What the EFILE Authorization Form Is

The EFILE Authorization Form is a written consent that allows a taxpayer or organization to authorize an individual or tax-filing service to electronically file tax returns or related documents on their behalf. It documents the scope of authorization, taxpayer identifying information, tax year(s), and any limitations or revocation instructions. Commonly used by tax preparers, payroll vendors, and authorized agents, the form creates an auditable record required by many payers and tax platforms to comply with IRS e-file procedures and to establish signer intent and consent for electronic transmission.

Why a Clear Authorization Matters

Use an EFILE Authorization Form to document explicit consent for electronic filing, reduce processing delays, and create a verifiable audit trail. Proper authorization helps prevent identity discrepancies, supports compliance with ESIGN/UETA, and clarifies agent authority for IRS e-file submissions.

Why a Clear Authorization Matters

Who Typically Completes This Form

Primary users of the EFILE Authorization Form span preparers, payroll firms, tax-exempt organizations, and in-house accounting teams managing electronic submissions.

  • Tax preparers authorizing client returns for IRS e-file and transmission.
  • Payroll providers submitting W-2s and employment tax returns on employers’ behalf.
  • Nonprofits and businesses granting third-party access for multiple tax years or forms.

Selecting the correct signer and scope reduces rejections and preserves the legal authority needed for electronic submission.

Core Elements a Professional Form Should Include

Essential sections of a professional EFILE Authorization Form define parties, scope of authorization, identification, signature, effective dates, and revocation procedures.

Parties

List the taxpayer(s), preparer or agent name, taxpayer identification number (TIN or EIN), mailing address, and contact information; ensure names match government IDs to avoid processing delays or backup withholding.

Scope

Describe exactly which tax forms and tax year(s) the authorization covers, whether filing, transmitting, or receiving notices, and whether the agent may sign electronically on the taxpayer’s behalf.

Identification

Provide taxpayer TIN, date of birth (where required), a copy of valid government ID if requested, and a taxpayer signature acknowledgment to confirm identity attribution.

Effective Date

Specify the date authorization begins and, if applicable, an expiry date or event; this affects filing authority and potential statute of limitations timing and renewal terms.

Revocation

Include a clear revocation clause: how to withdraw authorization, required notice format, where to send revocation, and the effective date of cancellation to prevent continued filings.

Signatures

Each authorized party must sign and date; include printed name and title for organizational signers, and specify witness or notarization requirements where mandated by state law or payer policy.

Key Timelines and Submission Expectations

Key dates for EFILE authorization include when authorization is provided, effective filing periods, and IRS or payer-specific submission deadlines.

Provide Authorization:

No IRS deadline; supply on payer request.

Year Coverage:

List tax years; affects which returns can be e-filed.

Revocation Notice:

Effective upon receipt or specified date in form.

Preparer Registration:

Preparer must hold current EFIN/PTIN before submission.

IRS Filing Cutoffs:

Follow April 15 and other IRS tax deadlines.

Common Preparation Mistakes to Avoid

  • Using informal or abbreviated names leads to mismatches with IRS records and can trigger backup withholding or filing rejection.
  • Failing to list exact form numbers or tax years creates ambiguity and can prevent authorized e-filing for certain returns or periods.
  • Omitting agent identification details like PTIN, EFIN, or firm contact hinders verification and may delay processing or cause denial by payers.
  • Not documenting revocation instructions or effective cancellation dates risks continued filings after the client intends to terminate authorization.

Penalties, Errors, and Operational Risks

Filing Penalties: IRC §6721 penalty per form
Intentional Disregard: Higher fines, no maximum (IRC §6721)
Backup Withholding: 24% rate for missing/incorrect TIN
Identity Risk: Rejected files or audit flags
State Penalties: State fines or license impacts possible
Operational Delay: Processing delays increase costs
