What an Expense Reimbursement Note Is and When it’s Used

An Expense Reimbursement Note is a written record documenting a request for repayment of business-related costs incurred on behalf of another party. It lists the payee, expense dates, itemized amounts, supporting receipts or invoices, and the purpose of each charge. Organizations use the note to authorize payment, create an audit trail, and support internal accounting and tax records. When properly completed and retained, it helps distinguish reimbursed business expenses from taxable income and provides evidence for payroll or accounts-payable processing.

Why a Clear Expense Reimbursement Note Matters

A precise reimbursement note reduces processing delays, strengthens audit readiness, and helps maintain correct tax treatment for reimbursements. Electronic records that meet ESIGN (15 U.S.C. ch. 96) and UETA standards create reliable evidence of intent and retention.

Why a Clear Expense Reimbursement Note Matters

Who Typically Prepares and Approves These Notes

Employees, contractors, and department managers prepare reimbursement notes; finance and payroll teams review and approve them.

  • Employees submitting out-of-pocket business expenses for repayment, including travel and supplies.
  • Contractors invoicing for reimbursable project expenses when separate from contract payments.
  • Finance or accounts-payable staff who verify receipts, code expenses, and authorize payment.

Accurate roles and a clear approval path make processing predictable and reduce follow-up questions.

Core Elements to Include in a Professional Note

A standardized layout speeds review and creates consistent records. Include clear identifiers, itemization, and signer information to support accounting and compliance.

Header

Document title, unique reference number, and effective date to identify the request in accounting systems and audit trails.

Payee

Full legal name and tax ID or employee ID so payments and tax reporting map correctly to the recipient.

Itemized Expenses

Date, vendor, description, and individual amounts for each charge to support expense classification and reimbursement approvals.

Supporting Documents

List of attached receipts, invoices, or mileage logs; attachments must be legible and show date and amount.

Approval Block

Designated approver name, title, signature, and date to show who authorized payment and accountability for the expense.

Accounting Codes

GL account or project codes to ensure the expense posts to the correct budget line and facilitates month-end reconciliation.

Step-by-Step: Filling and Submitting the Note

Follow a consistent sequence from preparation through approval to minimize rework and ensure timely reimbursement.

  • 01
Gather Receipts: Collect all invoices, receipts, and mileage logs for the expenses claimed.
  • 02
Complete Fields: Enter payee, dates, descriptions, amounts, and accounting codes accurately.
  • 03
Attach Evidence: Upload clear scans or photos of receipts and invoices in PDF or JPG.
  • 04
Submit for Approval: Send to the designated approver or upload to the expense system for review.

Configuring an Online Reimbursement Workflow

Set up routing, required fields, and file types before using the note to avoid manual handoffs and missing data.

Field Configuration
Required Fields Payee, date, amount, and attachment required
Routing Auto-route to manager then finance
File Types Accept PDF, JPG, PNG, DOCX
Notifications Email alerts on submission and approval

Where to Send or File a Completed Note

Select the recipient or system that matches your organization’s policy: payroll, accounts payable, or a designated expense platform.

  • Direct to Finance: Send to accounts-payable inbox for payment processing.
  • Expense Portal: Upload to the centralized expense-management system if available.
  • Manager Approval: Email or approval link to the cost-center manager.
  • Paper Filing: If required, submit original receipts to payroll or HR.

Delivery Formats and Integration Considerations

Choose formats and integrations that match your finance systems to reduce rekeying and reconcile faster.

  • File Formats: PDF preferred; DOCX and XLSX accepted
  • Common Integrations: Connectors for NetSuite, Salesforce, and Google Workspace
  • Authentication: Email, SMS code, or stronger verification

Confirm export and API settings with your IT or finance team to maintain data integrity and make audit retrieval straightforward.

Typical Timing and Deadlines to Expect

Different deadlines govern submission, approval, payment, and any required tax reporting. Know which apply to employees versus contractors.

Employee Submission Deadline:

Commonly 30–60 days from expense date per company policy

Manager Approval Timeline:

Often 5–10 business days after submission

Payment Timing:

Paid in next payroll or AP cycle after approval

W-9 Requirement:

W-9 provided upon request; no IRS filing deadline

1099-NEC Reporting:

Contractor reimbursements may affect Jan 31 1099-NEC reporting

Common Errors to Watch For

  • Missing receipts or illegible images cause rejections and processing delays.
  • Incorrect payee or TIN leads to backup withholding and payment holds.
  • Vague descriptions force approvers to request clarifying information.
  • Improper coding to the wrong GL account complicates reconciliation and audits.

Risks and Penalties of Inaccurate or Missing Information

Backup Withholding: 24% withholding may apply
1099 Penalties: Per-form fines for late/incorrect filings
Taxable Income Risk: Unsubstantiated reimbursements may be taxable
Payment Delays: Missing info stalls payment
Audit Exposure: Insufficient records increase audit risk
Internal Discipline: Policy violations can lead to corrective action
