What Expense Check Requests are and when they matter

Expense Check Requests are standardized forms used by organizations to request issuance of a check for reimbursement, vendor payment, or petty cash disbursement. The document captures payee identity, payment amount, purpose, supporting receipts, accounting codes, and required approvals so treasury and accounts payable can validate and process payments. Properly completed requests reduce errors, improve auditability, and support tax and ledger reconciliation. Where permitted, electronic completion and eSigning follow ESIGN and UETA principles, and additional privacy safeguards apply when handling HIPAA or FERPA-protected information.

Why a clear expense check request improves controls

A well-formed Expense Check Request documents authorization, enforces approval hierarchies, and creates an auditable trail for accounting and tax purposes. Clear forms reduce payment delays, lower the risk of duplicate or incorrect disbursements, and simplify month-end and year-end reconciliations.

Why a clear expense check request improves controls

Who completes and who approves these requests

Common users include departmental requesters, approvers, accounts payable staff, and external vendors submitting payment requests.

  • Department managers — review and approve expenses against budgets and project codes.
  • Accounts payable — validate receipts, reconcile ledgers, and schedule disbursement for processing.
  • Vendors and contractors — submit invoice-based check requests for goods or services rendered.

Organizations across private sector, nonprofits, and government use these requests to standardize payments and support internal controls and audits.

Step-by-step: from request to check issuance

Follow this sequence to complete, approve, and process Expense Check Requests with minimal rework.

  • 01
Prepare Request: Gather receipts, invoice, and budget code.
  • 02
Complete Form: Fill payee, amount, dates, and GL code.
  • 03
Obtain Approvals: Manager and finance approvers sign or e-sign.
  • 04
Submit to AP: Send to accounts payable for verification and check issuance.

Typical routing and processing flow

The routing below shows typical movement from requester through approvals to issuance and final records retention.

  • Requester: Completes fields, attaches receipts, and initiates the request.
  • Manager: Reviews justification, verifies budget availability, and signs approval.
  • Accounts Payable: Validates supporting documents, posts to ledger, and schedules payment.
  • Treasury / Payroll: Issues check or ACH and updates payment records.

Configuring online workflows to match your approvals

Map approval tiers, authentication strength, and conditional routing in the workflow to match internal policy and thresholds.

Field Configuration
Approval Order Sequential approvals: manager then finance.
Authentication Email link, SMS code, or stronger KBA when required.
Attachments Allow PDF/JPEG uploads up to a 10 MB limit.
Conditional Routing Route to finance or treasury when amount exceeds threshold.

Technical capabilities to support eSubmission and tracking

Ensure the chosen platform supports required file types, signer authentication methods, audit trails, and integrations with accounting or ERP systems.

  • File types: PDF, DOCX, image support
  • Authentication: Email, SMS, or KBA options
  • Integrations: ERP, accounting, cloud storage

Essential elements of a professional Expense Check Request

A complete request captures payee and payment details, required approvals, accounting codes, attachments, version history, and an audit trail to support processing and compliance.

Payee Information

Full legal name, remit address, tax classification, and any ACH or mailing instructions to ensure accurate delivery of funds.

Payment Details

Numeric amount, amount in words if needed, payment type (check/ACH), and any special handling or settlement instructions.

Supporting Documents

Attach invoices, receipts, purchase orders, and approvals; include clear file names and a single PDF when possible for streamlined review.

Approvals

List approvers by name and role, include signature fields or eSign steps, and capture timestamps for each authorized action.

Accounting Codes

Provide GL account, cost center, and project codes so AP posts the transaction correctly and avoids reclassifications.

Audit Trail

Retain a record of edits, signatures, signer identity, and timestamps for compliance and internal control testing.

Key required data elements at a glance

Payee Name: Full legal name
Payment Amount: Numeric USD value
Payment Date: MM/DD/YYYY format
GL / Budget Code: Ledger allocation code
Approver Name: Authorized approver
Attachments: Invoice or receipt

Common timing expectations and cutoff dates

Internal and external deadlines determine when a request must be submitted to meet payroll, vendor terms, and tax reporting; align forms to your organization's SLA.

Payroll Cutoff Date:

Submit requests two business days before payroll processing.

Month-End Close:

Requests affecting month-end must post by last business day.

1099 Preparation:

Collect payee TINs before year-end for accurate 1099 reporting.

Vendor Terms:

Schedule payments to respect agreed net terms (Net 30/45).

Internal SLA:

AP typically processes requests within 5–10 business days.

Common mistakes that delay payments

  • Missing or illegible receipts often stop approval and require resubmission, increasing processing time.
  • Incorrect GL or project codes cause misallocations and trigger time-consuming accounting rework.
  • Mismatched payee names or missing TINs can require tax verification and induce backup withholding.
  • Insufficient approver information or out-of-date approval hierarchies lead to stalled or unauthorized disbursements.

Consequences of errors or noncompliance

Late Payment: Vendor fees or interest
Tax Reporting Errors: IRS penalties or adjustments
Backup Withholding: 24% withholding may apply
Fraud Exposure: Unauthorized payments risk loss
Compliance Breach: HIPAA/FERPA exposure for protected data
Reconciliation Issues: Increased audit findings

Key milestones from request to recordkeeping

A sequential view of major stages helps teams meet processing timelines and audit readiness.

01

1. Submission

Requester uploads form and attachments.

02

2. Approval

Manager and finance review and sign.

03

3. Issuance

AP or treasury issues check or ACH.

04

4. Archival

Store signed record and receipts per retention policy.

Practical examples showing benefits in real workflows

Two scenarios illustrate how standardized requests reduce delays, support audits, and improve internal controls across organizations.

Property Management Example

A regional property manager consolidated vendor reimbursements using standardized Expense Check Requests across three offices to eliminate inconsistent forms and missing receipts.

  • Result: approvals moved 50% faster.
  • By standardizing fields and requiring attached receipts, the team reduced reconciliation time, lowered duplicate payments, and provided clear documentation for auditors and year-end tax reporting while preserving centralized ledger accuracy.

Healthcare Clinic Example

A multi-site clinic implemented eSigned expense requests with HIPAA-aware workflows to handle patient-related reimbursements and vendor payments.

  • Result: secure, auditable approvals within 48 hours.
  • Encrypted storage, role-based access, and retention aligned with HIPAA reduced compliance risk and ensured reimbursement records were available for insurance reconciliations and audits without physical paperwork delays.

Practical tips for accurate and efficient processing

Adopt consistent templates, required fields, and clear approval paths to accelerate processing and reduce exceptions.

Standardize fields and names
Use a single, organization-wide template and required validations (e.g., numeric amount fields, MM/DD/YYYY dates) to eliminate common formatting errors that delay AP processing and reconciliation.
Require receipts and references
Mandate invoice or receipt uploads at submission; consistent document naming and a single PDF per request speed review and reduce missing-evidence exceptions during audits.
Align approvals with thresholds
Implement tiered routing so amounts above defined thresholds require additional signoff; this prevents unauthorized disbursements and supports internal control testing.
Preserve audit metadata
Capture signer identity, timestamps, IP addresses, and version history for every approval action to support compliance and simplify dispute resolution.
