What the Combined Business Services AAP Is and When It Applies

The Combined Business Services AAP is a consolidated Affirmative Action Plan used by an organization to document workforce analyses, outreach and recruitment efforts, and action-oriented programs across multiple business units. It organizes demographic reports, job group analyses, goals and timetables, and internal monitoring steps into one record to support regulatory compliance and contractor reporting. The document is typically used by employers subject to federal contractor obligations or by firms adopting a centralized compliance approach to reduce duplication across separate AAPs. It can be stored and executed electronically where permitted by applicable law.

Why a Combined AAP Matters for Compliance and Operations

A single Combined Business Services AAP helps centralize evidence of nondiscriminatory employment practices, simplifies audits, and supports consistent implementation across units while reducing administrative duplication and record-keeping complexity.

Why a Combined AAP Matters for Compliance and Operations

Who Typically Prepares and Uses a Combined AAP

Typical users include HR compliance teams, affirmative action officers, legal counsel, and prime contractors consolidating multiple operational units under a single plan.

  • HR Compliance Teams — Coordinate data collection, analyses, and internal monitoring across business lines to meet contractor obligations.
  • General Counsel / Employment Counsel — Review legal language, remedial measures, and risk exposure for enforcement or contract clauses.
  • Contract Managers / Procurement — Ensure AAP coverage aligns with prime contract requirements and flow-down clauses.

Use the Combined Business Services AAP as a single authoritative record for internal oversight and external reviews by auditors or contracting officers.

Core Sections Found in a Professional Combined Business Services AAP

A complete AAP combines workforce data, job group analysis, placement goals, outreach activities, monitoring, and an implementation timetable into one organized package for review and enforcement purposes.

Workforce Analysis

Employee counts by job group, gender, race/ethnicity and incumbency to identify underrepresentation and establish baseline metrics for goal-setting.

Availability Study

Internal and external labor market availability data used to calculate realistic placement goals and support remedial objectives.

Goals & Timetables

Numerical goals and time-bound actions for each job group, tied to specific outreach and hiring activities to address identified gaps.

Outreach & Recruitment

Documented contacts with institutions, job fairs, and advertising sources, and evidence of targeted recruitment steps taken during the plan period.

Internal Audit & Monitoring

Procedures for ongoing review, owner assignment, status updates, and periodic effectiveness analysis to demonstrate continuous oversight.

Records & Documentation

Supporting spreadsheets, applicant flow logs, selection rationales, and training materials retained with the AAP for audit purposes.

Step-by-Step: Completing the Combined AAP

Use this sequence to assemble, review, and finalize the combined plan for the plan year.

  • 01
Collect Data: Aggregate employee and applicant data across units into standardized spreadsheets.
  • 02
Analyze Availability: Compare internal incumbency to external labor market availability for each job group.
  • 03
Set Goals: Document numerical placement goals and associated timetables for each underrepresented group.
  • 04
Review & Sign: Have legal and the responsible officer review, then obtain required signatures and dates.

How to Configure an Online Workflow for the AAP

Set up an electronic workflow to collect approvals, preserve audit trails, and route updates automatically.

Field Configuration
Document Owner Assign the AAP owner to route approvals and receive completion notices
Signers Order Specify signatory sequence: HR → Legal → Executive
Authentication Use email verification or stronger MFA for authorized signers
Retention Rule Apply policy to retain signed AAP and attachments per retention schedule

Where to File and How Records Are Routed

A Combined Business Services AAP is typically retained internally and made available to auditors on request; routing varies by contract or company policy.

  • Internal Repository: Store master copy in HR or compliance document management system
  • Contractor Files: Attach AAP copies to active contract folders when required by prime or agency
  • Audit Access: Provide auditors read-only access or certified copies upon request
  • External Filings: Submit summaries or certifications only where contract clauses require them

Digital Signing and Distribution Considerations

When completing and sharing the AAP electronically, choose a platform that supports secure signatures, audit trails, and controlled access.

  • File Formats: PDF and DOCX support for templates and signed archives
  • Integrations: Connectors to HRIS and document storage (e.g., NetSuite, Google Workspace, Box)
  • Authentication: Support for email, SMS codes, and enterprise SSO

Ensure the chosen provider supports your retention policy, role-based access, and any industry compliance requirements prior to use.
