This form is a guide to help you in meeting various requirements, such as residency, voting, driver’s license and vehicle registration requirements. RESIDENCY REQUIREMENTS- You will be considered a resident of Colorado if you own or operate a business in Colorado, are gainfully employed in Colorado, reside in Colorado for 90 consecutive days or obtain a Colorado Driver’s License CRS 42-2-107. VOTER REGISTRATION REQUIREMENTS-In order to register to vote in Colorado, you must meet the following requirements:You must be 18 years of age or older at the time of the next election. You must be a U.S. citizen. You must have resided in Colorado 30 days prior to the election. You must register to vote in Colorado at least twenty-nine days before a particular election. You must register to vote with your county clerk in person or through mail- in registration. You may obtain a voter registration form at http://www.elections.colorado.gov/DDefault.aspx?tid=415 which you may mail to your county clerk and recorders office. You may also register to vote at a Colorado Department of Motor Vehicle office when you apply for a driver's license, or update your driver's license information. Additionally, you may register to vote at all offices that provide public assistance, provide state funded programs primarily engaged in providing services to persons with disabilities, recruitment offices of the armed forces of the U.S., and any federal, state local government, or nongovernment office that chooses to provide voter registration service or applications. Offices of the county clerk and recorder and federal post office may provide mail- in voter registration applications. If you register to vote by mail you will need to include a copy of one of the following documents with your application: o A Colorado driver’s license oAn identification card issued by the Department of Revenue oA valid U.S. passportoA valid employee identification card with your photograph issued by any branch, department, agency, or entity of the U.S. government or Colorado, or by any Colorado county, municipality, board, authority, or other political subdivision of Colorado o A valid pilot’s license issued by the federal aviation administration or other authorized agency of the U.S. oA U.S. military identification card with your photograph oA copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address. As a new resident of Colorado, you must meet the following requirements in order to obtain a Colorado driver’s license:You must surrender your valid driver’s license from your previous home state.You must present a second primary form of identification establishing lawful presence, such as a birth certificate, valid passport, or immigration document, along with the driver’s license. Your license from your previous home state must not have expired for more than one year. You must take a vision screening test but will not be required to take a written test. To apply for a first-time license (you must be at least 21 years of age to be issued an adult driver’s license) or instructional permit, you must meet the following requirements:You must submit 2 primary forms of identification, one which establishes lawful presence. VEHICLE TITLE AND REGISTRATION REQUIREMENTS-If you have recently moved to Colorado, you must apply for a Colorado title and registration for your vehicle within 30 days from establishing Colorado residency. A student whose primary purpose to be in Colorado is to further his/her education will not be required to register his or her vehicle in Colorado. Military personnel, on active duty in Colorado and who claim another state as their home state of residence must register their vehicle(s) in Colorado but may obtain certain tax exemptions.You will need to apply in the County Motor Vehicle Office in the county where you reside by meeting the following requirements:  You must present your out of state title or current out of state registration.  If you live in Adams, Arapahoe, Boulder, Denver, Douglas, El Paso, Jefferson, Larimer, Pitkin or Weld counties, you must show proof of a Colorado vehicle emissions test. You must have a vehicle identification verification form (DR 2087) completed by a law enforcement officer, a licensed Colorado motor vehicle dealer or a licensed Colorado emissions testing station.  You must present a current and accurate odometer reading. You must present proof of vehicle insurance coverage (insurance card, copy of insurance policy or letter from your insurance company on the company's letterhead paper). If a lien exists on an out of state title, the lienholder's name and address must be provided if not shown on the out of state title or registration.
