What a Community Solar Agreement Covers

A Community Solar Agreement is a written contract that sets out the relationship between a project sponsor or operator and a subscriber, host site, or utility program. It describes the subscription size or allocated kilowatts, how generated energy and bill credits are allocated, payment and billing arrangements, term and renewal provisions, transferability of subscriptions, and responsibility for operations, maintenance, and interconnection. The document also addresses regulatory compliance with state community solar rules, data access for meter reads, and dispute resolution procedures.

Why a Written Agreement Matters for Community Solar

A clear Community Solar Agreement ensures parties understand allocation of energy credits, billing mechanics, term length, and transfer rules, reducing billing disputes and regulatory risk.

Why a Written Agreement Matters for Community Solar

Core Sections to Include in Every Agreement

A professional Community Solar Agreement organizes key business and legal terms so administrators, utilities, and subscribers can apply credits and enforce obligations consistently.

Parties & Recitals

Identify sponsor, subscriber, host, and utility roles; state program enrollment identifiers and brief project description to anchor all obligations.

Subscription Terms

Specify subscription size (kW or percentage), start date, contract term, renewal mechanics, and procedures for increases or reductions in capacity.

Allocation & Credits

Describe how generation is measured, how bill credits are calculated and allocated, and whether net metering, virtual net metering, or utility-specific crediting applies.

Billing & Payment

Set the invoicing cadence, payment method, late fees, reconciliation process, and responsibility for taxes or regulatory charges tied to credits.

Metering & Data

State meter data sources, frequency of reads, data sharing permissions, and dispute procedures for metering errors.

Termination & Transfer

Define early termination rights, transfer or assignment rules for subscriptions, and obligations following project decommissioning or sale.

Step-by-Step: Preparing and Executing the Agreement

Follow this sequence to complete a Community Solar Agreement with minimal rework and clear audit evidence.

  • 01
Gather Information: Collect party details, program ID, meter numbers, and billing history before drafting.
  • 02
Draft Terms: Define allocation method, pricing, and term length tailored to the utility program.
  • 03
Confirm Data Access: Obtain subscriber consent for meter data sharing and billing enrollment.
  • 04
Execute and Store: Obtain signatures, notarize if required, and retain the executed file and audit trail.

Typical Digital Execution Flow

Electronic completion accelerates subscriber enrollment and preserves a timestamped audit trail for billing and compliance.

  • Upload Document: Import the contract as PDF or DOCX to your signing platform.
  • Place Fields: Add signature, date, and initial fields plus any conditional fields for variable terms.
  • Send to Signers: Send secure email or signing link to subscribers and sponsor representatives.
  • Archive Record: Store signed PDF with audit trail and meter-data authorizations.

Recommended Workflow Settings for Online Completion

Configure the workflow to match billing cycles and utility integration points for smoother crediting.

Notification Triggers Automatic emails for signature requests, completion, and renewal reminders tied to calendar events.
Billing Integration Map subscription fields to billing system identifiers to automate invoice reconciliation.
Meter Data Feed Schedule regular imports of meter reads or link to utility API if available.
Signer Authentication Use email plus optional SMS code or knowledge-based checks for higher assurance.
Retention Policy Set automatic archival and retention according to legal and program rules.

Technical Integration and Platform Considerations

Choose tools that integrate with your CRM, billing system, and secure storage to shorten the subscription lifecycle.

  • CRM Integration: Connect with Salesforce or NetSuite for contact and billing synchronization.
  • Cloud Storage: Use Box, Google Drive, or Egnyte for encrypted archival copies.
  • RON / Notary: Support for RON sessions if state rules or lender requirements demand notarization.

Who Typically Signs Community Solar Agreements

Identifying the correct authorized signer and required consents upfront prevents delays during utility enrollment and crediting.

  • Residential subscribers and renters enrolling to receive on-bill credits from a community solar installation.
  • Project developers, sponsors, or third-party operators that manage subscriptions and billing reconciliation.
  • Utilities, program administrators, or host-site owners that authorize interconnection and apply credits to accounts.

Key Timing Elements to Track

Monitor effective dates and notice periods to ensure timely enrollment, billing, and renewals for subscribers.

Effective Date:

Date when credits and obligations begin; set in MM/DD/YYYY format.

Subscription Start:

Billing cycle used to apply first credit, often aligned to utility meter read date.

Billing Cycle:

Monthly or quarterly cadence for invoices and credit reconciliation.

Notice Periods:

Typical change or termination notice is 30–60 days unless program rules specify otherwise.

Renewal Window:

State whether automatic renewal or manual renewal with specified notice period.

Milestone Timeline for Onboarding a Subscriber

A phased onboarding sequence clarifies dependencies and helps coordinate utility enrollments and crediting.

01

Proposal and Agreement

Subscriber reviews and signs the agreement; collect W-9 and data-release consent.

02

Utility Enrollment

Submit enrollment to the utility or program administrator for account linking and approval.

03

Interconnection & Metering

Confirm metering setup and data feeds needed to compute energy generation.

04

Credits Applied

Once approved and commissioned, credits begin on the subscriber's next eligible billing cycle.

Common Preparation Mistakes to Avoid

  • Using inconsistent party names or missing tax identifiers, which can block utility enrollment and tax reporting.
  • Leaving allocation language vague, causing disputes over how credits are calculated and distributed.
  • Failing to obtain explicit data-sharing consent, delaying meter-data access and reconciliation.
  • Ignoring program-specific enrollment steps, which can result in denied credits or delayed start dates.
