What a Grant Application Letter of Intent Is and When It’s Used

A Grant Application Letter of Intent (LOI) is a concise, formal notice submitted to a funder describing an applicant’s intent to apply for a specific grant opportunity. It typically summarizes the applicant organization, project purpose, estimated budget, and anticipated outcomes. LOIs are used to screen applicants, request full proposals, and establish a timeline for submission. They are usually shorter than full proposals, focus on fit and feasibility, and may be mandatory or optional depending on the funder’s application process.

Why a Well-Prepared LOI Matters

A clear, compliant LOI positions your project for invitation to submit a full proposal and signals eligibility, alignment, and organizational capacity to funders.

Why a Well-Prepared LOI Matters

Who Typically Prepares and Submits an LOI

Ensure the person completing the LOI is authorized to represent the organization and can commit to required follow-up if invited.

  • Nonprofit program staff and development directors who manage grant portfolios and stakeholder communications.
  • University research administrators and principal investigators preparing to pursue sponsored research funding.
  • Small business owners and project managers seeking public or private grant support for operational projects.

Essential Elements to Include in a Professional LOI

A standard LOI contains specific headings and concise content that lets reviewers quickly assess eligibility, scope, and budget realism.

Applicant Name

Full legal organization name and any DBA used in funding documents, plus brief institutional description and mission alignment.

Project Title

A short, descriptive title that reflects the primary activity and intended community or beneficiary group for the proposed project.

Project Summary

Two to four sentences summarizing goals, primary activities, expected outcomes, and a one-line description of evaluation methods.

Budget Snapshot

Estimated total project cost and requested award amount with a one-line note on matching funds or in-kind contributions.

Timeline

High-level start and end months or quarters, plus key milestones that show feasibility within the funder’s program period.

Authorized Signatory

Name, title, and contact information for the person authorized to sign; include signature block and date if required.

Step-by-Step: Completing and Submitting an LOI

Follow this sequence to prepare, review, and submit a compliant LOI that meets common funder expectations.

  • 01
Confirm Eligibility: Review funder criteria and confirm your organization meets requirements.
  • 02
Draft Content: Write concise project summary, objectives, and budget snapshot.
  • 03
Internal Review: Have authorized staff and finance review for accuracy and feasibility.
  • 04
Submit and Record: Submit by funder deadline and retain submission confirmation and copy.

Digital Submission Configuration for eSubmission

Configure your online workflow to ensure secure routing, required authentication, and correct file formats before submitting an LOI.

Typical eSubmission Flow for an LOI

This flow maps the sender and reviewer stages most commonly used in online LOI submission systems.

  • Prepare Document: Assemble LOI and supporting attachments in final form.
  • Place Fields: Add signature, name, and date fields as required.
  • Send to Signer: Deliver via email link with authentication.
  • Receive Confirmation: Capture signed PDF and audit trail in archive.

Technical Considerations for Electronic LOIs

  • Integrations: Salesforce, NetSuite, Google Workspace
  • Authentication: Email, SMS, or advanced options

Common LOI Deadlines and Funder Timelines

LOI schedules vary by funder. Track submission windows, full proposal invitations, and reporting deadlines to avoid missed opportunities.

LOI Window:

Typically open for a defined period; check funder announcement.

Full Proposal Deadline:

If invited, full proposal deadlines follow LOI invitations by weeks to months.

Award Decision:

Funders usually announce awards within 60–180 days after proposal review.

Project Start Date:

Award letters specify allowable start dates and funding periods.

Reporting Deadlines:

Progress and final reports typically required at specified intervals.

Key Milestones from LOI to Award

A sequential milestone timeline helps coordinate internal approvals and external submissions for grant-funded projects.

01

LOI Submission

Submit concise intent by funder’s stated deadline.

02

Invitation to Apply

Funder confirms invitation and provides full proposal instructions.

03

Full Proposal Submission

Deliver detailed narrative, budget, and attachments.

04

Award Notification

Receive award letter or declination with next steps.

Common Mistakes to Avoid When Preparing an LOI

  • Submitting after deadline or to the wrong funding opportunity can result in immediate disqualification without review.
  • Providing vague objectives or undefined metrics reduces reviewer confidence in project feasibility and measurable impact.
  • Mismatched organizational names or incorrect EINs cause administrative delays and may trigger eligibility verification requests.
  • Failing to follow funder page limits, formatting, or required attachments often leads to desk rejection.

Consequences of an Incomplete or Incorrect LOI

Disqualification: Missed deadlines can invalidate the application
Loss of Funding: Misrepresentation may forfeit current and future awards
Audit Risk: Inaccurate budgets invite financial review
Reputational Harm: Repeated errors reduce funder trust
Withholding: Incorrect tax IDs may trigger withholding
Legal Exposure: False statements may lead to compliance actions

Essential Data Fields to Include on an LOI

Applicant Legal Name: Full registered name
EIN / TIN: Nine-digit identifier
Project Title: Concise descriptive title
Primary Contact: Phone and email
