What the Construction Project Notification Is

A Construction Project Notification is a formal written notice used to inform authorities, neighbors, tenants, or other stakeholders that construction activity will occur at a specified location. It typically accompanies permit applications, public right-of-way work requests, lane closure plans, or tenant relocation notices and sets out project scope, schedule, safety controls, and contact information. The document helps coordinate inspections, reduce disputes, and satisfy local permitting or utility requirements. Many jurisdictions accept electronic versions and signatures when executed under ESIGN and applicable state law.

Why a Clear Notification Matters

A well-prepared Construction Project Notification minimizes regulatory delays, reduces neighbor complaints, and documents compliance with permit conditions. It creates an auditable record for inspections, insurance, and dispute resolution.

Why a Clear Notification Matters

Who Typically Prepares and Receives These Notices

Multiple parties prepare or receive notifications depending on project scale and jurisdiction, from small contractors to municipal permitting offices.

  • General contractors and subcontractors notifying permitting authorities and neighbors before mobilization, including scope and contact details.
  • Property owners and developers alerting tenants and adjacent owners about schedule, access restrictions, and noise expectations.
  • Municipal departments receiving submissions for right-of-way, lane closures, or building permits to schedule inspections and public notifications.

Tailor recipients and level of detail to local code requirements and the audience — public agencies need permitting details; neighbors need schedule and contact information.

Step-by-Step: Preparing and Submitting a Notification

Follow a consistent sequence to prepare a complete, permit-linked notification that agencies and neighbors can rely on.

  • 01
Gather Documents: Collect permit application, site plan, and traffic control documents.
  • 02
Fill Fields: Enter project title, address, scope, dates, and contacts.
  • 03
Attach Exhibits: Upload maps, plans, and insurance certificates as required.
  • 04
Submit and Record: Send to agency and retain a signed copy for the file.

How to Configure an Online Submission Workflow

Set up a simple digital workflow to attach permits, route approvals, and capture signatures while preserving an audit trail.

Field Configuration
Document Upload Require PDF site plans and permit forms
Signer Order Owner → Contractor → Project Manager
Notifications Auto-email on assignment and completion
Retention Store signed PDF and audit trail

Where to Send the Notification

Notifications typically flow to permitting agencies, impacted stakeholders, and internal project records; choose routes that match local process expectations.

  • Municipal Permitting: Submit to the issuing permit office or portal.
  • Neighbors: Deliver notices to adjacent property owners.
  • Tenants: Provide tenant-facing schedules and access notes.
  • Internal Records: Archive signed copies in project file or ECM.

Technical Options for Delivery and Signing

Select delivery and signing methods that meet agency rules and the recipient's technical ability.

  • Email + Link: Simple and widely accepted.
  • Hosted Portal: Good for complex routing and attachments.
  • Remote Notarization: Required where notarized acknowledgment is mandated.

Confirm the recipient can access the method chosen and preserve the audit trail and signed PDF for permitting and inspections.

Required Information and Fields at a Glance

Project Title: Exact name
Location: Street, city, ZIP
Contractor: Business and license
Owner: Name and contact
Permit Number: Issuing agency ID
Dates: Start and end

Common Mistakes When Preparing Notifications

  • Submitting a notice with inconsistent project names or permit numbers, which causes agency requests for correction and delays project start.
  • Providing vague scope descriptions (for example, 'site work') instead of specific methods, length, dimensions, or equipment, prompting follow-up questions.
  • Failing to attach required exhibits such as traffic control plans or insurance certificates; agencies commonly reject incomplete submissions.
  • Using informal delivery methods without an audit trail, making it difficult to prove notice was given to neighbors or meet permit documentation standards.

Penalties and Practical Risks of an Incorrect Notification

Permit Delay: Processing holds
Fines: Civil penalties possible
Stop Work Order: Immediate work suspension
Liens: Contractor lien exposure
Insurance Issues: Claim denials risk
Neighbor Disputes: Increased litigation chance

Typical Timing and Deadlines to Watch

Schedules vary by jurisdiction and project type; confirm local rules and set internal deadlines to align permit submissions, neighbor notices, and mobilization.

Pre-Start Notice:

Issue to neighbors and tenants several days before mobilization per local practice.

Permit Linked:

Submit notification concurrently with or immediately after permit issuance to avoid inspection delays.

Traffic Control Lead:

File lane closure requests within agency lead times to secure work windows.

Emergency Updates:

Provide updated contacts and schedule changes promptly when incidents occur.

Retention of Signed Copy:

Keep final signed notification with permits for the project record and inspections.
