What the Equipment Export Form Is and when it’s used

The Equipment Export Form is a standardized record used to document the cross-border shipment of equipment from a U.S. entity to a foreign consignee. Typical contents include exporter and consignee identification, full equipment descriptions (model, serial), value and currency, export classification (ECCN or ITAR category), license or license-exception references, end-user and end-use statements, shipping instructions, and signatures. The form supports export control compliance under the Export Administration Regulations (15 C.F.R. §§730–774) and ITAR (22 C.F.R. §§120–130), and provides the documentary basis for Automated Export System (AES) filings and customs clearance.

Why a clear Equipment Export Form matters

A complete form helps meet U.S. export-control obligations (EAR/ITAR), reduces customs delays, and creates an auditable record of classification, license status, and end-use conditions required by government agencies and commercial partners.

Why a clear Equipment Export Form matters

Typical users and teams that complete this form

Teams that prepare and authorize exports rely on the Equipment Export Form to confirm classification, licensing, and consignee details before shipment.

  • Manufacturers and Exporters — Operations and export compliance staff completing classification and license checks prior to shipment.
  • Logistics and Freight Forwarders — Prepare AES/EEI filings and coordinate customs clearance and transport documentation.
  • Legal and Compliance Teams — Review ECCN/ITAR determinations, end-user statements, and licensing obligations.

Clear responsibility and review steps reduce regulatory risk and speed logistics handoffs between departments and external partners.

Step-by-step: completing an Equipment Export Form

Follow these four high-level actions to prepare a compliant export record before shipment.

  • 01
Gather Documents: Collect invoices, technical specs, and prior classification memos.
  • 02
Classify Equipment: Determine ECCN or ITAR category and license needs.
  • 03
Complete Form: Enter all fields, verify serial numbers, and attach supporting documents.
  • 04
Authenticate & File: Obtain signatures, file EEI in AES if required, and retain copies.

How the form fits into the export workflow

The form moves documents from internal review through external filing and shipment; each step logs decisions needed for compliance and customs.

  • Prepare: Populate form and attach technical specs.
  • Validate: Compliance reviews classification and licensing.
  • Route: Send to freight forwarder and consignee as required.
  • File: Submit EEI/AES and retain completed record.

Common mistakes to avoid when preparing the Equipment Export Form

  • Using an imprecise technical description that prevents proper ECCN determination and forces reclassification or shipment hold.
  • Failing to list the ultimate consignee or end-user, which can trigger additional screening or regulatory inquiries.
  • Omitting serial numbers or listing incorrect values and currency, causing customs valuation disputes and fines.
  • Exporting without confirming license requirements or filing EEI when required, which risks seizure and penalties.

Key timing and filing requirements related to export documentation

Certain shipments require pre-export electronic filing and license approvals; know the basic thresholds and when to file.

EEI/AES Filing Threshold:

Shipments valued over $2,500 normally require EEI filing in AES before export.

License Timing:

Apply for BIS or DDTC licenses well before planned shipment; processing times vary by agency.

License Exceptions:

Confirm license exceptions apply and record justification before export.

Document Retention:

Retain export documentation per agency retention rules after shipment.

RON and Notarization:

Notarization and RON availability depend on state rules; verify before remote notarization.
