What the Expat Tax RFP Is and When It’s Used

An Expat Tax RFP (Request for Proposal) is a formal procurement document used by employers, funds, or institutions to solicit proposals from tax firms that provide expatriate tax compliance and advisory services. The RFP defines scope, deliverables, fee structures, data security expectations, and service-level terms for assignment, payroll tax, foreign tax credits, treaty analysis, and filing support across jurisdictions. It frames evaluation criteria and vendor qualifications so procurement and tax teams can compare technical approach, technology, staffing, compliance credentials, and price in a consistent format.

Why an Expat Tax RFP Adds Value for Organizations

A structured RFP standardizes requirements across candidates, reduces procurement bias, and yields comparable proposals for cost, compliance, and service coverage. It clarifies expectations about cross-border filings, data handling, and timelines, making vendor evaluation defensible and auditable.

Why an Expat Tax RFP Adds Value for Organizations

Who Issues or Responds to an Expat Tax RFP

RFP respondents should demonstrate technical capability, global filing capacity, security controls, and documented SLAs aligned to the issuer’s evaluation criteria.

  • Multinational Corporations managing employee mobility programs and global payroll compliance.
  • Public and private funds or private equity firms with cross-border staff and investment teams.
  • Tax advisory firms and boutique expat-specialist providers responding with technical proposals.

Core Sections to Include in a Professional Expat Tax RFP

A comprehensive RFP covers scope, evaluation criteria, security, pricing model, reporting, and contractual terms so bidders can respond uniformly and evaluators can score proposals objectively.

Scope of Work

Define services (compliance filings, advisory, payroll coordination, treaty position papers, FBAR/FBAR review), jurisdictions covered, and expected deliverables for each service category.

Technical Approach

Request methodology for case intake, deadlines, quality controls, escalation processes, and use of tax technology for tracking and reporting across multiple jurisdictions.

Security & Compliance

Require data protection details, encryption, access controls, incident response, HIPAA/FERPA handling where applicable, and BAA availability for health-related data.

Pricing & Fees

Specify pricing model (per-assignment, flat retainer, hourly rates, blended rates), estimated volumes, change-order process, and billing cadence.

Staffing & Resumes

Ask for team structure, resumes of key personnel, local filing partners, SLAs for turnaround, and language coverage for expatriate populations.

Contract Terms

Include proposed contract term, termination rights, liability limits, data retention obligations, audit rights, and transition assistance provisions.

Common Mistakes to Avoid When Preparing or Issuing an RFP

  • Vague scope language that leaves pricing open to interpretation, causing inconsistent bids and time-consuming clarifications.
  • Omitting security requirements or acceptance criteria for data handling, which delays vendor selection and contract negotiation.
  • Failing to specify volume estimates and complexity tiers, leading vendors to inflate contingency charges in proposals.
  • Not preserving an audit trail of amendments or Q&A, which raises disputes about deadline changes or scope clarifications.
