What a Construction T&M Work Order Is

A Construction Time-and-Materials (T&M) Work Order is a project-level document that authorizes work based on actual labor hours, material costs, and agreed markups or rates rather than a fixed price. It defines the scope, billing rates, allowable materials, hourly labor classifications, change order procedures, and an authorization signature block. T&M work orders are commonly used for tasks with uncertain scope, investigative work, repairs, or when rapid authorization is needed to begin work. The form creates an auditable record that links field activity, invoicing, and contract terms for later reconciliation.

Why a Clear T&M Work Order Matters

A well‑crafted T&M work order reduces disputes by documenting scope limits, hourly rates, material markups, and approval triggers. Clear terms support accurate billing, compliance with contract flow‑downs, and faster payment reconciliation, while providing auditable evidence if pricing or liability is questioned.

Why a Clear T&M Work Order Matters

Who Typically Prepares and Signs This Form

Owners, general contractors, subcontractors, project managers, and on‑site supervisors all interact with T&M work orders; each has distinct responsibilities in preparation, approval, and invoicing.

  • Project Owners or Owners' Representatives — authorize work, verify scope, and approve costs for payment.
  • General Contractors — issue work orders to subs, track hours and materials, and enforce contract markups.
  • Subcontractors and Field Supervisors — document time, materials, and daily logs for submission and billing.

Accurate preparation and timely signatures by these parties help prevent payment delays, change order disputes, and audit findings.

Step-by-Step: Completing a Construction T&M Work Order

Follow a consistent sequence: identify work, record rates, capture onsite logs, obtain approvals, and submit for payment.

  • 01
    1. Identify Work: State precise tasks, location, and reason for T&M authorization.
  • 02
    2. Record Rates: Enter labor classifications and approved hourly rates.
  • 03
    3. Track Time: Capture initials, date, hours, and crew details on daily logs.
  • 04
    4. Approve and Attach: Get required signatures and attach receipts or photos.

Typical Digital Workflow Configuration

Set up a consistent e‑workflow for authorizations, field entry, approvals, and invoice export to accounting.

Field Configuration
Signer Order Field -> Supervisor -> Project Manager
Authentication Email link or SMS code
Conditional Fields Show material section only if materials used
Notifications Automated email on approval or rejection

How Electronic T&M Orders Flow

A typical eSubmission cycle moves from field entry to approval then into accounting, with an audit trail created at each step.

  • Field Entry: Worker records hours and materials.
  • Supervisor Review: Supervisor validates entries and signs.
  • Project Approval: Project manager confirms scope and costs.
  • Accounting Handoff: Invoice data exported to AP system.

Technical Considerations for Digital Completion

Choose a platform that supports mobile data entry, role-based signer order, and an immutable audit trail.

  • Mobile Access: Must support offline entry.
  • Audit Trail: Capture IP, timestamp, and actions.
  • Integrations: Salesforce, NetSuite, Procore compatible

Scope

Concise description of tasks, deliverables, and geographic or site limits.

Rates

Labor classifications, approved hourly rates, overtime rules, and effective dates.

Materials

Allowable materials, receipt requirements, unit pricing, and markup percentages.

Approvals

Signed authorization blocks for field supervisor, project manager, and owner or owner's rep.

Change Control

Real-World Examples of T&M Work Order Use

Customers routinely cite faster turnaround and compliance benefits from digital T&M work orders in diverse settings.

Tim Martin — Martin Properties

Tim Martin’s team moved to online T&M orders to eliminate paper backlogs and improve traceability.

  • The result was consistent, signed records for field repairs.
  • The firm reported that online processing maintained compliance for tenant files and allowed mobile signoffs even when staff worked offsite, reducing administrative delay and improving tenant communication.

Dan Rotelli — BIS

Dan Rotelli standardized T&M orders across projects to reduce billing disputes and accelerate invoicing.

  • Standard templates enforced required fields for labor and materials.
  • This approach delivered consistent audit trails, reduced time to approve field invoices, and improved client confidence during monthly reconciliations.

Practical Tips for Accurate and Efficient Completion

Adopt clear templates, enforce required fields, and standardize approval routing to reduce rework and payment delays.

Use a Single Template
Standardize one approved T&M work order template across the project. This reduces variability, ensures required fields are present, and simplifies auditing and training for field crews.
Require Itemized Receipts
Mandate receipts for purchased materials and rental equipment. Itemized evidence speeds reimbursement, supports cost coding, and reduces disputes during owner audits.
Enforce Digital Signatures
Use legally compliant eSignatures with an audit trail to capture signer identity, timestamp, and IP. This prevents lost documents and provides stronger evidence than unsigned paper notes.
Integrate with Accounting
Automate export of approved time and material lines to the AP ledger. Integration minimizes rekeying errors and accelerates payment cycles.

Common Preparation Errors to Avoid

  • Leaving scope vague or open‑ended leads to frequent change orders and owner disputes that prolong payment processing and escalate costs.
  • Failing to document labor classifications or authorized rates causes incorrect invoices and can trigger withholding or audit questions.
  • Not attaching receipts or substantiation delays reimbursements and may permit owner disallowance of material costs during audits.
  • Missing signature blocks or late approvals convert authorized work into unapproved expense, creating conflict over responsibility and payment.

Risks and Consequences of Incorrect Work Orders

Tax Penalties: Incorrect information may trigger IRS penalties
I-9 Violations: Employment paperwork fines may apply
Lien Exposure: Unpaid subs can file mechanics liens
Payment Delays: Disputes cause receivable aging
Contract Breach: Noncompliance may breach prime contract
Data Liability: Inadequate security increases breach risk
