What the Expense Reimbursement Attestation Is

An Expense Reimbursement Attestation is a signed declaration by an employee or contractor confirming that submitted expenses were incurred for legitimate business purposes, match supporting receipts, and comply with employer policy. The attestation typically itemizes dates, vendors, amounts, business purpose, and attaches receipts or electronic evidence. Employers use the attestation to authorize payment, maintain an audit trail, and meet tax substantiation requirements. When signed electronically, the attestation is admissible and enforceable under federal e-signature frameworks when the signature meets intent, consent, attribution, and retention tests.

Why an Attestation Matters for Accurate Reimbursements

A clear attestation reduces payment errors, supports tax documentation, and creates a single record linking receipts to approval. It helps employers detect duplicates and enforces internal controls.

Why an Attestation Matters for Accurate Reimbursements

Who Typically Completes and Approves These Attestations

Multiple roles interact with expense attestations depending on organizational structure and workflow.

  • Employees and contractors: Complete the attestation and attach receipts for reimbursement requests.
  • Managers and approvers: Verify business purpose, confirm policy compliance, and sign approval.
  • Finance / Accounts Payable: Validate totals, reconcile with accounting codes, and issue reimbursement.

Clear role separation — submitters, approvers, and payers — helps speed processing and maintain controls.

Core Elements Every Professional Attestation Should Include

A complete attestation combines factual expense details, a signed statement of purpose, and approver endorsement so payments can be validated, recorded, and retained for audits.

Attestation Statement

A concise declaration that expenses were business-related, accurate, and not previously reimbursed, forming the legal basis for payment.

Expense Line Items

Each entry lists date, vendor, expense category, and amount so accounting can classify and reconcile transactions.

Supporting Receipts

PDF/jpg attachments or scanned receipts tied to line items to provide substantiation for IRS and internal audits.

Policy Reference

A short citation of the employer expense policy or per diem rule that governs allowed reimbursements.

Signatures and Dates

Employee signature, signature date, and approver signature fields documenting intent and authorization.

Payment Details

Bank or payroll routing, reimbursement method, and accounting code for timely and accurate payment.

Step-by-Step: Completing an Expense Reimbursement Attestation

Follow these sequential steps to complete a typical attestation accurately and minimize processing delays.

  • 01
Collect Receipts: Gather original receipts and any supporting invoices before you begin.
  • 02
Enter Expense Details: Populate date, vendor, amount, and concise business purpose for each line item.
  • 03
Attach Documentation: Attach scanned receipts or photos and confirm each file matches the line item.
  • 04
Sign and Submit: Sign the attestation, confirm accuracy, and submit to your approver for authorization.

Configuring an Online Attestation Workflow

Set up the digital workflow so required fields, approvers, and authentication align with policy and audit needs.

Field Configuration
Required Fields Make name, date, amount, and receipt fields mandatory.
Conditional Logic Show approver field when amount exceeds policy threshold.
Signer Authentication Use email+SMS or SSO for higher-assurance signers.
Routing Auto-route to manager, then to Accounts Payable for payment.

How Submission and Approval Typically Flows

A typical eSubmission cycle moves from the submitter to approver to accounts payable with audit captures at each stage.

  • Submitter Uploads: Upload attestation and receipts to the system for review.
  • Manager Review: Manager verifies business purpose and policy compliance.
  • Finance Validation: Accounts Payable checks totals, codes expenses, and schedules payment.
  • Payment Issued: Reimbursement paid via payroll or separate ACH disbursement.

Technical Requirements for Digital Completion and Delivery

Ensure the platform supports common file formats, secure authentication, and an auditable signing record.

  • File Formats: PDF, DOCX, JPG supported
  • Integrations: ERP and payroll connectors available
  • Authentication: Email, SMS, SSO, optional KBA

Security and Compliance Considerations

Encryption: TLS 1.2/1.3 in transit; AES-256 at rest
Audit Trail: Timestamp, IP, and action history retained
ESIGN / UETA: Compliant with federal and state e-sign laws
HIPAA Support: BAA available for protected health information
21 CFR Part 11: Capability for regulated records
Access Controls: Role-based permissions and SSO options

Common Preparation Errors to Avoid

  • Omitting receipts or attaching illegible images that prevent verification and trigger reviewer requests for clarification.
  • Entering incorrect dates or amounts that do not match merchant receipts, causing reconciliation delays or denial.
  • Using vague business purposes (for example, 'meeting') rather than specific client or project descriptions required for audit.
  • Submitting claims after policy windows expire, which can lead to rejection or need for additional approvals.

Risks and Consequences of Incorrect Attestations

Payment Delay: Reimbursement may be postponed pending clarification
Tax Disallowance: Unsubstantiated expenses may be non-deductible
Disciplinary Action: Fraud or repeated errors can lead to discipline
Duplicate Claims: Overpayment risk if duplicates are not caught
Audit Exposure: Insufficient records increase audit findings
Record Violations: Failure to retain records may breach regulations

Typical Timing and Processing Expectations

Employers set deadlines for submission and processing; below are common timelines to plan around. Policies vary by organization.

Submission Window:

Common policy: submit within 30–90 days of expense

Approver Response Time:

Managers typically review within 7–14 business days

Payment Timing:

Reimbursement often issued within next payroll or 30 days

Payroll Cutoffs:

Submit at least 5 business days before payroll cutoff

Retention for Tax:

Keep records at least 3 years for IRS purposes

Key Processing Milestones for a Reimbursement Request

Track these numbered milestones from submission through payment to monitor status and identify bottlenecks.

01

3. Accounts Payable Review

Finance verifies totals, codes expenses, and approves payment.

04

4. Payment Issued

Real-World Examples of Attestation Use

Two brief examples show how organizations apply attestations to speed reimbursements and maintain compliance.

Optica Ventures — Streamlining Claims

A small investment firm needed a simple way to collect expense confirmations and receipts from remote staff.

  • The team adopted standardized attestations tied to receipt uploads.
  • The result reduced back-and-forth with approvers and centralized records for audits while keeping the process simple for employees.

Martin Properties — Mobile Approvals

A real estate operator required on-the-go reporting for property-related purchases.

  • Agents submitted attestations from mobile devices with photos of receipts.
  • This removed paper trails, accelerated approvals, and ensured consistent documentation for accounting and tax reporting.
