What an Identification Letter Is and when it’s used

An Identification Letter is a short, formal document used to confirm an individual's identity for a specific administrative purpose, such as releasing records, verifying residency, or completing a transaction. It typically names the person, lists the identifying documents shown, indicates the purpose of the verification, and is signed and dated by the issuing party. Identification Letters are used by employers, financial institutions, landlords, government agencies, and legal representatives. Electronic copies and signatures are generally acceptable under ESIGN (15 U.S.C. ch. 96) and state UETA laws when the process establishes intent, attribution, consent, and retention.

Why a clear Identification Letter matters

A well‑prepared Identification Letter reduces processing delays, documents authority to release or accept information, and creates a traceable record for audits or disputes while supporting compliance with ESIGN and applicable state rules.

Why a clear Identification Letter matters

Who typically issues or requests an Identification Letter

The document's exact format and required attachments vary by recipient and regulatory context; confirm requirements before preparing the letter.

  • Human resources and payroll teams verifying identity for onboarding and benefits enrollment.
  • Financial services and compliance teams for KYC, account access, and record release.
  • Real estate agents, title companies, and landlords confirming identity for lease and closing processes.

Core elements to include in a professional Identification Letter

Include concise, verifiable details and a clear signatory block so recipients can confirm identity and authority without further correspondence.

Letterhead

Issuing organization or individual's name, address, and contact information so recipients can verify the source and follow up if needed.

Recipient and Purpose

Name the receiving party and state the clear, limited purpose for the identity verification or record release to avoid scope creep.

Identity Details

List the person's full legal name, date of birth, and the specific ID documents presented (type, issuing authority, and number) for precise cross-checks.

Verification Statement

A short attestation that the issuer has examined the listed ID documents, observed them in person or via RON, and believes the identity to be correct.

Signature Block

Printed name, title, organization, signature, and date; include notarization or witness language if the recipient requires it.

Attachments

Reference attached copies of ID documents, consent forms, or authorization letters; mark any attachments as redacted copies where appropriate.

Essential data fields to capture

Full legal name: As shown on government ID
Date of birth: MM/DD/YYYY format
ID type & number: Driver's license, passport, etc.
Issuing authority: State or country agency
Purpose stated: Reason for verification
Issuer contact: Name, title, phone/email

Step‑by‑step: preparing an Identification Letter

Follow these sequential actions to prepare a complete, verifiable Identification Letter for most administrative needs.

  • 01
Gather IDs: Collect government ID and any secondary documents.
  • 02
Draft purpose: State the exact, limited reason for verification.
  • 03
Record details: Enter names, ID numbers, and issuing authority.
  • 04
Authenticate and sign: Sign, notarize or use RON as required.

Configuring an online workflow for repeated ID letters

Set up a template and authentication to reduce manual steps while maintaining required evidence and audit trails.

Field | Configuration Template field name | Behavioral setting or rule
Template name Create reusable identification letter template
Authentication Email + SMS code or KBA for higher assurance
Conditional fields Show notarization checkbox when required
Reminder schedule Auto-reminders 3 and 7 days after request

Where to send the completed Identification Letter

Identify the recipient and follow their submission preferences to ensure acceptance and minimal follow-up.

  • Direct to Requester: Email or upload to the requester’s secure portal
  • Third‑party Recipient: Send to a designated agency or records office
  • Notary or Registrar: Provide for notarization if required before submission
  • Archive Copy: Store a signed copy in your records for audits

Technical requirements for electronic preparation and delivery

Use a platform that preserves an immutable audit trail, supports the required signer authentication level, and stores copies in a secure, access-controlled repository to meet ESIGN and UETA record retention requirements.

  • File formats: PDF or DOCX are widely accepted
  • Authentication: Email + SMS, KBA, or higher assurance methods
  • Integrations: Support for CRM or cloud storage integrations

Timing: when to provide or request an Identification Letter

Timely delivery prevents service delays; deadlines vary by recipient and context.

On Request:

Provide the letter when the requester demands identity verification.

Before Transaction:

Submit prior to releasing records or completing sensitive transactions.

Notarization Window:

Allow 1–3 business days for in-person notarization scheduling.

Remote Options:

RON can reduce turnaround to same day when allowed.

Retention for Audit:

Retain a signed copy per your organization’s retention schedule.

Common pitfalls when preparing Identification Letters

  • Mismatched names between the letter and government ID that trigger additional verification requests and delays.
  • Omitting the specific purpose of the verification, causing the recipient to reject or seek clarification.
  • Failing to include issuer contact information, which prevents the recipient from confirming authenticity easily.
  • Using vague ID descriptions (e.g., 'ID shown') instead of specific document type, issuing authority, and number.

Consequences of incorrect or incomplete Identification Letters

Service Denial: Application or request may be rejected
Processing Delay: Extra verification extends timelines
Legal Dispute: Potential contract or access disputes
Regulatory Risk: Noncompliance with identity rules
Financial Exposure: Charges or withholding may result
Fraud Risk: Insufficient proof increases fraud vulnerability
