What the Construction Project Work Authorization Is

A Construction Project Work Authorization is a written document that formally permits a contractor or subcontractor to begin specified work on a construction site. It defines scope, deliverables, start and completion dates, payment terms, site access rules, required insurance and bonding, and applicable safety or permit responsibilities. The authorization can function as a standalone notice to proceed or as an attachment to a master contract and is commonly used to reduce ambiguity, trigger procurement actions, and document the parties' mutual agreement before work begins. Many organizations accept electronically signed authorizations under ESIGN and UETA.

Why a Clear Work Authorization Matters

A formal work authorization aligns expectations, limits disputes, and documents permit and insurance responsibilities before work starts. It provides an auditable record of authorization that supports invoicing, lien defenses, and project scheduling.

Why a Clear Work Authorization Matters

Who Typically Prepares and Signs This Authorization

The document is used by multiple construction stakeholders to grant permission and record responsibilities before work begins.

  • General Contractor or Construction Manager: Issues authorizations to subcontractors to start discrete scopes of work, often tied to schedule and payment milestones.
  • Property Owner / Developer: Approves work for owner-directed projects or issues authority to third-party contractors for site improvements or tenant fit-out.
  • Subcontractor or Trade Contractor: Receives authorization and acknowledges scope, schedule, insurance, and payment terms required to commence work.

Parties with responsibility for budget, permitting, or site supervision should be included in the authorization and distribution list.

Step-by-Step: Authorize Work Efficiently

Follow a short sequence from preparation to distribution to keep approvals timely and auditable.

  • 01
Prepare Document: Draft scope, price, schedule, and insurance needs.
  • 02
Internal Review: Obtain budget and legal approvals before issuing.
  • 03
Authorize Signature: Have an authorized representative sign and date.
  • 04
Distribute Records: Send signed copies to payroll, accounting, and site supervision.

Configure an Online Authorization Workflow

Set up a predictable online workflow so each authorization follows the same approval path and audit trail.

Field Configuration
Authentication Method Email link plus optional SMS code
Routing Order Sequential: Preparer → Reviewer → Authorized Signer
Conditional Fields Show change-order fields only when cost changes
Accepted File Types PDF, Word DOCX, and scanned images

How Electronic Authorization Works in Practice

An electronic workflow compresses approvals and preserves a tamper-evident audit trail for every step.

  • Upload Document: Add the authorization PDF or DOCX to the platform.
  • Place Fields: Insert signature, date, and initials where required.
  • Send to Signers: Dispatch via email link or direct invite to each party.
  • Archive Signed Copy: Store final PDF and audit trail in project records.

Technical Requirements and Common Integrations

Choose a platform that supports required file types, signer authentication, and integration with project systems.

  • Compatible Integrations: Salesforce, NetSuite, Procore, Microsoft 365, Google Workspace
  • File Formats: PDF, DOCX, HTML, Excel
  • Authentication Options: Email link, SMS code, KBA, SSO

Confirm the platform preserves an audit trail and supports your record retention policy before adopting it.

Essential Elements of a Professional Work Authorization

A well-drafted authorization combines commercial, schedule, safety, and compliance details so the field and office share the same expectations.

Scope of Work

A precise scope lists tasks, locations, exclusions, and acceptance criteria so both parties agree on what 'complete' means and minimize disputes over deliverables.

Payment Terms

Define amounts, milestone payments, retainage, and due dates to align invoicing, lien waiver requirements, and cash flow between owner and contractor.

Schedule and Milestones

State start date, key milestones, and completion deadlines; tie payments or liquidated damages to missed milestones when appropriate.

Insurance and Bonds

Specify required insurance types and limits, certificate-holder details, and any performance or payment bond requirements to manage risk exposure.

Change Order Process

Describe how scope changes are requested, priced, approved, and documented to prevent unauthorized work and disputes over extra costs.

Site Access and Safety

Include site rules, permit responsibilities, required safety plans, and contact points so the contractor can comply with on-site obligations.

Security and Compliance Basics for Electronic Authorizations

Encryption: TLS 1.2/1.3 in transit
Data at Rest: AES-256 encryption
Audit Trails: Timestamp, IP, and action log
Regulatory Standards: ESIGN and UETA compliant
Industry Certifications: SOC 2 Type II and ISO 27001
Healthcare Support: HIPAA compliant with BAA

Common Pitfalls to Avoid

  • Vague scope descriptions that invite differing interpretations and change-order disputes during performance.
  • Missing or expired insurance certificates that delay work and increase employer liability exposure at the job site.
  • Signatures from personnel lacking actual signing authority, which can render the authorization unenforceable or voidable.
  • Failure to link the authorization to the underlying contract, purchase order, or permit can complicate payment and compliance tracking.

Risks and Consequences of an Incorrect Authorization

Contract Disputes: Delays, additional costs
Lien Exposure: Unpaid contractors may file liens
Permit Violations: Fines or stop-work orders
Payment Withholding: Owner may withhold funds
Insurance Gaps: Claims denied for missing coverage
Tax Classification: Misclassification can trigger penalties

Typical Timeframes and Payment Milestones

Project authorizations often trigger dates for work commencement, permit approvals, payment, and retention release.

Start Date:

Date work must begin as specified in the authorization

Permit Approval:

Work may not start until required permits are obtained

Completion Milestone:

Key interim deliverables tied to progress payments

Payment Due Date:

Commonly net 30 from invoice receipt unless contract states otherwise

Retention Release:

Typically released 30–90 days after completion per contract
