a Professional Client Authorization PAF

A complete PAF combines identity details, a clear scope of authority, dates and limits, and explicit client consent language to create a defensible authorization record.

Parties

Full legal names and contact details for client and authorized agent, including business names and titles where applicable, to avoid ambiguity in enforcement or service.

Scope

Detailed description of authorized actions (e.g., 'make ACH payments up to $X', 'access account statements from Jan 1, 2024 to Dec 31, 2024') to limit overbroad delegation and clarify limits.

Effective Dates

Explicit start and end dates or event-triggered termination terms so record retention and obligations are time-bounded and easily audited.

Consideration

If the authorization involves payments or fee arrangements, state specific amounts or billing terms rather than vague phrases such as 'reasonable fees'.

Consent Language

A clear statement that the client intends to authorize the agent, with an electronic consent clause when the PAF is signed digitally to meet ESIGN/UETA criteria.

Signature Block

Signed and dated signature lines for the client and, where needed, the authorized representative plus printed name and title for attribution and auditability.

Late 1099 Filing: $60 per form (30 days or less)
Extended 1099 Delay: $130 per form (after 30 days)
After August Filing: $330 per form (after Aug 1)
Intentional Disregard: $660+ per form, no cap
I-9 Violations: $281–$2,789 per violation

Common Preparation Errors to Avoid

  • Using vague scope language that allows the agent to act beyond intended limits, which increases dispute risk and potential liability.
  • Mismatched names between identification and form entries, creating verification failures or rejected transactions during bank or vendor processing.
  • Failing to specify effective and expiration dates, which can leave authority open-ended and complicate revocation or audit responses.
  • Skipping required consents or consumer disclosures for electronically executed PAFs in consumer-facing payment arrangements, which may violate ESIGN disclosure rules.
