What the CommCare Service Plan Is

The CommCare Service Plan is a written service agreement that defines hosting, support, maintenance, data handling, and responsibilities for a CommCare deployment. It sets service levels, uptime expectations, onboarding tasks, technical and privacy requirements, pricing or billing terms, term and renewal mechanics, termination rights, and data retention instructions to guide operations and audits.

Why a Clear Service Plan Matters

A concise CommCare Service Plan reduces scope ambiguity, aligns operational responsibilities, and documents compliance controls. It supports procurement, clarifies SLAs and incident response, and is compatible with electronic execution on eSignature platforms, including signNow, to streamline approvals and recordkeeping.

Why a Clear Service Plan Matters

Who Typically Completes the Service Plan

Organizations use the CommCare Service Plan to set expectations across technical, programmatic, and compliance teams before deployment.

  • Healthcare program managers coordinating clinical workflows and patient-data protections, ensuring alignment with HIPAA and internal privacy rules.
  • IT administrators and DevOps teams defining hosting, backups, access controls, and integration requirements for data collectors and APIs.
  • Procurement or legal teams reviewing contract terms, liability clauses, termination rights, and verifying delegated signature authority for execution.

Final execution usually involves the program owner, vendor representative, and any legal or procurement approvers required by organizational policy.

Step-by-step: Completing the CommCare Service Plan

Follow these sequential steps to complete the Service Plan accurately, confirm signatory authority, and prepare supporting documentation before execution.

  • 01
Draft: Populate scope, deliverables, SLAs, and service dates.
  • 02
Review: Legal, IT, and program teams check compliance and risks.
  • 03
Approve: Obtain internal approvals and verify signer authority.
  • 04
Execute: Complete signatures and archive executed copies.

Configuring the Online Completion Workflow

Configure signing order, authentication, and conditional fields before sending to minimize rework and ensure required attestations are collected.

Field Configuration
Signer Order Sequential or parallel signing per internal approvals
Authentication Email link, SMS code, or stronger verification
Conditional Fields Show fields only if role or checkbox applies
Template Reuse Save as template for repeat deployments

Typical eSigning and Submission Flow

A standard eSignature workflow for a Service Plan reduces manual handoffs and creates a tamper-evident record of execution.

  • Upload Document: Upload the finalized Service Plan PDF or DOCX.
  • Add Fields: Place signature, name, date, and checkbox fields.
  • Send to Signers: Provide email addresses or a secure signing link.
  • Complete & Archive: Collect signed copies and store the audit trail.

Technical and Integration Considerations

Confirm file formats, authentication, and integrations for your preferred eSignature platform before sending the Service Plan.

  • File Formats: PDF, DOCX, and fillable forms supported
  • Integrations: Salesforce, NetSuite, Google Workspace available
  • Authentication: Email, SMS, or advanced signer verification

Key elements to include in a professional Service Plan

A complete Service Plan contains operational, legal, and technical sections that make obligations and performance measurable and auditable.

Scope of Services

Define modules, environments, integration points, and deliverables so parties have a shared understanding of responsibilities.

Service Levels

Specify uptime, response times, and remediation credits to align expectations for support and incident handling.

Security and Privacy

Detail encryption, access controls, data residency, and any required data processing addenda for protected data.

Billing and Fees

List pricing, invoicing cadence, payment terms, and any usage or overage charges for transparency.

Term and Termination

Set initial term, renewal mechanisms, notice periods, and post-termination data return or deletion procedures.

Change Control

Describe how scope changes, feature requests, or integrations are requested, approved, and priced.

Security and compliance controls to document

Encryption: TLS 1.2/1.3 in transit
Data at Rest: AES-256 encrypted storage
Auditability: Comprehensive audit trails retained
Certifications: SOC 2 Type II available
Regulatory Support: HIPAA BAA available
Standards: ISO 27001 and WCAG 2.0 AA

Potential penalties and operational risks

Tax Reporting: 1099 penalties under IRC §6721
I-9 Violations: Civil penalties per DHS regulations
HIPAA Breach: Civil and statutory fines for PHI exposure
Contract Breach: Damages and termination exposure
Data Loss: Operational disruption and remediation costs
Invalid Signature: Execution delays and re-signing requirements

Key dates and timing to include

Document clear deadlines for service start, invoicing, notices, and data export to avoid disputes and ensure smooth operations.

Service Start Date:

Date when SLAs and billing commence

Billing Cycle:

Net 30 or specified invoice terms

Renewal Notice:

Typically 30–90 days before expiration

Termination Notice:

Minimum 30 days unless otherwise stated

Data Export Request:

Provide timeframe for data retrieval post-termination

Milestone timeline for execution and onboarding

Plan sequential milestones from proposal through onboarding to set expectations and track progress across teams.

01

Proposal Delivery

Finalize and send the Service Plan for internal review

02

Contract Execution

Obtain signatures and record the executed agreement

03

Begin technical setup and data migration tasks

04

Operational Review

Perform a post-implementation review and SLA baseline checks

How the CommCare Service Plan differs from a standard agreement

A quick comparison highlights the document’s specialized focus on technical and data-processing details versus broader contractual terms.

Criteria CommCare Service Plan Standard Service Agreement
Purpose operational and technical detail broad commercial terms
Technical Detail high granularity high-level summary
Data Processing explicit dpa and retention reference or appendix
Execution Complexity may require technical exhibits usually fewer exhibits

Representative use cases for a CommCare Service Plan

These examples show how organizations document operational responsibilities and compliance needs when deploying CommCare at scale.

Community Health Clinic

A regional clinic finalized a Service Plan detailing on-call support and data export procedures

  • The plan required encrypted backups and a signed DPA
  • As a result, the clinic established clear incident response steps, reduced downtime risk, and documented obligations for external audits and funding reports.

Public Health Research NGO

An NGO used a Service Plan to define field device management and data synchronization windows

  • The plan listed retention and anonymization tasks
  • This enabled consistent field training, formalized responsibilities for local IT, and simplified compliance reviews for grant reporting.

Practical tips to speed completion and reduce errors

Adopt consistent structure and include required attachments to shorten review cycles and minimize disputes during execution.

Be Specific About Deliverables
List concrete deliverables, acceptance criteria, and testing steps. Vague descriptions cause differing expectations and prolong dispute resolution.
Document Data Controls
Specify encryption, backup cadence, and access roles. Clear controls reduce audit findings and support privacy compliance.
Align Billing and SLA Metrics
Define how uptime is measured, SLA credits are calculated, and how disputed incidents are escalated for consistent financial treatment.
Use Templates and Versioning
Maintain a single template with tracked revisions and a template ID. This avoids parallel versions and streamlines legal sign-off.

Common preparation pitfalls to avoid

  • Leaving the service scope vague, which leads to scope creep and later disagreement about responsibilities or chargeable work.
  • Failing to attach a Data Processing Addendum when handling protected health information, exposing parties to regulatory risk.
  • Missing or incorrect signer authority details, causing re-execution delays and administrative overhead for verification.
  • Not defining post-termination data return or deletion procedures, complicating compliance and data migration efforts.

Typical authorized signers for the Service Plan

Program Director

The Program Director typically signs on behalf of the client organization when delegated authority exists; ensure a written delegation or board resolution is documented if required by internal policy or procurement rules.

Vendor Representative

An authorized vendor officer or contracting manager signs for the service provider; verify corporate signing rules and ensure the signatory is listed in company records or has a signed power of attorney.
