What the Employment Verification Written VOE Is

The Employment Verification Written VOE is a standardized written verification of employment used by lenders, landlords, benefit administrators, and other verifiers to confirm a person's job status, dates of employment, title, and income. Typically completed by an employer or authorized HR representative, a written VOE documents hire and termination dates, pay frequency, year-to-date earnings, and a verifier contact. VOEs can be issued on company letterhead, a lender-specific form, or electronically with an audit trail and are commonly required for mortgage underwriting, rental screening, and government benefit reviews.

Why a Clear Written VOE Matters

A complete Employment Verification Written VOE speeds eligibility decisions, reduces follow-up, and provides an auditable record. When executed electronically, an eSignature that satisfies ESIGN (15 U.S.C. §7001) or state UETA requirements creates a legally binding record with a verifiable audit trail.

Why a Clear Written VOE Matters

Typical Requesters and Completers

Common requesters and completers of Employment Verification Written VOE include lenders, landlords, employers, and government benefit administrators who need documented proof of employment.

  • Mortgage underwriters verifying income, tenure, and pay frequency for loan eligibility.
  • Property managers checking current employment and income for rental screening decisions.
  • HR or payroll representatives completing VOEs on company letterhead or via authorized e-sign workflows.

Accurate VOEs reduce underwriting delays and limit follow-up verification; employers should centralize requests through HR to ensure consistency and auditability.

Core elements of a professional Employment Verification Written VOE

A professional Employment Verification Written VOE combines standardized identity fields, employment dates, income details, employer contact information, authorization language, and a clear signature block or eSignature audit trail.

Identity Details

Include full legal name, job title, employee ID if applicable, date of birth or last four of SSN only when requested, and current mailing address to support identity and match payroll records.

Employment Dates

State hire date, termination date if applicable, and whether the employee is full-time, part-time, or salaried; accurately determine tenure and eligibility details.

Income Information

Report base pay, year-to-date earnings, overtime, bonuses, pay frequency, and the employer’s method of pay; clarify whether amounts are gross or net to prevent misinterpretation.

Employer Contact

Provide the verifier’s name, HR department phone number and email, company address, and a statement confirming authorization to release employment information on company letterhead.

Authorization

Include a brief employee authorization or indicate that the employer is responding to an authorized third-party request; reference the requester and retain consent documentation for audit.

Signature & Audit

Use a dated signature block with printed name and title; for electronic VOEs use an eSignature with an audit trail capturing signer identity, timestamp, IP address, and document history.

  • HR Review: Verify employment facts against payroll.
  • Authorization Confirmed: Check consent or third-party authorization.

Essential data points to collect

Employee Name: Full legal name as on ID
Employer Name: Registered company or DBA
Employment Dates: Hire and termination dates
Compensation: Gross pay, YTD, frequency
Verifier Contact: Name, phone, email
Signature: Dated signature or e-sign audit

Common preparation and delivery mistakes

  • Providing unsigned or undated VOEs that lenders reject and require resubmission, causing application delays and additional verification work.
  • Omitting pay frequency or gross/net designation, leading to incorrect income calculations during underwriting and possible loan denial.
  • Responding without appropriate authorization or consent, potentially violating employee privacy and generating legal or compliance issues.
  • Using inconsistent employer names or titles that do not match payroll records, which triggers manual follow-up and identity checks.

Key risks and compliance consequences
