What the Construction Project Criteria is and when it applies

Construction Project Criteria is a standardized document used to define the requirements, standards, and evaluation metrics for planning, bidding, and awarding construction work. It consolidates project scope, performance specifications, safety and compliance expectations, quality controls, schedule milestones, and documentation standards so bidders and stakeholders share a clear baseline. Used by owners, general contractors, and procurement teams, the Criteria helps compare proposals objectively, reduce disputes, and capture regulatory obligations. When combined with drawings and contract terms, it becomes part of the contract documents governing construction performance and acceptance.

Why precise Construction Project Criteria reduces risk

Well-written Construction Project Criteria reduces ambiguity in bids, sets measurable quality and safety standards, and streamlines evaluation of contractors. It supports regulatory compliance, minimizes change orders, and creates a defensible record for claims or disputes by documenting expectations before work begins.

Why precise Construction Project Criteria reduces risk

Who prepares and relies on Construction Project Criteria

Owners, design teams, and procurement specialists typically draft Construction Project Criteria to ensure consistent expectations across bidding and contracting.

  • Project owners and owners' representatives who set objectives and approve final criteria.
  • Architects and engineers who translate scope into technical specifications and performance standards.
  • Contract managers and procurement teams who evaluate bids and enforce contractual compliance.

General contractors, subcontractors, and compliance officers consult the Criteria during bidding, mobilization, and construction administration.

Essential components to include in professional Construction Project Criteria

A professional Construction Project Criteria organizes scope, standards, schedule, quality, safety, and administrative procedures into a clear, enforceable framework for procurement and contracting.

Scope

Define work included and excluded, deliverables, site limits, reference drawings, and interfaces with other contracts. Clear scope reduces change order disputes and guides bidder pricing.

Specifications

Provide performance criteria, material standards, tolerances, testing methods, inspection procedures, and acceptance criteria so contractors know required workmanship and recordkeeping requirements.

Schedule

Include milestone dates, critical path items, allowable float, phased handover, and liquidated damages provisions, and requirements for schedule updates and recovery plans.

Safety & Compliance

Specify OSHA regulations, project-specific safety plans, required training, environmental controls, permit responsibilities, inspection regimes, and incident reporting procedures and documentation retention obligations.

Quality Control

Require submittals, mock-ups, shop drawing approval processes, testing schedules, nonconformance handling, warranty inspection criteria, and record acceptance certificates.

Administration

Cover submittal logs, correspondence protocols, payment application procedures, change order processing, dispute resolution mechanisms, insurance requirements, and contact lists and record retention instructions.

Step-by-step: preparing and approving the Criteria

Follow these sequential steps to prepare, review, and finalize Criteria that are clear, consistent, and enforceable before solicitation.

  • 01
Assemble team: Gather owner, design, procurement, and legal reviewers.
  • 02
Draft scope: Write clear inclusions, exclusions, and deliverables.
  • 03
Define standards: Specify materials, tolerances, tests, and acceptance criteria.
  • 04
Review & approve: Circulate for comment, resolve issues, and record approvals.
