What the Impervious Count Report Is

An Impervious Count Report documents the area and distribution of impervious surfaces on a parcel or project site, typically expressed in square feet and as a percentage of total lot area. It compiles measured or modeled surface totals for roofs, driveways, patios, sidewalks, and other non-porous surfaces, and shows calculations used to derive percent impervious. Municipal planners, stormwater engineers, and permit reviewers use the report to evaluate runoff, stormwater management needs, and compliance with local land use or MS4 permit thresholds.

Why the Impervious Count Report Matters

The report provides a standardized basis for stormwater control decisions, permit approvals, and mitigation sizing. Accurate counts reduce project delays, support permit conditions, and document compliance with local ordinances or state stormwater programs.

Why the Impervious Count Report Matters

Who Prepares and Relies on This Report

Roles vary by project scale and local rules; larger developments often require certified professionals to complete or stamp the report.

  • Civil engineers and surveyors who measure surfaces and prepare the calculations for permitting and design review.
  • Municipal stormwater or planning staff who review the report to determine mitigation or permit conditions.
  • Developers, site owners, and contractors who use the report to size BMPs and estimate construction impacts.

Core Components of a Professional Impervious Count Report

A complete report bundles measured data, calculation methods, maps, and supporting documentation so reviewers can verify area totals and assumptions quickly.

Summary Table

A concise table of measured impervious areas (sq ft) by category and the percent impervious for the parcel, with units and rounding conventions explained.

Site Plan

Scaled plan or aerial image with labeled features, measurement traces, north arrow, datum, and legend showing which surfaces were counted as impervious.

Methodology

Clear description of measurement methods (field survey, GIS, orthophoto tracing), software used, datum, and any assumptions about overhangs or shared surfaces.

Detailed Calculations

Line-item calculations showing dimensions, formulas, and intermediate steps so totals can be audited without re-measurement.

Certifications

Signature block for preparer and, where required by local code, a licensed surveyor or engineer stamp certifying accuracy and date of measurement.

Supporting Files

Attachments such as field notes, CAD or GIS exports, orthophoto snapshots, and permit application forms referenced by the report.

Required Information and Data Elements

Property Address: Street, city, state, ZIP
Parcel Identifier: Assessor parcel number
Total Lot Area: Square feet
Impervious Total: Square feet
Percent Impervious: Calculated value
Preparer Info: Name, license, contact

Step-by-Step: Preparing an Impervious Count Report

Follow a consistent sequence from data gathering through certification to make the report review-ready and defensible.

  • 01
Gather base data: Collect parcel boundaries, orthophotos, and survey points.
  • 02
Identify features: Mark roofs, drives, patios, walkways as impervious.
  • 03
Measure areas: Measure or digitize polygons and record square footage.
  • 04
Compile report: Assemble tables, maps, calculations, and preparer certification.

Typical Submission and Review Flow

The report typically moves from preparer to local reviewer, then to permit file or mitigation planning depending on outcomes.

  • Prepare: Preparer assembles report and exports PDF.
  • Submit: Submit to local planning or stormwater office per guidelines.
  • Review: Reviewer checks totals, methods, and compliance thresholds.
  • Decision: Permit conditions or mitigation requirements are issued.

Configuring an Online Workflow for the Report

Design a digital workflow that captures fields, attachments, reviewer routing, and final signatures to speed approvals.

Field Configuration
Parcel ID field Text field; required; validation for numeric pattern
Area fields Numeric fields; auto-sum formula for totals
Map attachment File upload; require PDF or image
Reviewer routing Sequential approvers; notify by email

Digital Submission and Sharing Requirements

Where available, integrate with municipal portals or cloud storage to centralize records, and retain an audit trail and copies for project files.

  • File formats: PDF, PDF/A, or geo-referenced image files
  • Signatures: Electronic signature with audit trail
  • Integrations: Upload or API to permit portals

Common Timing and Review Expectations

Timelines vary by jurisdiction; below are typical milestones to plan around during permitting and review.

Pre-application review:

Submit draft reports during early consultations to identify permit triggers.

Formal submittal:

Coordinate with permit application; many agencies require report at time of application.

Agency review window:

Allow 2–6 weeks for initial technical review, depending on workload.

Revision cycle:

Expect one or more rounds of comments and re-submittal within 2–4 weeks.

Final decision:

Permit conditions or mitigation requirements typically issued after satisfactory review.

Common Mistakes to Avoid

  • Using aerial images without accounting for scale or recent site changes, which leads to inaccurate area measurements and reviewer questions.
  • Failing to document assumptions for edge conditions (e.g., roof overhangs, shared driveways), causing reviewers to recalculate or request a site visit.
  • Rounding inconsistently across tables and maps, which produces small discrepancies that can trigger formal revision requests.
  • Omitting preparer credentials or certification where local codes require a licensed surveyor or engineer stamp, resulting in rejection.

Potential Consequences of an Incorrect Report

Permit Delay: Processing slows or stops
Fines: Monetary penalties may apply
Mitigation Costs: Increased BMP requirements
Enforcement Action: Stop-work or compliance orders
Reputation Risk: Contractor or consultant liability
Re-submittal: Extra time and expense

Practical Examples of Report Use

Two concise scenarios show how the report affects permitting and design decisions in real projects.

Small Commercial Redevelopment

A developer updates a 0.8-acre site to increase retail area and repaves a parking lot

  • After measuring roof and pavement, total impervious rises to 65%
  • The report triggered a required stormwater retrofit and a BMP sizing revision that was resolved during the permitting revision cycle, avoiding a stop-work order.

Residential Subdivision Phase

An engineer provides per-lot impervious counts for a 12-lot subdivision

  • Counts separated temporary construction surfaces from permanent ones
  • The permitting authority approved phased BMP installations tied to the reported impervious totals, allowing sales to proceed without delaying infrastructure work.

Tips for Accurate and Efficient Reports

Adopt consistent methods, document assumptions clearly, and use templates to reduce errors and reviewer questions.

Standardize measurement methods
Use a documented, repeatable approach (survey, GIS, or photogrammetry) and state the method in the report so reviewers can evaluate accuracy and consistency.
Use checklists and templates
A standardized report template reduces omissions; include mandatory fields, a map, calculation table, and preparer certification in every submission.
Validate with a second reviewer
An independent check of measurements and summations catches rounding errors and misclassified surfaces before submission, reducing resubmittals.
Keep supporting files organized
Attach source files (orthophotos, CAD exports, field notes) and label them clearly so reviewers can reproduce totals without requesting additional information.
