What the Concrete Scanning Service Agreement Is and When It Applies

A Concrete Scanning Service Agreement is a written contract between a scanning provider and a client that documents the scope, methods, deliverables, timing, and liabilities related to non‑destructive scanning of concrete structures (e.g., ground‑penetrating radar, covermeter, or sonic testing). The agreement typically clarifies access requirements, site safety protocols, report format, limits of liability, and payment terms, and it establishes acceptance criteria for delivered scan reports, maps, and any marked site markings. It is used before core drilling, coring, sawing, or retrofit work to reduce risk and coordinate trades.

Why a Clear Service Agreement Matters for Concrete Scanning

A formal agreement sets expectations that reduce safety and schedule risk, allocates responsibility for locating embedded items, and defines acceptable deliverables and limits of liability. It also documents consent to onsite access and data collection and helps contractors, owners, and engineers coordinate pre‑construction activities efficiently.

Why a Clear Service Agreement Matters for Concrete Scanning

Who Typically Uses or Signs This Agreement

The agreement is used where subsurface or embedded concrete conditions affect demolition, coring, drilling, or retrofit work. Typical participants are listed below.

  • General contractor or construction manager responsible for on‑site work and scheduling.
  • Structural or concrete subcontractors who will core, cut, or affix to the concrete.
  • Facility owners, building managers, or property representatives authorizing access and final acceptance.

Parties should ensure the person signing has authority to bind the organization and that contact details for project leads are included in the agreement.

Representative Signers and Their Roles

Project Manager

Project Manager — Construction: The PM signs on behalf of the contractor, confirms site access windows, and accepts deliverables. The PM coordinates trade sequencing and confirms payment terms and insurance certificates are on file.

Licensed Engineer

Licensed Structural Engineer: Signs to confirm scope acceptance when scans are requested for structural evaluation or design. The engineer may set acceptance criteria and review scan methodology for compliance with project specifications.

Core Sections to Include in a Professional Agreement

A robust agreement combines technical scope, deliverable standards, scheduling, liability limits, payment terms, and access provisions so all parties understand responsibilities and what constitutes acceptance.

Scope of Work

Describe scanning methods, area limits, depth range, units of measurement, and any exclusions such as concealed voids beneath non‑concrete surfaces or utility trace limitations.

Deliverables

Specify final deliverables: annotated scan maps, depth and location reports, PDF/CSV raw data, CAD overlays, and the required submission format and number of copies.

Inspection Methods

Identify equipment and standards (GPR frequency, covermeter model), operator qualifications, calibration, and environmental conditions that could affect results.

Pricing & Payment

List firm fees or unit rates (per square foot or per scan), payment timing, retainers, travel charges, and conditions for change orders.

Liability & Insurance

Define limits of liability, indemnity carve‑outs, insurance minimums, and disclaimers about subsurface uncertainty and non‑destructive testing limitations.

Schedule & Access

Set site access windows, required escorts, required clearances, utility markings, and any shutdown or isolation procedures needed for safe scanning.

Stepwise Process to Prepare and Execute the Agreement

Follow these steps to complete, approve, and distribute the signed agreement so scanning work can proceed on schedule and with clear responsibilities.

  • 01
Draft Scope: Define exact areas, methods, and deliverables before issuing the draft.
  • 02
Review Terms: Confirm liability limits, insurance, and access requirements with legal or risk teams.
  • 03
Signatures: Collect authorized electronic or handwritten signatures from all parties.
  • 04
Distribute Copies: Send signed copies to on‑site supervisors, safety officers, and contract administrators.

How to Configure a Digital Workflow for This Agreement

Standardize a digital workflow so the agreement auto‑routes to the right people and preserves an audit trail for compliance and project records.

Field Configuration
Signing Order Sequential signing: client → contractor → scanning provider
Authentication Email and optional SMS code for signer verification
File Format Use PDF/A for final signed deliverable and attach native data files as required
Reminders Automated reminders every 3 days until executed

Where to Send and How to Route the Signed Agreement

Define routing so executed agreements are recorded, shared with field staff, and stored in the project document repository without delay.

  • Upload: Upload signed PDF to project document system
  • Notify: Email or platform notification to on‑site supervisor
  • Archive: Store final copy in central contract repository
  • Distribute: Provide copies to safety and permit teams

Delivery Channels and Technical Requirements

Choose secure delivery and storage channels that preserve the audit trail and document integrity for future reference.

  • File Formats: PDF, PDF/A, and native data attachments
  • Integrations: Common integrations: Salesforce, NetSuite, Procore, Google Workspace
  • Authentication: Email links, SMS codes, or stronger MFA

Common Mistakes to Avoid When Preparing the Agreement

  • Using informal or vague scope language that omits depth or area limits, which leads to disagreement about what was included.
  • Failing to list required site safety escorts and access windows, causing delays or denied access on scan days.
  • Overlooking required insurance or certificate limits for contractors, which can stop work or create uncovered liabilities.
  • Relying on unsigned or initialed drafts in the field rather than a fully executed agreement, creating enforceability disputes.

Risks and Contractual Consequences of an Incomplete Agreement

Project Delay: Schedule impacts and increased mobilization costs
Safety Hazard: Undetected embedded items can cause injury or equipment damage
Invalid Coverage: Insurance gaps if provider limits are not confirmed
Contract Dispute: Ambiguous scope can lead to change order disputes
Regulatory Fine: Permitting or safety violations in some jurisdictions
Liability Exposure: Expanded contractor exposure for consequential damages

Practical Tips for Accurate and Efficient Agreement Completion

Adopt these practices to reduce rework, improve safety coordination, and preserve evidence in the event of a dispute.

Standardize the Scope Template
Use a consistent scope template that lists scanning area, depth, deliverable file types, and acceptable tolerances so field teams and reviewers have clear expectations.
Confirm Insurance and Indemnity
Require up‑to‑date certificates of insurance and confirm policy limits align with project requirements before mobilization to avoid uncovered claims.
Preserve Raw Data
Retain raw scan files and metadata in addition to annotated reports to support later forensic review or dispute resolution if needed.
Coordinate Access Early
Schedule scanning during access windows and notify trades in advance so markings or temporary barriers remain undisturbed until coring or cutting occurs.

Practical Use Cases for a Concrete Scanning Service Agreement

Real projects illustrate how a clear agreement avoids conflict and speeds field work; two concise examples are shown below.

Renovation Project

A hospital scheduled floor penetrations before a renovation

  • The scan focused on MEP areas near operating rooms
  • The agreement required night work windows, deliverable CAD overlays, and accelerated reporting so contractors could core without delay and avoid critical utilities.

Structural Retrofit

A multifamily building required new anchor points for façade work

  • Scans targeted slab areas and beam zones
  • The contract set inspection methods, defined acceptable rebar cover tolerances, and assigned liability for incorrectly located elements so retrofit crews proceeded safely.
