What an Election Ballot Run Is and Why it Exists

An Election Ballot Run is a formal record and workflow used to prepare, distribute, collect, and certify a set of ballots for a particular election event or runoff cycle. It typically documents the ballot batch identifier, eligible voter list or distribution cohort, delivery method (mail, in-person, electronic), return instructions, and custody chain. Administrators use a Ballot Run to track issuance counts, monitor returns, and generate the audit trail needed for canvass and certification. The form supports consistent processing across precincts and preserves evidence for post-election review and challenges.

Why a Clear Ballot Run Record Matters

A documented Ballot Run reduces administrative errors, creates an auditable chain of custody, and helps meet statutory certification requirements under state election law. It also preserves evidence in the event of post-election review.

Why a Clear Ballot Run Record Matters

Who Prepares and Uses an Election Ballot Run

Election administrators, municipal clerks, absentee ballot teams, and authorized third-party vendors use Ballot Run records to manage a batch of ballots and track outcomes.

  • Election officials maintaining issuance and return tallies for precincts and mail ballots.
  • Voter registration/absentee teams coordinating requests, mailings, and verification steps.
  • Authorized contractors or third-party processors handling printing, mail, or RON notarization.

Accurate Ballot Run records help ensure transparency during canvass, limit procedural challenges, and support compliance with state certification deadlines.

Key Signers and Decision-Makers

Election Clerk

The official responsible for creating and approving the Ballot Run; verifies counts, signs certifications, and retains the official record for canvass and audit.

Third-Party Processor

An external vendor or staff member who prepares and delivers ballots under contract; signs to acknowledge custody transfer and follows chain-of-custody procedures.

Essential Fields to Include in the Ballot Run

Ballot ID: Unique batch identifier
Voter List: Voter roster reference
Delivery Method: Mail | In-person | Electronic
Precinct: Local jurisdiction code
Issue Counts: Number issued/returned
Signature: Authorized signer and date

Stepwise Procedure to Complete a Ballot Run Record

Follow these ordered steps to create, distribute, and record a Ballot Run with an auditable chain of custody and accurate counts.

  • 01
Prepare Roster: Export eligible voters and verify registration status.
  • 02
Assign Batch: Create unique Ballot ID and set precinct or cohort.
  • 03
Record Issuance: Log issued ballot numbers and delivery method.
  • 04
Capture Returns: Record returned ballots, endorsements, and examiner notes.

Core Components of a Professional Ballot Run Record

A robust Ballot Run document pairs structured data fields with controls for authentication, versioning, and audit history to support certification and post-election review.

Unique Identifiers

Batch and ballot-level IDs that allow precise reconciliation between issued, mailed, and returned items across systems and manifests.

Chain of Custody

Discrete fields for handlers, timestamps, and custody events to document when responsibility transfers and how ballots were transported.

Delivery Method

Clear classification of delivery types (absentee mail, dropbox, in-person, electronic) with mailing and tracking references where applicable.

Adjudication Notes

Structured area for recording reasons for provisional ballots, duplicate returns, or curing actions taken during processing.

Authentication Records

Evidence of signer identity and method (ID check, SMS code, RON session), plus audit trail entries for each action.

Retention Metadata

Fields that record retention period, legal basis, and location for storage to support statutory retention obligations.

Where to File and How Ballot Runs Move Through the System

Ballot Run records typically flow from preparation to distribution, then to return and certification; each handoff should be recorded and retained.

  • Create Record: Generate Ballot Run in election management system or eForm template.
  • Distribute Ballots: Send via vendor mail, in-person pickup, or authorized e-delivery channels.
  • Process Returns: Scan or log returned ballots, update Run record and adjudicate as required.
  • Certify Run: Election official signs final counts and retains the document for audit.

Digital Tools and File Formats for Ballot Runs

Use platforms that support PDF and DOCX templates, audit trails, conditional fields, and secure storage when handling Ballot Runs.

  • File Types: PDF | DOCX | XLSX supported
  • Integrations: Salesforce | NetSuite | Google Workspace
  • Security: TLS in transit, AES-256 at rest

Configuring an Electronic Ballot Run Workflow

Set up fields, authentication, routing, and templates to ensure each Ballot Run follows the same processing steps and audit requirements.

Field Configuration
Ballot ID Field Auto-generate unique ID; required, read-only
Signer Authentication SMS code or KBA for high-assurance workflows
Routing Order Define sequential approval: preparer → supervisor → certifier
Export Format PDF/A signed export with embedded audit trail

Timing Considerations and Common Deadlines

Ballot Run timelines depend on state law; plan for ballot request, mailing, receipt, and certification windows when scheduling runs.

Ballot Request Deadline:

Varies by state; commonly 7–30 days before election for mail requests.

Ballot Mailing Window:

States set earliest and latest mailing dates; follow local SoS guidance.

Return Deadline:

Often postmarked or received by election day or a statutory close date.

Canvass and Certification:

Local boards certify results within state-prescribed period after election.

Retention Start:

Retention periods begin on creation or certification date per regulatory rules.

Key Milestones in an Election Ballot Run

A Ballot Run typically progresses through these numbered milestones, each requiring specific records and approvals.

01

Preparation and Export

Assemble voter lists and create Ballot ID before production.

02

Production and Packaging

Print, package, and log ballots for distribution with tracking.

03

Distribution and Delivery

Dispatch ballots; record carrier tracking and dates.

04

Return Processing

Receive ballots, log returns, and update Run counts for certification.

Common Errors to Avoid When Preparing Ballot Runs

  • Mismatched voter lists between systems causing duplicate or missed issuances and reconciliation problems during canvass.
  • Missing or inconsistent Ballot IDs that prevent automated tallying and create manual reconciliation work during audits.
  • Insufficient chain-of-custody entries when handing ballots to carriers or dropbox teams, creating evidence gaps for challenges.
  • Failure to record authentication method for signers or RON sessions, risking post-election objections to signature validity.

Consequences of Incorrect or Incomplete Ballot Runs

Disallowed Ballots: Ballots may be rejected during canvass
Legal Challenges: Procedural errors can prompt contest or litigation
Fines or Sanctions: Jurisdictions may impose administrative penalties
Delayed Certification: Errors can extend timelines and increase cost
Chain-of-Custody Gaps: Undermines confidence and auditability
Invalid Signatures: ESIGN or witness defects can void authorization
