What the FPCA Form Request Is and Who It Serves

FPCA Form Request (Federal Post Card Application) is the standard form U.S. citizens living or stationed abroad use to register to vote, update registration, and request an absentee ballot from their state or local jurisdiction. It implements absentee voting rights for voters covered by the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) and is accepted by most election offices as both a registration and ballot request. The FPCA captures identity, last U.S. residence, voting residence, and preferred ballot delivery method so election officials can determine eligibility and issue appropriate ballots.

Why the FPCA Form Request Matters

Using the FPCA Form Request consolidates voter registration and absentee ballot request into a single document, reducing administrative steps for voters overseas and for election officials while helping ensure timely ballot issuance and continuity of voting rights.

Why the FPCA Form Request Matters

Who Typically Completes an FPCA Form Request

U.S. citizens abroad and state election officials use the FPCA Form Request to register, update registration, and request absentee ballots.

  • Uniformed service members stationed overseas who need absentee ballots for federal and state elections.
  • U.S. citizens living abroad seeking to maintain voter registration and receive absentee ballots.
  • State and local election offices processing voters covered by UOCAVA and verifying eligibility.

Election administrators rely on FPCA submissions to validate residency, generate ballots for covered voters, and manage overseas voter communication and delivery logistics.

Core Elements of a Complete FPCA Form Request

A professionally completed FPCA Form Request includes accurate identity details, precise residence data, and clear delivery preferences so election officials can verify eligibility and issue the correct ballots without delay.

Voter Identity

Enter full legal name, date of birth, and any required identification details exactly as shown on government-issued ID; mismatches can trigger manual verification and slow processing.

U.S. Residence

Provide your last U.S. address (street, city, county, state) because it determines your voting precinct and which contests appear on your ballot.

Mailing Options

Specify preferred ballot delivery and return method—email, fax, or postal mail—and enter the full, correct delivery address to prevent routing errors.

Ballot Request

Indicate which elections you want ballots for (primary, general, special) so officials can include the correct contests and party-specific ballots if applicable.

Authorization

Sign and date the authorization block to attest to identity and consent; eSignatures are acceptable where state rules permit under ESIGN and UETA.

Supporting Docs

Attach any required proof of identity or prior registration if your jurisdiction requests it; missing documents may delay or prevent processing.

Step-by-Step: Complete and Submit an FPCA Form Request

Follow these steps to complete and submit the FPCA Form Request accurately for absentee ballot delivery.

  • 01
Download Form: Obtain the official FPCA from your state election website.
  • 02
Complete Fields: Fill all required fields using MM/DD/YYYY format where applicable.
  • 03
Sign and Date: Sign physically or apply a compliant eSignature capturing intent and attribution.
  • 04
Submit: Send the form to the local election office by your chosen method and retain proof of submission.

Configuring an Online FPCA Workflow

Configure an online FPCA workflow to collect form fields, capture signatures, and automate delivery preferences for reliable processing.

Field Configuration

Conditional Fields Show delivery options when overseas location selected

FPCA eSubmission Workflow Overview

The FPCA eSubmission workflow moves the completed form through field capture, signer authentication, and secure delivery to election officials with an audit trail.

  • Upload: Submit completed FPCA as PDF or form data.
  • Place Fields: Add signature, date, and delivery fields for the signer.
  • Authenticate: Verify signer identity via email link or multi-factor authentication.
  • Deliver: Transmit to the state or local election office with an audit trail.

Technical Requirements for eSubmission Platforms

Choose a platform that supports PDF and DOCX uploads, secure eDelivery, audit trails, and integrations with voter management systems for reliable FPCA processing.

  • File Types: PDF and DOCX accepted for upload
  • Integrations: Works with Google Workspace and NetSuite
  • Authentication: Email link, SMS, or knowledge-based options

Timing Considerations and Typical Lead Times

FPCA submission windows and processing deadlines vary by state; submit early and account for international delivery times to maximize the chance of receiving and returning a ballot.

Recommended lead time:

Submit at least 45 days before an election when possible.

Overseas mailing buffer:

Allow 4–6 weeks for international postal delivery.

Email delivery windows:

Some states email ballots within two weeks of receipt.

State deadlines vary:

Check your local election office for official cutoffs.

Last-minute options:

Many states permit fax or email emergency ballot requests.

Common Mistakes to Avoid When Preparing an FPCA Form Request

  • Incomplete residence information causes jurisdiction mismatch and ballot misrouting, resulting in delayed or rejected absentee ballots if the county cannot determine the correct precinct.
  • Using nicknames or inconsistent names compared to voter registration records triggers identity verification steps and may require supplemental documentation, slowing processing.
  • Failing to select a delivery method or providing an incorrect international mailing address leads to undelivered ballots and missed voting opportunities.
  • Missing signature or improperly captured electronic consent under ESIGN/UETA can render the FPCA invalid and cause rejection by election officials.

Risks and Potential Consequences of Errors on an FPCA

Ballot Rejection: Missing or incorrect data
Delayed Receipt: Postal transit issues
Verification Delay: Name mismatch verification
Legal Risk: False statements may carry penalties
Privacy Exposure: Improper handling of protected data
Lost Evidence: Failure to retain records
