What the Infrastructure Project Clarification Form Is

The Infrastructure Project Clarification Form is a structured document used to record, clarify, and confirm scope, deliverables, assumptions, and change requests during the planning or execution of an infrastructure project. It documents requests for additional information, design clarifications, schedule impacts, cost adjustments, and responsibility assignments so parties have a written record. Typically completed by project managers, engineers, or contract administrators, the form reduces ambiguity between owners, contractors, and consultants and becomes part of the contract record when incorporated by reference or attached to change orders.

Why a Formal Clarification Record Matters

Use this form to create a clear, auditable record of clarification requests and responses, limiting disputes over scope, cost, and schedule. A documented clarification preserves decision traces, supports change order justification, and aids compliance with contract notice requirements.

Why a Formal Clarification Record Matters

Who Typically Completes and Reviews the Form

Typical users include project managers, design engineers, contract administrators, and owners seeking formal clarifications during project delivery.

  • Project managers: document clarification requests, assess impacts, and route responses.
  • Design engineers: provide technical responses, sketches, and revised details for approval.
  • Contract administrators: track notices, preserve timelines, and support potential claims.

Organizations across construction, transportation, utilities, and public works use the form to maintain consistent project records and audit trails.

Step-by-Step: From Submission to Record

Follow these steps to complete and circulate the form so clarifications are recorded and responded to within contractually required timelines.

  • 01
Prepare Request: Collect contract references, drawings, and supporting notes.
  • 02
Complete Form: Enter requester, project ID, issue, attachments, and requested response date.
  • 03
Route for Review: Send to responsible engineer/discipline and contract administrator for comment.
  • 04
Record Outcome: Attach accepted clarifications to contract records and update schedules.

Core Elements a Professional Form Should Include

A professional clarification form organizes essential project data, required responses, and an audit trail so teams can resolve ambiguities quickly and preserve contractual notice.

Header

Includes project name, contract number, issue date, and a unique clarification ID to link the entry to related drawings, specifications, change orders, and correspondence for tracking.

Issue Description

A concise statement referencing contract clauses, drawing numbers, and specification sections, plus an explanation of the ambiguity, discrepancy, or missing information that requires written clarification from the design team.

Attachments

Attach marked-up drawings, photos, RFI logs, and referenced specification excerpts. Prefer searchable PDFs; include clear filenames and version notes so reviewers can locate referenced materials quickly.

Requested Action

Specify whether you seek technical clarification, direction to proceed, a design revision, or a change order estimate, and state the expected response timeframe, including any impact on the critical path or interim work instructions.

Response

Record the designer or engineer's formal response, referencing the clarifying document, attaching revised details where applicable, and noting any conditions, approvals, or specific cost and schedule impacts.

Audit Trail

Include signature, date, reviewer name, IP or delivery method, and a unique log number so entries are verifiable during audits, claims, or contractual disputes post-execution.

Security and Compliance Snapshot

Encryption in Transit: TLS 1.2 and 1.3 encryption in transit.
Encryption at Rest: AES-256 encryption for stored data

HIPAA: Compliant with BAA available
ESIGN / UETA: Meets ESIGN and UETA requirements
Audit Trail: Timestamped logs, IP, signer events

Common Preparation Pitfalls to Avoid

  • Vague descriptions that omit contract references, causing reviewers to request additional details and extending response time.
  • Missing attachments or low-quality images that prevent technical reviewers from making a definitive determination quickly.
  • Incorrect project identifiers or contract numbers that result in misfiling or delayed routing to the responsible party.
  • Not documenting verbal clarifications or failing to record response dates, which weakens the audit trail in disputes.

Typical Clarification Workflow

This section outlines a typical routing workflow for clarifications from submission through documented response and archival.

  • Submit: Sender files form with attachments.
  • Acknowledge: Recipient confirms receipt and review timeline.
  • Review: Discipline lead evaluates and provides technical response.
  • Archive: Store response with contract records and change log.

Digital Workflow Settings to Configure

Configure a digital workflow to ensure routing, reminders, and retention are enforced consistently across project teams.

Workflow setting and configuration options Configuration value or selected option
Routing order for approvers and reviewers Sequential or parallel; include contract admin and discipline leads.
Authentication method for signers and reviewers Email link, SMS code, or stronger MFA for sensitive clarifications.
Response deadline schedule and automatic reminders Set default due dates and two automated email reminders.
Retention and archival policy for clarified records Auto-archive signed clarifications into project folder with metadata.
Attachment handling, naming conventions, and accepted formats Accept PDF, JPEG, PNG; enforce filename and versioning rules.

Platform Capabilities to Verify

Confirm platform capabilities required to collect, authenticate, store, and audit clarifications electronically across devices and teams.

  • File formats: PDF, DOCX, JPG, PNG supported
  • Integrations: Salesforce, NetSuite, Procore, Google Workspace
  • Authentication options: Email link, SMS code, KBA, SSO

Typical Deadlines and Response Expectations

Key deadlines and response time expectations commonly applied to clarification forms in infrastructure contracts include

Initial response window standard practice:

Commonly 5–10 business days unless contract specifies otherwise.

Extended technical review period for complex issues:

May be 15–30 business days for multi-discipline design clarifications.

Contract notice deadlines and preservation periods:

Follow contract-specified notice procedures to preserve entitlement to compensation.

Change order timing and submission:

Submit supported estimates promptly to avoid late claim disputes.

Record retention trigger when clarifications create contractual changes:

Treat clarifications that change scope as contract documents for retention purposes.

Potential Consequences of Incomplete or Late Clarifications

Late Notice Risk: May forfeit change-order rights; follow contract notice clauses.
Cost Impact: Undocumented clarifications can lead to unrecoverable costs.
Schedule Delay: Unresolved issues can delay critical path work.
Claims Exposure: Insufficient record increases dispute and claims risk.
Contractual Default: Failure to follow notice procedures may trigger default.
Tax/Regulatory: Billing errors can affect tax reporting; consult IRC §6501.
