Becoming a new resident of a new home state often involves the reorganization of your legal affairs. This form is a guide to help you in meeting various requirements, such as residency, voting, driver's license and vehicle registration requirements.

RESIDENCY REQUIREMENTS

You will be considered a resident of Colorado if you own or operate a business in Colorado, are gainfully employed in Colorado, reside in Colorado for 90 consecutive days or obtain a Colorado Driver's License CRS 42-2-107.

I meet one or more of the Colorado residency criteria.

VOTER REGISTRATION REQUIREMENTS

In order to register to vote in Colorado, you must meet the following requirements:

• I am 18 years of age or older at the time of the next election.
• I am a U.S. citizen.
• I have resided in Colorado 30 days prior to the election.
• I will register to vote in Colorado at least twenty-nine days before a particular election.
• I understand I can register to vote with my county clerk in person, through mail-in registration (form available at http://www.elections.colorado.gov/DDefault.aspx?tid=415), at a Colorado Department of Motor Vehicle office, or other designated offices.

• If you register to vote by mail, you will need to include a copy of one of the following documents with your application:

  • A Colorado driver's license
  • An identification card issued by the Department of Revenue
  • A valid U.S. passport
  • A valid employee identification card with your photograph issued by any branch, department, agency, or entity of the U.S. government or Colorado, or by any Colorado county, municipality, board, authority, or other political subdivision of Colorado
  • A valid pilot's license issued by the federal aviation administration or other authorized agency of the U.S.
  • A U.S. military identification card with your photograph
  • A copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address. (A cable bill, a telephone bill, documentation from a public institution of higher education in Colorado containing at least your name, date of birth, and residence address, or a paycheck from a government institution are sufficient forms of identification.)
  • A valid Medicare or Medicaid card
  • A certified copy of a U.S. birth certificate
  • Certified documentation of naturalization

  Or you may provide one of the following numbers (without providing a physical copy of the number):

  • Valid Colorado Driver's License number
  • Valid Colorado Department of Revenue Identification number
  • At least the last four digits of your Social Security number.
  I understand the document/number requirements for mail-in voter registration.

• If you register in person, you will need to present one of the following:

  • A valid Colorado driver's license number
  • A valid Colorado Department of Revenue Identification number
  • At least the last four digits of your Social Security number
  I understand the document/number requirements for in-person voter registration.

DRIVER'S LICENSE REQUIREMENTS

I understand that if I operate a motor vehicle in Colorado, I must have an appropriate valid driver's license.

As a new resident of Colorado, you must meet the following requirements in order to obtain a Colorado driver's license:

• I will surrender my valid driver's license from my previous home state.
• I will present a second primary form of identification establishing lawful presence (e.g., birth certificate, valid passport, or immigration document), along with the driver's license. My previous license must not have expired for more than one year.
• I will take a vision screening test (a written test is not required).

To apply for a first-time license (you must be at least 21 years of age to be issued an adult driver's license) or instructional permit, you must meet the following requirements:

• I will submit 2 primary forms of identification, one establishing lawful presence (e.g., certified birth certificate, US Passport, US military ID, etc.).
• I will present other required identification documentation (e.g., certified marriage certificate, divorce decree, out-of-state driver's license expired less than one year).
• I will provide my Social Security Number.
• I will supply a Colorado residence address.
• I will pass all required examinations (written, vision and road performance).
• I will pay the required fee.
• I will be fingerprinted and photographed.

VEHICLE TITLE AND REGISTRATION REQUIREMENTS

If I have recently moved to Colorado, I will apply for a Colorado title and registration for my vehicle within 30 days from establishing Colorado residency.

I understand that students and active duty military personnel may have different registration requirements or exemptions.

To apply in the County Motor Vehicle Office in the county where you reside, I will meet the following requirements:

• I will present my out of state title or current out of state registration.
• If I live in Adams, Arapahoe, Boulder, Denver, Douglas, El Paso, Jefferson, Larimer, Pitkin or Weld counties, I will show proof of a Colorado vehicle emissions test.
• I will have a vehicle identification verification form (DR 2087) completed by a law enforcement officer, a licensed Colorado motor vehicle dealer or a licensed Colorado emissions testing station.
• I will present a current and accurate odometer reading.
• I will present proof of vehicle insurance coverage (e.g., insurance card, copy of policy, or letter from my insurance company).
• If a lien exists on an out of state title, I will provide the lienholder's name and address if not shown on the title or registration.
• I will pay title and registration fees.
