What the Identification PAN Card Is and when it appears in U.S. workflows

The Identification PAN Card is a government-issued identity and tax identifier (Permanent Account Number) commonly used by individuals and entities tied to the Indian tax system. In cross-border or immigrant contexts the PAN Card functions as a primary proof of identity and tax residency for Indian nationals and non-resident Indians. In U.S. processes it is typically submitted as a foreign government ID for KYC, payroll/onboarding, banking, tax reporting, immigration support, or third-party verification. Treat the PAN Card as a foreign ID that should be verified, stored, and transmitted under applicable U.S. data-protection and recordkeeping rules.

Why an Identification PAN Card matters for identity and tax workflows

Using a PAN Card helps verify identity and link a person to official tax records. For international hires, investors, and contractors it supports KYC checks, cross-border tax reporting, and compliance with payer requirements while reducing identity-related friction in onboarding and payments.

Why an Identification PAN Card matters for identity and tax workflows

Who commonly requests or submits an Identification PAN Card

Typical requesters and holders vary by use case; the list below shows common roles.

  • Banks and financial services verifying identity for account opening and cross-border tax reporting
  • Employers and payroll teams onboarding international hires or contractors for tax and payroll compliance
  • Tax preparers and accountants collecting foreign taxpayer identification for reporting or withholding purposes

Each group applies different verification and retention rules — follow industry and legal requirements for storage and consent.

Core components found on a professional Identification PAN Card record

A complete Identification PAN Card record or verification packet combines the issued PAN number with identity attributes and issuing details for reliable proof of identity and tax association.

PAN Number

Permanent Account Number (ten-character alphanumeric identifier) used to uniquely match the holder to tax and financial records.

Full Name

Holder’s full legal name exactly as shown on government records; critical for matching to other IDs and tax records.

Photograph

Passport-style photograph used for visual identification when cross-checking the card against the person presenting it.

Date of Birth

DOB in DD/MM/YYYY or MM/DD/YYYY as collected; used to corroborate identity across documents and checks.

Signature

Registered signature on the card or in the verification packet to compare with signed forms or e-signature events.

Issuing Details

Issuing authority and card validity notes; include issuance or enrollment date where present for audit purposes.

Step-by-step: completing an Identification PAN Card submission

Follow these sequential steps to capture and validate PAN Card information for onboarding or reporting.

  • 01
Collect the card: Request a clear scan or live image of the PAN Card.
  • 02
Enter fields: Type PAN number, full name, DOB, and issuing details exactly.
  • 03
Verify identity: Match photo and name against other IDs or verify via RON/notary.
  • 04
Attach audit info: Record method, date, and verifier in the file history.

Where an Identification PAN Card is submitted in common processes

The PAN Card is typically attached to the requesting workflow — onboarding packets, KYC checks, tax forms, or account-opening records — and routed to the responsible team or system.

  • HR and Payroll: Stored with onboarding documents and payroll tax records.
  • Banking KYC: Uploaded to KYC portal and linked to customer profile.
  • Tax Reporting: Provided to tax preparers or embedded in cross-border reporting files.
  • Third-party Verification: Shared with identity verification vendors under consent.

How to configure a digital workflow for PAN Card submissions

Set up your e-sign and intake workflow to collect the PAN Card consistently and maintain an audit trail.

Field Configuration
Authentication Method Email + SMS OTP or stronger KBA where required
Document Format Accept PDF/A or high-resolution JPG/PNG
Signature Type Click-to-sign or cryptographic signature per process
Retention Policy Apply secure retention rules and access controls

Technical and security considerations for eSubmission

Ensure platforms used for storing or signing PAN Card data meet encryption, access control, and audit requirements.

  • File types: PDF, DOCX, PNG, JPG supported
  • Integrations: Salesforce, NetSuite, Google Workspace
  • Security: TLS in transit, AES-256 at rest

Timelines and processing expectations for PAN Card verifications

Processing and retention timelines differ by use case; plan for immediate verification where required and multi-year retention where law or policy applies.

Provide on request:

PAN Card should be supplied when a payer or verifier requests it; no fixed statutory deadline

Notarization timing:

In-person notarization can be completed same day; mobile notary adds travel time

RON record retention:

Audio-video records commonly retained 5–10 years under RON laws

I-9 / HR use:

Identity documents needed at hire; retain per 8 CFR §274a.2 retention rules

KYC checks:

Automated identity checks often conclude within 24–72 hours depending on provider

Common mistakes when preparing an Identification PAN Card submission

  • Submitting a low-resolution image that obscures characters or the photograph, which delays verification and may require resubmission.
  • Typing the PAN number with spacing or character errors; a single wrong character prevents tax-ID matching and KYC validation.
  • Providing inconsistent name formats across documents (initials, transliterations, or omitted middle names) that fail automated matching.
  • Failing to record how identity was verified (visual check, notarization, RON), creating gaps in the required audit trail.

Penalties and operational risks from incorrect PAN Card handling

Backup withholding: 24% withholding for missing/incorrect TIN
1099 penalties: $60–$330 per form (IRC §6721)
I-9 paperwork: $281–$2,789 per violation
Data breach risk: Exposes PII; increases regulatory and reputational risk
Audit failures: Insufficient records can trigger penalties or remediation costs
Contract delays: Missing ID slows onboarding and payment processing

Who is authorized to sign or attest PAN Card information

Holder — Individual

The PAN Card holder is the primary signer for releases and attestations; sign in the same name format as the PAN to ensure legal consistency and tax-matchability.

Representative — POA

A legally appointed representative may sign on behalf of the holder using a valid power of attorney; record the POA and notarization to establish authority.

Real-world scenarios where an Identification PAN Card is required

The following examples show typical uses and how a PAN Card fits into broader verification and compliance workflows.

International Payroll Onboarding

Company collects PAN Card as identity proof and tax ID

  • PAN used to confirm tax status
  • The employer stores a scanned PAN with payroll records and records verification method to support tax withholding and reporting.

Cross-border Account Opening

Bank requests PAN alongside passport for KYC

  • PAN links to foreign tax records
  • The bank attaches the PAN image to the customer profile, records authentication steps, and retains the file under KYC retention rules.
